Q: I just read in the newspaper about a car being stopped because of illegal tinted windows.  I am curious to know how much is the ticket for tinted windows and what does the California vehicle code say about tinted windows? Also, is the Bakersfield police, CHP, and Kern County Sheriff enforcing this law? — Eddie Cathey The general rule is that a vehicle’s windshield, front driver side and passenger side windows cannot be tinted, according to the California Highway...

Q: Since the closing of Fairfax at Highway 178, Niles Street has become increasingly utilized by drivers getting to and coming from work. But Niles Street, from Mt. Vernon Avenue to Union Avenue, is in terrible shape. This street has been patched so many times, even the patches have been patched.  Are there plans in the near future for Niles Street to be completely repaved?  If so, when?  If not, why not? — Gene M. Bonas The Bakersfield Public Works Department...

Q: Is the Publishers Clearing House Sweepstakes legitimate? Another came in the mail this week. I’m wondering if it is worth my time to place all those stickers on the application and mail it in. It takes some time to go through all the literature and find the right stickers to place on the correct spot. Does someone really win $5,000 a week for life? That’s what it says. Thanks, Love your question and answer column. — Joe Boone A: The Publishers Clearing House does...

Q: I was born and raised in Bakersfield and I have been trying to figure where the Lopez house was located at California and Chester. Your article said it was across from Dewar’s. I realize Dewar’s is close to this corner, but it is located on Eye Street. Can anyone enlighten me as to where it was? — Phyllis Smith A: The Lopez house was actually catty-corner to Dewar’s. The house was originally built in 1909 at the northwest corner of California and Chester...

Q: When is the southwest WinCo Foods building to start? Projected opening date? Thanks for your help! — Lisa Conners A: The project is set to go before the Bakersfield City Council for approval on May 7, said Marc Gauthier, a principal planner with the city. The developer hopes to start construction this summer, with an opening planned for late 2009, he said.

Q: With the possibility of a Target being built at the Shops at River Walk, whatever happened with the talk or rumors of plans to build a SuperTarget at the corner of Gosford Road and Panama Lane a while back?  — Ralph Lara A: Castle & Cooke is moving forward with bringing a SuperTarget to the northwest corner of Gosford Road and Panama Lane, said Bill Sampson, the company’s senior vice president for commercial properties. But a Target spokeswoman hedged her bets. ...

Q: I have a question for “Ask the Californian.” What happened to the rocket that was on top of the Padre Hotel? Is it in storage at the Kern County Museum (where it should be), or in someone’s garage? Just curious. I’ve done a little nosing around on the Internet, but couldn’t find an answer. It’s a Bakersfield landmark and should be preserved, in my opinion. Thanks! — Roger Taylor A: The Californian called Brett Miller, one of the new owners of...

Q: What’s going on at the southeast and northeast corners of Old Farm Road and Noriega Road?  One of the empty lots is right next to a school, does that land belong to the school district? — Roger Arellano A:  There are no applications for development of the northeast corner at this time, said Jennie Eng, a principal planner with the city of Bakersfield. The southeast corner is the future home of Polo Community Park, maps show. “One more question, are all...

Q: Can you tell me who is responsible for maintaining Mall View Road between Mount Vernon Avenue and Fashion Place? It seems it was poorly designed from the start, going from two lanes to one and then back to two. Now with all the fast food places there and the center lane paint nearly gone it's dangerous. Now with the proposed expansion that’s going to be built, it will only get worse. Do you know if plans are in the works to make it two lanes all the way through to the East Hills...
