Feliz Drive Officer Involved Shooting
On 2/9/08, at 10:42 p.m. Bakersfield Police Officers Dennis Eddy and Joseph
Cooley, of the Bakersfield Police Department Special Enforcement Unit, were
patrolling in the area of the 900 block of Feliz Drive.  Both officers were familiar
with this area and know it to be the territory of the “Eastside Crips” criminal street
gang.  
 
The officers observed a group of subjects standing to the front of 905 Feliz Drive
and recognized at least two of the subjects as members of the “Eastside Crips.” 
One of the subjects was Leon Anderson.  Officer Eddy and Officer Cooley had
personal knowledge that Anderson was on active parole and, as a condition of
his parole, was prohibited from associating with other known gang members. 
Anderson did not reside in this area and, based on his association with these
other gang members, was in violation of the conditions of his parole.  
 
As Officer Eddy and Officer Cooley exited their patrol vehicle intending to arrest
Anderson, he immediately ran away.  He ran east on Feliz Drive and then south
on Jastro Avenue.  The officers gave chase on foot and broadcast this
information over the police radio.  
 
As this foot pursuit was ongoing, the Kern County Sheriff’s Department helicopter
arrived and began observing the pursuit.  The deputies on board the helicopter
relayed Anderson’s movements to officers on the ground.  Anderson continued to
run south on Jastro Avenue.  Prior to reaching the next street, McNew Court,
Anderson jumped a fence into the yard of 930 McNew Court.  Anderson then ran
south and then around the side of the residence, eventually turning and running
north along the west side of this residence.  All the while remaining within the
fenced yard.  

 

Officer Eddy had taken up a perimeter position on Jastro Avenue, between Feliz
Drive and McNew Court.  Officer Cooley had continued his pursuit of Anderson
and took a position in a vacant lot west of the residence at 930 McNew Court. 
Deputies in the helicopter observed Anderson crouch down behind a vehicle
parked on the north side of the McNew Court residence.  Anderson then stood up
and took several steps toward Officer Eddy who deployed a non-lethal Taser. 
Simultaneous to this Officer Eddy observed a muzzle flash coming from
Anderson and felt a painful impact on the left side of his chest.  Officer Eddy
returned fire at Anderson.  Anderson again fired at Officer Eddy striking him in
the upper right leg.  Officer Eddy managed to fire additional shots at Anderson
before becoming incapacitated due to the gunshot to his leg.  The shooting of
Officer Eddy was witnessed by deputies in the helicopter.    
 
Anderson then moved west toward the vacant lot where Officer Cooley was
standing.  As Officer Cooley moved to the north, in the direction of the gunfire, he
observed Anderson coming west, over the fence, from the yard of 930 McNew
Court.  Officer Cooley shouted commands at Anderson, who then fired one shot
at the officer.  Officer Cooley fired two shots at Anderson who then tried to climb
a wrought iron fence on the north side of the vacant lot.  Due to the design of the
fencing, Anderson was unable scale the fence and turned back toward Officer
Cooley and fired another shot.  Officer Cooley fired 3 more shots at Anderson
who then went to the ground.  At this time Anderson was completely hidden from
Officer Cooley’s view due to the height of tumbleweed and debris in the field.
 
Officers William Caughell and Colby Earl, arrived on scene and went to the rear
of 917 Feliz Drive.  As Officer Caughell and Officer Earl walked along the
wrought iron fence behind 917 Feliz Drive, Officer Caughell suddenly observed
Anderson, lying down in some tumbleweed, with a black revolver in his hand.  
 
Officer Caughell immediately ordered Anderson to drop the gun, but he refused. 
Instead, Anderson began sitting up and as he did he raised the gun he was
holding.  Fearing that Anderson was going to shoot at him or Officer Cooley,
Officer Caughell took a step back and fired six shots at Anderson.  As additional
officers arrived, they approached Anderson and determined that he had been
shot and called for medical aid.  Anderson died at the scene.  A black .38 caliber
revolver with six spent casings was found with Anderson.  
 
As a result of being shot by Anderson, Officer Eddy had the lower portion of his
right leg amputated.  He is still recovering.  All of the officers have been cleared
to return to duty.

 This has been a long two months for all parties involved.  I am grateful to the Bakersfield Police Department in providing both a thorough investigation and detailed explanation of the reasons behind the extended timeframe for their findings.  I am ever grateful to Officers Eddy, Cooley and Caughell for their reactions to the chain of events brought about by Leon "Lil Nubby" Anderson Jr. that evening. 

I pray in the event of a situation of the same magnitude, they would perform at the same level.  Thank you officers for making our community safer, regardless of your own personal sacrifice!!

 It does not take this long to come up with the truth. It takes this long to come up with a lie. I am not proud of the BPD. I am not proud of the way they handled this situation. They killed that man. They murdered him in cold blood. I am pleased to know that his family has hired an attorney from the Los Angles area to sue the BPD for the wrongful death of their son. Nothing will bring him back but it is the principle.

Wow timec, harsh words.  I firmly believe the reasons for the investigation taking so long are two-fold... (1) the investigation was put at a standstill until Officer Eddy was coherent enough to give his statement... and (2) people are afraid to speak up in the middle of a gang infested neighborhood where retaliation is feared, and violence is a part of everyday life.

The only part of the investigation I would have changed is... I would have cleared those officers the next day!!!!!!

Air-1 saw Lil Nubby fire at Officer Eddy first, Lil Nubby then chose to try to take out another officer.  He made his bed that night!!!!!!!

 I love Timec's reasoning that a quick decision means it's the truth but a slow decision is a lie.      However,  if a quick decision ends with  "justifiable shooting"  then LE would be accused of covering up and telling a lie because they didn't do a thorough investigation.

Cops just can't win!

The BPD will settle. They screw up and they pay money. It is a game. This investigation needs to be investigated by a mutual party and I have faith it will be. I will pray for the Anderson family since the rest of Bakersfield isn't. We need to have a breakfast to raise money for his family also...he had children.

 If Anderson had lived a clean life, done his duty to his family and  been a productive member of society, you wouldn't be worrying about raising money for his family.

BTW  where's the kid's mother.  As for me,  I would never have taken a dime to help raise my kids.  That  was MY job.

 Audrey, didn't you hear his momma on the news last night? Lil Nubby had gotten out of the gang lifestyle and had just finished welding school. He was going to be a good daddy to his six children and all his baby's mommas.

I agree timec, a breakfast is a good idea. But if his family gets the money, they will probably spend it on malt liquor and lotto tickets.

 Nancy, that was my point to timec.  I'm sure his children will receive some type of benefits from his death.  But in order to receive SS death benefits, don't they go by your (dead parents) legal work history?

It seems like people like to keep the race card going.

Maybe for doing his job-to serve and protect.  You're right they do have a mother.  And you're right again, he probably gets workers comp or disability for being off for losing his leg in the line of duty. The job he took oath for is compensating him while he's healing.  He put in time and hours for those benefits.

Most people know that you put into to this system, you also get out when hurt or tragedy strikes. It's not a give me, give me, give me  more country.  So, why should they get benefits and fundraisers when this man did not contribute to society.

My race card comment stems from this....I get on here daily, may or may not comment due to my work schedule.  BUt when certain topics arise oh, you better believe people, like yourself sure do come out and start blogging again.  Nothing personal though.

These sorts of topics are the only ones that get attention. I did not say they should get benefits you said that. I am telling you they will not receive SS because daddy probably did not pay into it. Ok, that was what i was asking at first on my comment dated today at 1019am, would they qualify for benefits? Then my latter question (1039am)was wouldn't the  the deceased parent had to have a job to get benefits? So both, actually all 3 questions have been answered. Thanks.

 I am usually critical of the BPD, but I would have done the same thing if I was in officer's Eddy's position. Bakersfield officials do need to spend more time in the Cottonwood area.  There are several houses that have been vacant and with large holes  in the walls for years. It seems like that would be a housing violation.  Can't those houses be torn down or the owners of those homes face fines for creating an eyesore and hazardous conditions?  It would be very easy for criminals to operate in those vacant houses.  It is also not fair for the hard working families in that area to live next door to a boarded up vacant home with weeds and junk in the yard. Bakersfield officials you have a lot of  work in that area.

I applaud our BPD and our Sheriffs Dept... They are human beings too... risking their lives every single day...I know that there are a lot of people that do not have respect for them but, we are all entilted to our own opinions. I guess they feel as though they will never need their assistance... I seen a bumper sticker once that said "What if you call a cop and no one answered"

 The money from the pancake breakfast was to help with getting officer Eddy a prosthetic leg that will work for him to go back to work, from what I understand the insurance will not cover the prosthetic he will need to retur to work only a "basic" style. Get well soon officer Eddy & great job to you & the other officers involved.

 83% of the people of Bakersfield say officers cleared, enough said.   Why should more officers be put on Cottonwood? That means they would be taken from my area and I may need protection. The gangbangers do not stay in their own area, nothing to steal.  I pay the system protect me. Put a fence around the area and let the gangbangers kill each other. They do nothing to better themselfves. Just look at Leon the only thing he was good at was spreading his sperm and he didn't give a damn about the kids that resulted.

A breakfast for Leon OH NO not a dime. A BIG THANK YOU TO THE PEOPLE WHO HAD THE BREAKFAST FOR OFFICER EDDY I AM SURE IT WAS TO PURCHASE A NEW LEG AFTER THE DEAD GANGBANGER DID THE DAMAGE I WILL GLADLY GIVE FOR ANYTHING TO DO WITH OFFICER EDDY WAY TO GO BPD!!!!!!!!!!!!!!!!!

I will attend a breakfast for Leon's family and children. I will pay 1000.00 for a plate of grits with no butter to help out his children. I will have all of my co workers attend. All of the black community will also attend. So you can stay on your side and I will stay on mine. One more thing jram.....if this were a real event who said you would even be invited.

 Timec, don't count on ALL of the black community attending.  I know plenty of blacks who have zero tolerance for gang-banging and wouldn't think of spending money for such an "event".
