Feliz Drive Officer Involved Shooting
On 2/9/08, at 10:42 p.m. Bakersfield Police Officers Dennis Eddy and Joseph
Cooley, of the Bakersfield Police Department Special Enforcement Unit, were
patrolling in the area of the 900 block of Feliz Drive.  Both officers were familiar
with this area and know it to be the territory of the “Eastside Crips” criminal street
gang.  
 
The officers observed a group of subjects standing to the front of 905 Feliz Drive
and recognized at least two of the subjects as members of the “Eastside Crips.” 
One of the subjects was Leon Anderson.  Officer Eddy and Officer Cooley had
personal knowledge that Anderson was on active parole and, as a condition of
his parole, was prohibited from associating with other known gang members. 
Anderson did not reside in this area and, based on his association with these
other gang members, was in violation of the conditions of his parole.  
 
As Officer Eddy and Officer Cooley exited their patrol vehicle intending to arrest
Anderson, he immediately ran away.  He ran east on Feliz Drive and then south
on Jastro Avenue.  The officers gave chase on foot and broadcast this
information over the police radio.  
 
As this foot pursuit was ongoing, the Kern County Sheriff’s Department helicopter
arrived and began observing the pursuit.  The deputies on board the helicopter
relayed Anderson’s movements to officers on the ground.  Anderson continued to
run south on Jastro Avenue.  Prior to reaching the next street, McNew Court,
Anderson jumped a fence into the yard of 930 McNew Court.  Anderson then ran
south and then around the side of the residence, eventually turning and running
north along the west side of this residence.  All the while remaining within the
fenced yard.  

 

Officer Eddy had taken up a perimeter position on Jastro Avenue, between Feliz
Drive and McNew Court.  Officer Cooley had continued his pursuit of Anderson
and took a position in a vacant lot west of the residence at 930 McNew Court. 
Deputies in the helicopter observed Anderson crouch down behind a vehicle
parked on the north side of the McNew Court residence.  Anderson then stood up
and took several steps toward Officer Eddy who deployed a non-lethal Taser. 
Simultaneous to this Officer Eddy observed a muzzle flash coming from
Anderson and felt a painful impact on the left side of his chest.  Officer Eddy
returned fire at Anderson.  Anderson again fired at Officer Eddy striking him in
the upper right leg.  Officer Eddy managed to fire additional shots at Anderson
before becoming incapacitated due to the gunshot to his leg.  The shooting of
Officer Eddy was witnessed by deputies in the helicopter.    
 
Anderson then moved west toward the vacant lot where Officer Cooley was
standing.  As Officer Cooley moved to the north, in the direction of the gunfire, he
observed Anderson coming west, over the fence, from the yard of 930 McNew
Court.  Officer Cooley shouted commands at Anderson, who then fired one shot
at the officer.  Officer Cooley fired two shots at Anderson who then tried to climb
a wrought iron fence on the north side of the vacant lot.  Due to the design of the
fencing, Anderson was unable scale the fence and turned back toward Officer
Cooley and fired another shot.  Officer Cooley fired 3 more shots at Anderson
who then went to the ground.  At this time Anderson was completely hidden from
Officer Cooley’s view due to the height of tumbleweed and debris in the field.
 
Officers William Caughell and Colby Earl, arrived on scene and went to the rear
of 917 Feliz Drive.  As Officer Caughell and Officer Earl walked along the
wrought iron fence behind 917 Feliz Drive, Officer Caughell suddenly observed
Anderson, lying down in some tumbleweed, with a black revolver in his hand.  
 
Officer Caughell immediately ordered Anderson to drop the gun, but he refused. 
Instead, Anderson began sitting up and as he did he raised the gun he was
holding.  Fearing that Anderson was going to shoot at him or Officer Cooley,
Officer Caughell took a step back and fired six shots at Anderson.  As additional
officers arrived, they approached Anderson and determined that he had been
shot and called for medical aid.  Anderson died at the scene.  A black .38 caliber
revolver with six spent casings was found with Anderson.  
 
As a result of being shot by Anderson, Officer Eddy had the lower portion of his
right leg amputated.  He is still recovering.  All of the officers have been cleared
to return to duty.

 It shouldn't have taken that long. I think they're covering some stuff up.

But really I don't care. The world is a better place with one less gang member.

If his family wants to sue than I think somebody should sue them for all the money we threw at their son while he was in jail. How much does it cost per inmate again?

 Part of what took so long on the report is not being able to interview officer Eddy due to the meds he was on after that pos shot him, another is trying to get interviews with people in the area that were more than likely threatened by the punk wanna be gangsters that are in the area. The only way certain people would be happy is if Leon shot all the officers, didn't get a scratch & then the city give him a party. I can see where people feel for his family, I've got no problem with that. Just because he was scum & got what was coming to him doesn't mean his family is the same. Have a breakfast for his kids & family, I hope if the breakfast does happen they get lots of money & it's put to good use raising the kids & for their education, but at the same time don't get mad because the city is trying to contribute to an injured officer that was doing his job.

btw, this goes for anyone, regardless of the color of their skin.  Let's not make this into something racial.  He was a high-ranking banger who shot at the police.  Should we have thrown him a parade??

 Why would one waste any money on a breakfast for a criminal?  If Anderson's family sues, which they probably will I can guarantee you that the City of Bakersfield will fight it.. and they will win..  You can't win a lawsuit for a shooting that is within their policy along with Federal and State guideines.. No jury in the world would find in their favor..   I am sure that the helicopter still has the video feed from the FLIR... if it was being used that night..

 I don't begrudge timec gettin some high priced grits over a dearly departed. She works......Its her dinero.

Myself, I'd be more inclined to donate to the prosthetic device for a man who still wants to work when most of us would just set down and take it easy, rest on our ever expanding laurels so ta speak.

Its just sad to me where our priorities are nowdays and how skewed our persectives have become. (at least some of us). The people who complain the loudest about skin color, seem to be the ones who  "cling" to just that when under stress or just convenient. (cling = a little Obama lingo thrown in).

Officer Eddy wasn't a cop by mistake, the fact that he wants to keep on truckin is proof a that. Leon OTOH seems ta be 180 degrees outa phase when his clutch plate interfaces with that particular ethic.. Its almost like scripted lives, Leon couldn't keep from his gangstuh buds, their environs, and packin -- Officer Eddy can't keep from servin & protectin, even sans some of his original equipment..........

First of all everything a police does is justified. Then they end up settling out of court for an undisclosed amount of cash. Even if the City of Bakersfield fights and wins the lawsuit (which they won't) it will cost the City hundreds of thousands of dollars in legal fees. So, they will pay one way or another.

I won't count on all of anyone coming. Not all of LE attended officer Eddy's breakfast. Some people would come and some wouldn't. Believe me when I tell you this.. the turnout would be big. People here in Bakersfield care about others. This is not about Leon anymore he has a family that wants answers. He has children that want to know why the cops murdered their dad.

Why do you used terms like  "murdered" when referring to actions of the police? That is a very specific term and words have meaning -- sometimes really important meanings. Obama is finding this out just about now BTW........

You make it really hard to defend you, ya know it??

 The longer an investigation is open, the more independent scrutiny it is exposed to.  With an issue as heated as this one, and unfortunately, racially charged (by outside individuals on both ends it seems), a quick in-and-out investigation would have appeared to be more of a cover up than anything.  I know that a long investigation can be frustrating, but if the BPD was trying to smokescreen they would have done it very quickly.  Why do such a thorough analysis otherwise?  The details of this case, second by second, shot by shot have been documented, and analyzed for anybody to see.

 

I have a feeling that there are some here who’s satisfaction with the investigation rests solely with the outcome.  If they had done a quick 10 day investigation, without complete forensics, interviews or interviews with officer Eddy who was severely injured, the cry would have been “cover up.”  Now that it has taken a while, the same message is there.  I say forget all biases and just look at what facts have been presented.  Read what happened objectively, change the race around and see if the conclusion comes out any different.  Personally, if it had been a white guy firing at a black cop, I would have expected the exact same and justified outcome.  I am interested in the facts.  Opinions based on bias, emotional connection, or a hunch are just that.  You can’t convict someone with that.

 

I dunno, just something to think about for the conspiracy theorists out there.  I work in a field where my work is under a high degree of scrutiny.  The more visible the job type, the longer the red tape to cut through.  It just seems illogical that someone attempting a cover-up would work so hard to candidly reveal a case like this.  It just doesn’t add up…  high visibility, high tension, independent forensics, multiple witness accounts, extended investigation.  Which one of these elements adds up to coverup?

 

That said, I feel for the Leon’s family.  I wish he would have made different choices.  It’s never a good thing when someone has to die like that, whether they put themselves in that position or not.  I’m sure if you ask the officers, they will say the same thing.  I’m glad that the officer’s life he attempted to take was spared, hopefully that officer will live a long and full life despite this injury.

It's comments such as this that project the image that Ob and his ilk are corrupt. Keep up the good work there boy.

The shooting appears to be justified, but the problem as I see it is that all review boards are internal. This opens the door to criticism of decisions, and at times the appearance of cover-ups. This goes against the fundamental concept of checks and balances. What is needed is an independent review board.

No need to defend me....I'll be aight. Thanks for the concern. I do understand. I am not dumb. I just feel that the BPD is trying to hide something. I don't know what it is but I am confident it will be exposed. I know that if a person points a gun at you they have left you with no other option then to kill them. If a person pointed a gun at me or my loves ones I will not hesitate to end their life. But the whole screwing with him earlier that day and then coming back to screw with him a little more is suspicious to me. The gun that shot Officer Eddy has mysteriously disappeared. Go back and read my blogs. I said that his fellow officers shot him and I firmly believe that.  This is b/s to me. If the helicopter saw so much they should know where the guns is...one would think.

 timec, if your replied to "Chico" about the previous post, notice it's that weirdo CHICA.

You live in a fantasy world if you think the deputies could easily see Leon toss a small handgun, at nighttime, while watching everything else. Also, the police do not shoot to kill, they shoot to stop the threat. However, the death of the offender often occurs. Oh well.

And have you considered this? When they stopped Leon's assault, he had a gun in his hand. So why search everywhere where he ran after he fired looking for a second gun? It was not until the forensics were done much later that it was discovered he had a second gun. They did go back out there, but not surprisingly, no gun was found. One of his gangster friends is probably carrying it right now.

And which case do you think the "truth" will come out about first, this one or your buddy Vincent?

Missing evidence starts controversy over gang member shooting

The Police Department says Leon Anderson Junior used two guns to shoot Officer Eddy in the chest and leg but the department says one of the guns and all of the bullets Anderson fired were never found.

The police department said it's clear: Leon Anderson Junior shot and wounded Officer Dennis Eddy during a foot chase before Anderson was shot and killed by another officer.

Sgt. Greg Terry said, "He was shot twice by Leon Anderson and the evidence shows what took place in both of those exchanges."

Anderson's father believes his son never fired a shot and the gun was planted.

Leon Anderson Senior said, "No more police policing themselves, because this is a cover-up."

The shooting review board says Anderson used a .32 caliber gun to shoot Eddy in the chest, because that's the size of the slug recovered from the officer's bullet-proof vest.

No .32 caliber gun was found at the scene of the shooting.

Sgt. Terry said, "The tumbleweeds, the furniture, the vehicles, the overgrowth, all of that, the vacant lot and the fields, all of that where the initial shooting took place, the environment was full of things to explain why we didn't find it that night."

After a short chase, officers shot and killed Anderson when they said he raised a .38 caliber gun at them.

Six spent casings were found inside a revolver, but none of the matching bullets were ever found.

Sgt. Terry said, "If you look at the physical location that this shooting took place, when he was shooting at officer Cooley, the backdrop for that is a vacant lot that goes into an intersection down the street. That bullet could have gone into the ground, because at the time Mr. Anderson was shooting at Officer Cooley, he had gone down to a knee."

The police department initially said the bullet and gun matched.

Sgt. Terry said, "We believed initially that the gun with him was the only gun used, it was later during the investigation that the bullet used was not from a .38."

Sergeant Greg Terry says there was gunshot residue all over Anderson's hands and then there's the eyewitness accounts.

Sgt. Terry said, "The fact that we haven't recovered that firearm does not change the facts. The facts are, Mr. Anderson shot Officer Eddy with a .32 caliber."

The family has called for a federal investigation

 Liars? No they actually told the truth. Yeah, they could have lied and said the gun matched. But they didn't they said during the investigation is when they found the bullet used didn't match the .38.  They could have easily led the public on.

 No, I will not give them any credit. They lied and the forensic people were not willing to lie with them or for them. So, Michele you are telling me you don't find this to be a bit awkward. A cop is shot and no casings or gun is found. Remember the helicopters saw everything.

Leon never had a gun. He did not shot Officer Eddy. I truly believe Officer Eddy could be a victim of the BPD. This was set up by some idiot within the department and someone is going to pay.

The feds will get to the bottom. Kern County is known for their crookedness and I know it, you know it, and the feds know it.

 OK I've had enough with the "no one is better than anyone" BS !  Yes, I AM better than that.  I don't steal, belong to violent gangs, do drugs, sell drugs, continually break the law and get jailed, run from cops, shoot people, or any of the other thing repeat offenders do.

I have honesty and integrity and yes...I AM better than those criminals.    Don't tell me that this thug had no choice but to break the law time after time.  Don't tell me he had no choice but to hang out in the "hood" and carry a gun.  You don't have rose colored glasses on, you have blinders.

We are all equal. I am not a criminal. I don't do dope. I don't belong to a gang. I am no better than Leon. You are no better than Leon. Everyone of us are sinners. In God's eyes no sin is greater than another. So, Nancy you are not better than anyone. We have made better choices in life than Leon but we are not better. Leon actually was attempting to change his life. He just graduated from welding school. Welders make quite a bit of cash. So, please don't say he was not trying to change.  Even though you would like to make it seem you are the closest thing to perfect you are not. I am not blind. I have 20/20. I can see the corruption going on and it needs to stop.

We are all born equal.  Then each of us chooses a path that either validates or negates our existence.  The path we choose determines our final worth.

Leon chose to associate with a violent group which victimizes others.   Nobody forced him to follow that path and nobody forced him to seek them out again when his prision sentence was over.  He chose that life.   When he died he left a trail of victims.   His children among them.   He threw away his chance to balance out his violent past  with good.  He had a chance to change and threw it away so  when he died he wasn't equal to men who put others before themselves and who don't  expect society to take care of their  responsibiliteis. 

Leon may had made the motions of changing his life around, but he didn't actually do it.  It was all lip service.

Do you think his continued assoication with CRIP members was a sign he was changing his life around?   Do you think his carrying a deadly weapon was proof  he was changing his life around?   Would you want him  (or  his kind)  living next door to your children?  Would you have given him  a job considering that he was still associating with Crips members.   Do you think he would've ever grown up and taken responsibility for his children.  Do you think he would've ever quit associating with gang members?

Frankly, he wasn't worth your time defending him.

Lets see...we'll get a set of scales and weigh this out.  On one side you have "graduated welding school."  On the other side, you have "shot a cop." 

And the tipping of the scales would be your definition of "bettering himself." Interesting, but blind.

bo8er SISTER,  I'm not judging anyone, I'm stating facts.  Yup, I could have screwed up my life but I didn't, and I AM better than that.  You see, I know the difference between right and wrong..and so did these men who chose the wrong path. 

Personally, I don't think any of these 2-3 women who are posting on here actually believe what they say.  I'm thinking they just want a "cause"  and want to argue.  Timec is the only one with any obvious education, the others are just rattling.

 Well all know the difference between right and wrong and we all make that choice to do right or wrong but nobody is perfect you have done wrong in your life too as well as i have and sometimes your just in the wrong place at the wrong time. and i have a reason i come on here and say what i say.....

I understand what you are saying but listen to this. I know quite a bit of youngsters and I have quite a bit of family. Most of the people I know from the neighborhood are gang members or they are associated with gangs. When you are raised in these neighbors hoods you don't see people as CRIPS you see them as family. You have no clue about how these people live and how they are raised. Being part of a gang seems stupid to most and rightfully so. I can't explain. Being a gang member does not make you scum of the earth. Those people living on a compound raping little girls generation after generation are scum. Some gang members are nice and respectful. There a few of them that have no regard for human life and those few are scum but not all. How do you know he was carrying a deadly weapon? How do you know the BPD is telling the truth? It looks like some funny business is going on. Yes he could have been my neighbor. Gang Members kill each other. If we do not give gang members jobs and attempt to help the situation nothing will ever change. They will continue to rob and steal. Yes I do think he would have changed his life around. When you get older you get wiser. We have all done things we are not proud of. Everyone deserves a second chance.

 The mafiosa were nice and respectful guys too.  Loved their children and their families.  The women went to mass to pray for them.
