I always give an officer the benefit of the doubt until all the evidence comes in. But I'm inclined to believe that he might be a bit misguided based on what jfrancais' experience with him was. I know a few cops, just like everyone else there are some really good people and some power thirst arses. If he was arrested it was based on more than one person's report, and Rector may have seen too many complaints on the guy already.

According to these two links     http://people.bakersfield.c...   and    http://people.bakersfield.c... Officer Luff was involved in the shooting of suspects at a home invasion robbery in 2007 where a grandpa and grandson were both shot by out of town bad guys.

I was at that shooting. Didn't turn out well for one of the bad guys....

jfrancais

I've had a few run-ins with this guy.  He's a friggin' jerk!

What kind of life style do you live that you keep having run ins with law enforcement? Maybe you should run with a new circle of friends?

The plot thickens as one of the females involved says nothing inappropriate happened. Hmm ....

posted by sagefever on Jul 17, 2009 at 06:28 PM

cheeksmck~ maybe you'd better know something about a person before you impinged them. jfrancis is in the military,a finer more honorable human being can not be found.

He happens to be black~ which in many is all it takes to "mix" with law enforcement.

Cheeksmck, I looked at your profile picture and feel much better about the condition of my house.

Well, I live in goverment housing.  I get a gov't check twice a month.  I kill people for a living and I carry a gun.   Other than that, I'm pretty tame with a boring "life style".

It's not necessarilly about the "run in", per se.  He could just be a little more personable and not try to strong arm people with his blue uniform.  Ironically, I was working for the US Department of Justice at the time.  When he saw my DOJ ID in my wallet, he left me alone.  It should never have to come to that.  People should be treated humanely unless they cross the line.

This guy was trying to punk me in my own neighborhood.  It's not like I was drunk outside the ol' Bullpen on 18th.  Does this happen in Stockdale Estates?

My circle of friends in Bakersfield all get government checks, too (firefighters).  Some even carry guns (BPD).  I wasn't rolling with my set that night.

I swear, TBC must be going bankrupt, and not able to follow up on a story...as the accusers x room mate...the one that was with her on the night in question, says it DIDNT happen

www.kget.com/news/local/story/Witness-says-office r-did-not-sexually-assault/NzgKTxcCLU2EkmWla7a5fQ .cspx

i wonder if the DA talked to her?

Jfrancias...if you "roll" with firefighters and police officers, then why did you needthe help of someone on the board to file  a complaint with the BPD?

tsk tsk...cant even keep your lies straight.  now I know you dont have a pot to piss in

posted by NancyII on Jul 18, 2009 at 08:29 AM

Blood in the water and the sharks circled.  Nothing new here.

I watched the interview with the accusers roommate and she said her roomie told her she was setting the officer up.  She said she couldn't go into detail due to being part of the investigation but did mention something about her roomies many traffic tickets.  Regardless of the outcome on the sexual abuse charge, he's most likely in the soup over hauling the girls home thing.  On the other hand, I'm not in LE and don't know the rules on that.

Where's OldBlue when we need him?

posted by CatherineBaker on Jul 18, 2009 at 08:47 AM

I thought this one smelled fishy from the get-go but I've said that about other stories in the past and got my butt bit off over it, so I wasn't going to go there this time.  You're right, Nancy--this guy is going to get in trouble for treating his patrol car like a public taxi for his friends, and well he should.  Taxpayers aren't paying his salary and the gas for the car so he can shirk his duties and hang out with his friends (DUH!)  And I also firmly believe that this guy was flirting with these women, at the very least.  Let's just put it this way--if I found out my husband was using his patrol car to give drunken women friends (and friends of friends) rides home from parties in the middle of the night and then hugging them goodnight, he'd have a size-9 sandal so high up his butt he'd have to have it surgically removed.

Nancy,

Your right again.

Can't wait until all those girlie cops in town start picking me up from bars and drive me on home in between Code 3 runs.

We shouldn't be playing favorites to the female citizens Chief!.

I'll take a little groping whenever I can get it.

In this case, you would do well to mark these words: Cher chez la femme'.

posted by tkozy on Jul 18, 2009 at 09:44 AM

Origin
'Cherchez la femme' is sometimes mistakenly thought to refer to men's attempts to pursue romantic liaisons with women. In fact, the phrase, which is occasionally used in its loose English translation 'look for the woman', expresses the idea that the source of any given problem involving a man is liable to be a woman. That isn't to say that the woman herself was necessarily the direct cause of the problem, as in Shakespeare's Macbeth for instance, but that a man has behaved stupidly or out of character in order to impress a woman or gain her favour.

I keep my lies straight better than you, Learnem.  How's the "cousin"?

And while your pissing in your pot, why don't you sit on it and take a crap instead of talking it and letting it seep out of your mouth.  It smells worse than the reputation that precedes it.

As a former Paramedic, I can tell you un-founded complaints and allegations of wrongdoing are a part of the job.    If you are an emergency responder, you can bet your bottom dollar that at some time in your career someone will file a complaint against you that is un-founded.

Whether it is motivated by financial gain or revenge for an old high school slight, the potential is ALWAYS there.  It is for this reason, most emergency responders go out of their way to NEVER (ever) put themselves into a position where there are no witnesses (or video) to bolster their claim of innocence.

As it pertains to female transports, department policy all across the nation insist whenever a female is transported (for any reason) the dispatcher is to be notified at the start and conclusion of the transport. In addition, as a further precaution, the emergency responder is required to give beginning and ending mileage to the dispatcher so the time and distance can be evaluated should a complaint arise.

Personally, I find it strange and tragic that any time a known convict is arrested, they are innocent until proven guilty.  Yet, when an emergency responder is arrested, he/she is treated as though they are guilty until proven innocent.

posted by tkozy on Jul 18, 2009 at 01:13 PM

Curt says,

Yet, when an emergency responder is arrested, he/she is treated as though they are guilty until proven innocent.

TK says,

It has nothing to do with law or justice. It is reaction to the reality of financial responsibility for ones employees.

Teachers are reassigned in many cases. Plumber fired at the tip of a hat. It doesn't matter what profession. There is a liability that must be covered by the employer.

And the employer in many cases is held hostage by the rules of his liability insurance carrier.

You must have missed several other BNT posts Curt. Guilty from the get go is the usual response.

July 16th 2009
After learning the woman, identified as R.H. in court documents, did not have a driver's license with her, Sanchez told her he suspected her of drinking and her car would be towed, Mrozek said.
Sanchez offered to drive R.H. to her job, but instead drove her to the parking lot of an auto repair outlet in Bell, Mrozek said.
Sanchez placed his hand on his gun and forced her to perform sex on him in his patrol car, Mrozek said. Afterward, Sanchez drove R.H. to her work place, Mrozek said.

TK continues.

I suppose this is a reason for putting officers on administrative leave.

Ok, interesting, now he has his friend going to the media and basically call her a liar.  She claims she is not taking sides, but yet slams her now EX roomate.
From what his dad posted on the blog, and from this incident, it is very clear that he has impaired judgement.  Why would he admit on a pre text phone call he inappropriately touched this chick and APOLOGIZED.  Mr. Luff's family and friends need to quit bashing this chick in the media and if infact he is innocent, he will be found that way.  BPD Isn't just going to have a single item of evidence to submit to the DA's office and then the DA file..  I personaly think the actions of Ms. Nino are disgusting and she better watch herself for libel and slander...

By the way, her supposed traffic tickets would not go away from filing a complaint of sexual battery...  Give me a break.

Observer,
Only by chance I stumbled onto that article on the CNN site. I thought it interesting that both events (the confession and the alleged assault here in Bakersfield). Happened on the same day.

Latter I used it while addressing  Curts remark about first responders always considered guilty.

But!

We know there was some sort of admission in the Pre text phone call

Let’s just imagine what would have happened if Luff expected to only take one women home when he returned to pick up Nino at the party..

We have had LE in Kern County found guilty of murder while on duty,  A number of prostitutes in one instance.

There are enough what if’s in this case that no one should question the firing of this guy.

Careful Observer..Tk is sensitive.  Next he'll be accusing you of hominy attacks.

Nancy,
You do recognize that your last post was in fact another ad homonym attack.
Don’t You.
In short order I would expect you to start correcting my spelling again.

It’s not that I am sensitive. It is not that I have thin skin. It’s the fact that ad-homonym attacks detract from your argument.
It puts you one foot into the grave toward losing an argument.
It is also a huge waste of my reading time.

WHERE DO sheriff's deputies and LAPD officers go after they've been fired for abusing their authority or misbehaving on the job? According to a Times investigation published Sunday, at least a few have ended up policing the streets of the tiny, beleaguered cities of Maywood and Cudahy, densely-packed municipalities in the southeast portion of Los Angeles County.
Maywood is patrolled in part by convicted criminals, officers who expect free meals at local restaurants and others who the acting police chief said "slipped through the cracks" and helped give the 37-member force a reputation as the "department of second chances." Even the chief has a criminal record.

Outside the words of the victim.

There is the Pre text phone call.

The very words of the accused that became the words that led to his arrest.

As far as the witness not seeing anything.

1. She is an admitted long time friend of the officer.

2. In general no one tries to make their groping readily seen to every one.
