Embarrassing news that's become public about top Kern County leaders in the past few months has prompted some people to talk about major changes to how county government operates.
Does Kern County — basically a conglomeration of independent departments connected by a joint budget and the Board of Supervisors — need a stronger central government structure?
Or, as supervisors suggested last week, does the county need to hire an internal affairs officer to investigate reports of corruption in county government?
