As a gay guy I can tell you that, for me, prison wouldn't be my idea of a "vacation resort". What an odd thing to say.

As for your ongoing neighborhood issues, jd_z, I offer my sympathies. Your issues really put the ones in my area in perspective. I leave notes on peoples' cars and front doors all the time advising- and in most cases reminding- them to pull in their trash cans; not to park on the sidewalk; to remove the dead foliage from their yards. I'm known as the local neighborhood nazi- and consequently treated almost as bad. But I believe that a neighborhood without pride is just a bunch of homes sitting next to each other. I also believe that I shouldn't have to live down to the lowest common denominator.

If I were you, I'd have the police out there everyday- more if I had to just to make it clear that they may be welcome in your neighborhood, but their behavior is not.

It sounds like you may have fallen victim to gang stalkers.  There is a gang of 'cause' or 'gang' stalkers running with impunity in the east Bakersfield neighborhoods.  They primarily stalk by electronic means, but will utilize unwitting accomplices (even neighborhood watchers) to send subtile messages to their victims.  I moved 2 states away and they still persist in stalking me.  Even to the point of using my room mates and neighbors as unwitting accomplices under the guise of 'looking out for me' or 'he is a recovering addict and we are trying to keep him sober'. 
As a TI (targeted individual) I can say from experience that it is difficult but not impossible to get the police to take action.  I think the Bakersfield Californian needs to do an expose' on these groups of individuals in order to expose them.  Exposure is the last thing a stalker wants.
