This guy is in CA and was spotted at Studio City dogpark last week by a woman in the rescue network I belong to.  He moves all over the state(s).  He purposely answers/posts ads looking for free/cheap animals.  Has been convicted and served time in Ohio.

BAKERSFIELD, Calif. --

Janie Phillips described her nine-year-old dog as her best friend and the closest she ever had to a child.

That's all gone after her dog, Tanya, died while having her nails clipped at a Southwest Bakersfield Petsmart.

A week has passed since her Cocker Spaniel died during a grooming session at the Petsmart on Ming Avenue.

"Today I feel like I have nothing even to wake up for," Phillips said.

She believed the muzzle used during the grooming may have been too tight and caused her dog to suffocate

"I started screaming ... and fell to my knees," Phillips said, recalling the day she took her dog into Petsmart for a routine grooming.

Petsmart said the muzzle was on correctly.

Phillips and Petsmart workers rushed her dog to a local vet. But it was too late. Tanya died.

Phillips decided against an animal autopsy. When she changed her mind, it was already too late, her dog had already been cremated.

Petsmart offered to pay for all of the costs incurred by Tanya's death. They also sent over a house plant as a condolence.

"That plant is not going to keep me company. I can’t pet that plant," said Phillips.

Petsmart said the store has a great pet care record, and when the time comes, they will work with Phillips to find her a new dog.

Phillips said Tanya can't be replaced.

In the meantime, Petsmart is still talking to employees as they continue their investigation.

Phillips said she has talked to an attorney, but isn't sure if she's going to pursue legal action.

He may have been justified in firing his weapon at a criminal - but does that make it o.k. to shoot an innocent bystander??
