Abernathy campaign debts linger

Several prominent local leaders, all clients of political consultant Mark Abernathy, have apparently maintained large debts to Abernathy’s Western Pacific Research firm or failed to update the status of previous debts.
Bakersfield City Councilwoman Jacquie Sullivan’s report for the first six months of 2009 shows an outstanding debt of $30,084.
That’s just a bit more debt than she owed in early 2008 when The Californian profiled debts held by other Abernathy clients.
Sullivan’s fellow city council member Ken Weir owed Abernathy even more — at least in December of 2008.
He recorded a debt of $59,696 on an account for a 2004 school board race in end-of-the-year filings.
But no report, updating that account, appears to have been filed with the Kern County Elections Division this week. The person who answered the phone at his accountancy office Friday said Weir was on vacation and could not be contacted.
Reports were due on Friday, though the elections division does allow time for mailed reports to be delivered.
The status of debt owed to Abernathy by 3rd District Board of Supervisors candidate and local psychologist Dean Haddock is also a little unclear.
Haddock filed a statement that showed a $13,584 debt to Western Pacific Research at the end of 2008.
But that debt is missing from a financial report Haddock filed with the elections division this week.
There is no record of the debt or of the debt being paid off.

Either these people should at least ATTEMPT to pay on their debt, or Abernathy should forgive it, or they should all hold a press conference and just admit their all in league with Satan.

I suspect it would violate some campaign finance rule if Abernathy forgave the debt. Apparently the rules need to be modified to also require candidates to make progress on paying off their debts, otherwise these loans will continue to be used to side-step donation limits.

My hat is off to those who find this info out and bring it to the public's attention----so, at a time when the public is encouraged to pay their bills--it looks like the whollier-than-thou crowd doesn't pay their bills either....

An update on Mr. Weir's status. He called me back (Thanks Mr. Weir) to tell me he filed his campaign finance report for the school board account by mail on July 31 as required.

Turns out the Kern County Elections department received the filling on August 5 (Wednesday) but didn't make it into the campaign finance records folder until yesterday (Monday). It was there when I checked this morning.

Mr. Weir does, indeed, still have a $59,696.69 debt on the books for that account.

$10,000 of it is a personal loan to himself.

The rest is to Western Pacific Research.

I'm also trying to contact Mr. Haddock to see where his debt went. Fair Political Practices Commission rules for accrued expenses require the reporting of ongoing "accrued expenses" until they are paid off. And they require reporting of all debt payments.

Dean Haddock just offered up a swift response to my question about the debt on his campaign accounty (Thanks for the quick reply Dean).

He's filing an amendment to correct the mistake.

He told me the debt is still on the books.

"Nothing has changed from previous filings other than bank charges for the account," Haddock said.

Great! What we need is another buffoon (Dean Haddock) who can't figure out a financial statement and/or reporting requirements.  That's exactly who we need on our planning commission or as one of our county supervisors.  Only in Kern County!

And now you know why GOP-ers are so opposed to regulation. They might actually have to a) do work, and b) be honest about it.
