Good news for campaign finance watchdogs

The Sacramento Bee reported this Monday. We added some local info. to it:

The state's political watchdog agency announced Monday that it will post on its Web site warning letters issued in cases where the subject is found to have violated state campaign laws, but is not issued a fine.

The Fair Political Practices Commission has posted "warning letters" issued between July 1 and Aug. 24. Starting Sept. 1, it will also post advisory letters, which are issued in cases where commission does not have enough evidence to prove a violation, and 'no violation' findings one week after those letters are issued.

There are letters to at least two local folks posted, Kevin McCarthy aide Vince Fong and the Kern County Young Republicans Voting Guide plus former Bakersfield City School District board member Donald Vereen. Both failed to report certain information but filed an amended campaign statement that disclosed the information.

The letters have been available in the past through public records requests, but this is the first time the commission's Enforcement Division has decided to automatically make the documents public, FPPC Executive Director Roman Porter said.

I'm still not convinced the FPPC has the staff or the time to keep up with all the "fraud' perpetuated by candidates for public office.

For example:  Go to the Kern County Elections Department and look at Donald Vereen's filings.  The numbers for the 9-30-08 and 10-18-08 filings for contributions and expenditures fall right in line.  But oh, boy!  The numbers for the 12-31-08 filing are all over the place and a CPA's nightmare.  Expenditures seem to take care of all the remaining money but the figures should come out as a minus $527.09.  The total contributions have magically jumped to $9779 leaving $7044 as unreported.  Where did that go?

The FPPC asked for (and got) an amended filing showing contributors and their employment.  But the amended filing lists most of the same contributors and amounts as the 9-30-08 filing.  Did those same people come back on the day before the election and donate the same amounts?  (I'm not sure Jean Fuller would support a local school board candidate to the tune of $600).  And there is still $3144 in contributions not accounted for.

The FPPC obviously never requested an accounting of where the expenditures were made (I'm guessing it wasn't with Eastern Atlantic Research).  In politics, it is just as important to know where money is spent as who is contributing it -maybe more so.

Anybody check K. Weir's 6/30/09 filing?

Nearly $50K in expenses, all to one vender - in a non-election year!!!  At $1200 per year salary it'll take a loooooong time to pay that debt off.

Can anybody explain that to me?  Politics, anyone?
