Officer Involved Shooting Update
 
The Bakersfield Police Department is continuing to investigate the officer
involved shooting that took place at about 1:38a.m., 10/5/07, in the 1900
block of Faith Avenue.
 
At 1:32a.m., a 911 call was received from the residence at 2021 Auberry
Avenue.  The caller, later determined to be Frank Ramos, Sr., reported that
there was a “man with a gun outside” and as the dispatcher asked
questions Frank Ramos, Sr. can be heard talking and when the dispatcher
pauses he says “shoot somebody” and then hangs up.  The dispatcher
then called the number back and another male subject answered and said
the initial caller was his father who did not “take his pills”.  When asked
why his father reported a man with a gun he said he “did not know”.   The
man said he and his father were home alone and there was no man with a
gun.  The dispatcher said she would be sending officers to make sure
things were okay.
 
At 1:38a.m., Officers Robert Robles and Robert Pair were driving west in
the 1900 block of Faith Avenue, about 2 blocks from Auberry Avenue.  They
observed a man, later identified as Frank Ramos, Sr., walking east on the
north side of the roadway.  They illuminated him with their patrol car
spotlights and stopped their vehicle.  When they came to a stop Frank
Ramos, Sr. was standing right outside the passenger door of the patrol car. 
Frank Ramos, Sr. removed what appeared to be a large frame revolver from
behind his back and pointed it at the officers. The driver, Officer Robles,
immediately exited through the driver’s door and the passenger, Officer
Pair, fearing that he was about to be shot attempted to get out of the car by
crawling over the center console.  Frank Ramos, Sr. went to the rear of the
patrol car where he continued pointing the firearm at the officers and
refused to obey their commands to drop it.  Both officers fired several
rounds at him.  He was struck several times and transported to Kern
Medical Center where he later died.  
 
The firearm that Frank Ramos, Sr. was threatening the officers with was
determined to be an imitation firearm.
 
The officers are on paid administrative leave.  An administrative
investigation is also under way per the Bakersfield Police Department
Critical Incident Review policy.
 
Anyone with information on this incident is asked to call the Bakersfield
Police Department at 661-327-7111.

Sounds like he was  trying to commit suicide by cop to me, in spite of statements by the family. It always seems like families try to blame the police when these things happen, rather than accepting their responsibility for not getting their family member the help that they should have before it happened.

Tragic, but the officers did what they had to do when they feared for their safety when confronting a reportedly armed suspect.

Well, I gotta tell ya oldblew and even jbsucks, had I been there I'da shot it [the gun] outa his hand.

You see, there doesn't need to be all this folderall and wringing of hands over shot citizens when you got someone like me that can shoot the gun out of their hand. That saves lives!

I also can just "wing" them when they are running away and keep from killing them.

If more cops were like me, there'd be more peace.

I really hope the last two comments were just sarcasm laced with some humor....and I'm just being a little sensitive. As I was reading the press release and when the radio car arrives on scene 2 blocks from the address and a man is standing there pointing a gun at the officers, what were they supposed to do, give the guy a hug and tell him it will be ok?? Yes the guy may have a mental health issue, which actually makes the him more dangerous and unpredictable, but I'm not taking any chances. The bottom line is it's either him or me, and I'm sorry, it's him. Either comply with the orders to drop the gun, or risk being shot. 

I'm really sorry for the family, and wish them a speedy recovery and grieving process. But the family, at least morally, legally and ethically, should not hold BPD responsible; yet tragically they probably will. The people who really need some sympathy are the two officers involved in this shooting. Hopefully they will take solace in knowing they did the best they could do...to bad the family wasn't able to take action before this incident.

I agree with the first post.  Blue suicide.  It's sad that people do this.  No cop wants to be in a situation where they have to pull their gun much less shoot someone.

BPD are not corrupt. They just dont have the time to play your stupid games, after all every home in Bakersfield has a fake gun and every person stands in the street waving it at cops. The guy was asking for trouble and he got it one less person for the tax payer to pay his meds!!!!

When the police say drop it~the smart thing to do is drop it.Having dealt with a close friend who was mentally unstable~getting them to "get help" is not easy.They must agree they need it,often they see no such need. There is nothing humorous about yet another tragedy,not for the officers,the family or for this community.Tragic.

FRANK WAS A REAL GREAT MAN AND I KNEW HIM WELL,TRUST ME WHEN I SAY IF B.P.D. TOLD FRANK TO GET NAKED HE WOULD HAVE IN A HEART BEAT. FRANK DID NOT AND WOULD NOT IGNORE THE POLICE. FRANK TOLD THE OFFICER'S THE GUN WAS FAKE AND WAS TRYING TO SHOW THEM WHEN THEY OPENED FIRE. FRANK NEVER HELD THE FAKE GUN IN A FIRING POSITION. Nancy, of course this corvette guy wasn't there. He is only trying to rile everyone up with his false statements. The man with the toy gun was mental and he got what he wanted. Hopefully the family will hold a car wash for him, as my truck sure is dirty.

OldBlue..Of course corvette wasn't there...but rather than me telling him he wasn't there I wanted him to admit it.  I noticed he/she didn't come back.

Every time one of these shootings happen there's always the friend or the family that tells the world what a wonderful person they were and how the cops are always at fault.

This business of him showing the cops it was a toy is ludicrous...a normal person would have thrown it down.  Reminds me of the Sons kid's story.

The son said on the news that his father called the police dept. to report someone was breaking into his truck. However this was never even mentioned on the tape recorded phone call to the police. I guess the dad was crazy and the son is a liar. And unless you were there and witnessed it, you don't know what happened, no matter what you were told.

This is tragic all around...Tragic for the police officer who had to make a split second decision and fire his gun...thus killing a man who was mentally ill. It is tragic to the family to lose a member who was mentally ill and who for whta ever reason was not on medication. The community should be reaching out to both the officer and to the family in steps to heal them.

FRANK WAS NEVER GIVEN THE CHANCE TO DROP THE FAKE GUN. THOSE OFFICER'S JUMPED OUT OF THIER CAR AND DREW DOWN ON HIM. HE YELLED ITS FAKE AND THROUGH HIS HANDS IN THE AIR AND THOSE OFFICER'S OPENED FIRE ON HIM AT THAT TIME. There is nothing to celebrate here.An officers life will forever be impacted by killing someone with a toy gun.A family has lost a father, a husband.Friends have lost someone. To make fun of this ,regardless of the mans mental state is wrong. Our  mental health care system can take no joy in this either.

Chico~ please try to behave like a reasonable person.Maybe corvette just likes Corvette's,how he/she gets there money is irrelevant to the situation,as is your typical "are you a democrat" verbiage.

This is a tragedy and deserves some respect. A human life is gone.

Corvette..I never said, or implied that I was glad the man was dead so your wish for me and my family to suffer mental illness was a bit over the top and shows what your true character is.

You come on this blog ranting and raving about something you did not witness and accusing people here of all sorts of things.  Don't expect anyone to be grateful for that.

Personally, I'm tired of police officers having to defend their position when split second decisions have to be made.  You've never been in either position so you're hardly in a place to judge.  Every time a shooting happens we have a slew of people that know more then the people who were actually involved.  The son has an emotional stake in all this and no matter what, he is going to defend his father.  That's natural.

This made news so don't expect people not to talk about it...and you may not like some of the things said.  Neither of us were there but, unlike you, I'm not spreading stories, I'm discussing what was reported.  And YOU don't KNOW any more than that either.

I feel bad for Officer Pair. He's a real good guy and I can't imagine him shooting someone maliciously. He's always been dedicated to serving his community and truly enjoys being a police officer.

I NEVER SAID ANY OFFICER INTENTIONALY SHOT A MAN. I'M JUST SAYING THEY HAD NOTICE THAT A ILL PERSON WAS INVOLVED. I THINK THEY JUST REACTED TO FAST FROM WHAT HIS SON RELAYED TO ME. NO ONE WAS THERE BUT FATHER AND SON AND TWO OFFICERS. SO WHY IS IT OK FOR YOU COMMENT ON  FACTS THAT YOU DONT  HAVE FIRST HAND KNOWLEGDE OF AND MAKE FUN OF ME AND THE DEAD. I'M IN A GOVERMENT POSITION AND WORK WITH LOCAL POLICE ON A DAILY BASIS. YOU PEOPLE JUST ASSUME THAT IT WAS AN INTENTIONAL ACT ON THE PART OF FRANK. I DONT ASSUME ANYTHING. Sorry corvette, I didn't know you worked daily with police officers. So, do you wash the city's cars, or do you fix signs that get knocked over?
