Should the city cover for City in Hills?

When the bottom drops out at powerful insurance companies and Wall Street banks, they sometimes look to the federal government for bailouts.

But when local developers can’t fulfill their agreements, should local government come to the rescue?

The answer is a reluctant “yes” — if the Bakersfield City Council is any indication.

The council voted 6-0 Wednesday evening to assume responsibility for finishing millions of dollars worth of roads, amenities and parks in the stalled City in the Hills development in northeast Bakersfield.

No one on the council sounded happy about the city taking on a role it was never meant to assume, but most agreed they had little choice. Continued chaos and litigation would ensue otherwise, warned City Manager Alan Tandy.

Councilman Ken Weir, whose ward includes the troubled development, led the charge for passage. Yet even he acknowledged he was “not jumping for joy” over the prospect.

Councilmembers Harold Hanson and Sue Benham, however, voiced serious concerns that taxpayers outside the development might be impacted. And Benham wondered how the city ended up in such a weak position in the first place.

Hanson suggested they wait 30 days to allow councilmembers more time to get up to speed on the complicated details. “Not that I don’t have faith in you guys,” Hanson told city staff without a hint of irony.

Some of those who moved to City in the Hills based on promises made by developers now feel cheated, plain and simple.

“They sold me on this promise that it would be developed a certain way,” said homeowner Freddy Hernandez, who attended Wednesday’s meeting.

Several residents of the ranchette-style homes that existed north of the development long before it was a development, said the council’s decision was bittersweet.

City in the Hills should never have been approved by the city of Bakersfield, said ranchette owner Henry Gallego.

“The disaster this city fell for, Gallego said, “is City in the Hills.”

I'll have to finish the whole article later as I am sick to my stomach now.

How did we get into this mess? Anybody could sell "scat" to the city or county~ all they have to do is use the word "develop".......toss in spread out and your good to go.

When are the "private property rights" council people going to hold the private property owners responsible? 

Try looking to whom Mountain View Bravo LLC contributed campaign funds.  Weir should have recused himself from voting.  But, of course, we can always count on him to be less than transparent and ...

Where's James Geluso when we need him!?

Will this item come up when the Council is so ready to give Tandy an excellent performance report?

Voters of Bako, it's time for you to wise up about the hidden "deals" that were and are being made.

Before you buy a house, better check on the promises made by your developer and the City (ie extending SR58).

funny how several developments by my house will continue to lay in ruin, yet the city decides to bail city in the hills out?  How can the city of bakersfield afford to do this, when they just had to let several people go due to lack of finances?

and that new to the city building tandy just moved into? 

unbelieveable what these crooks are getting away with

maybe we all need to attend the tea party being held at the liberty bell on truxtun on april 15th at 4 pm??

Absolutely, positively not. I, too, am sick to my stomach. In fact, I have decided today that I am not reading or watching any more news for a while. There are so many horrible things happening in this world and paying attention to it all is having a profound effect on my attitude. Helpless and hopeless are two words that come to mind.

My head is now officially in the sand.

I had some interest in Four Seasons out in the same area and had the same concerns.  That whole area is so barren and with the work stopped, looked to be that way for a long time.

I watched as the prices on FS went down and wondered how long the Lodge could sustain itself and how long the builders would keep the promises to keep it going.

City in the hills is a disaster and if any of you know anything about construction, take a look at the unfinished houses..heck, take a look at the model homes.  Shoddy, shoddy, shoddy.  My ex contractor ex whould have a raging fit over recessed lights wandering down the hall nowhere near in a line.  Switch plates not covering the holes.  Crown molding not meeting up at joints    Unbelievable.

Talk about buying a pig in a poke...and the city is paying for it?

Catherine Baker  The "ghost" you mention resides in/possesses  Mr. Tandy and certain other "specters," from the development machine and some of those elected and those in local government that haunt and control our area and us, too!
