&lt;p&gt;&amp;quot;A suitable corp of teachers having been secured, they should receive the earnest support and co-operation of the directors, in order that the authority and discipline so essential to a successful training of pupils may be at all times maintained.&amp;nbsp; While such cases are becoming noticeably less frequent, it is a painful fact that a few cases of insubordination and more serious offenses have occurred during the term, causing teachers and this board alike, serious concern between the desire to do all that may be possible to reform and benefit the individual on the one hand, and to protect the&amp;nbsp;great body&amp;nbsp;of pupils from contamination and corruption on the other.&amp;nbsp; It is a question whether at times the &amp;quot;quality of mercy&amp;quot; has not inclined unduly toward&amp;nbsp;the individual at the cost of injustice toward the many and whether greater&amp;nbsp;stringency should not prevail in dealing with such&amp;nbsp;cases in the future.&amp;nbsp; While our schools are places of mental and moral training, they should&amp;nbsp;by no means be regarded as reformatories for the unruly, the vicious and the depraved.&amp;nbsp; When, through the indifference of parents or their inability properly to control their offspring, their children may become unfit associates for the well behaved, the State institutions or other places of severity of discipline are the proper places&amp;nbsp;for the offenders and not&amp;nbsp;the public schools of the&amp;nbsp;country.&amp;quot;&amp;nbsp;&lt;/p&gt;

                                    &lt;p&gt;This is Popeye and he is a 6 month old dachshund mix. He weighs 11 pounds and he&amp;nbsp;only has&amp;nbsp;one eye. He came to the shelter with a missing eye and he could have been born with out it or it could have been an old injury. It doesn&amp;rsquo;t stop him from playing and running around the yard. He likes to be with people and he likes toys. He does well with other dogs and cats. He likes to explore and be outside. He doesn&amp;rsquo;t know how to walk on a leash yet but he is learning. He likes to be carried and he will come to you when called. He is a submissive boy and will lay on his back for a belly rub. Popeye would love a second chance with a new family.
