The Community Action Partnership of Kern’s Friendship House Community Center has been under reconstruction since 2005 and is scheduled to be open in 2009.

The Friendship House has been providing services to residents in this community for almost 40 years. In 2003, the Partnership was asked to assume financial and operational control of the facility. A grant from the State of California Parks and Recreation Department was received to demolish existing structures and build a new youth and community center. These, in addition to other community donations, are bringing this dream of revitalization to fruition.

As the opening date approaches, the Partnership is preparing for programs and services by asking the community its input. Please plan to attend this important meeting. For more information please contact Romala Ramkissoon, Director of Family and Community Services, at 661-336-5236, or email rramkiss@capk.org.
In Memory of Old Trucks

In 1961, I bought my first pickum-up truck from Howard Wells, who was a janitor at Arvin High School. It was a 1951 forest green, deluxe cab, Chevrolet half-ton, narrow-bed, pick up truck. It only had a few problems when I got it. The 6-cylinder engine block was cracked and constantly leaked water. Also, the radio did not work, so I bought one out of an old Pontiac sedan in an Arvin junkyard, but with all the static from the engine wiring, it was not much of an improvement. The worse thing wrong with it was that the gas gauge either would not work or was very inaccurate when it did work.

This was not normally a problem since the gas tank was right behind the seat and the float bounced and continuously clanged against the wall of the tank or against the bottom when it got seriously dry. With my usual state of finances, I never kept much gas in the tank even though gas only cost 11.9 cents per gallon. There were rumors that the gas was going to hike all the way up to 15.9 cents per gallon, but no one seriously believed that would ever happen.

I became quite proficient in listening to the clangs of the float against the tank wall in order to guesstimate the quantity of gas I had left as I bounced down Arvin’s back roads or even after I parked in the back row at the Lamont Drive-In Theatre. I could estimate to the quart, how much gas I had left in my tank. You could also always count on a couple extra gallons left in the tank even when the gas gauge needle hit the “E” or the empty mark.

After getting married and starting my own business, I bought a new 1991 Ford F250, ¾ ton pick-up truck. On one trip to Los Angeles to visit my brother-in-law and his family, my wife Valerie, along with my two small children, Michael and Katie, were all crammed in the front seat of my new truck. We got a later than normal start heading back home, on a dark, moonless night. The rain beat mercilessly against the windshield. The windshield wipers hard pressed to keep the water off the glass.

Lightning constantly flashed, lighting the fields and hills for miles around my truck, as we sped past Lebec, crossing “The Grapevine,” on our way back to Bakersfield. We had just passed Fort Tejon when the engine began to cough and the truck began to lurch and lose power. I looked down to the fuel gauge resting sadly on the giant “E” as the truck began coasting slower and slower. I swerved the truck back and forth; wildly pumping the gas pedal, as if I were driving a pedal car, but alas with one last gasp and shutter the engine gave up the ghost and laid still.

You could hear the tires rumbling down the wet road at an ever slower and slower rate until we coasted to a stop along a narrow stretch of the highway with my emergency lights flashing. We waited for quite some time, then, I finally decided that I needed to walk for gas. As I exited my pickup in my light jacket and dress slacks, the wind immediately blew my baseball cap off my head and across a barbed wire fence. I never saw it touch the ground before it disappeared into the night.

I shouted through the window to Valerie to “hang tight”, that I was going to get gas. I looked back up the highway, just as lightning luminated the green sign on the far side which advised “Fort Tejon - One mile, No Services Available.” So I began walking downhill in the driving rain, buffeted by the high winds and splashed by the spray of the cars and trucks speeding past me, many blaring their horns and careening as they changed their lights to high-beams, forcing me further into the flooded gutter, my dress shoes were now totally soaked and full of muddy water. I finally gave up sticking my thumb out trying to hitch-a-ride when I realized no one would want a half-drowned rat in their dry car.

Finally the lights of the Union 76 gas station at the base of the Grapevine came into view, just as the batteries of my old two-cell Eveready Flashlight dimmed to the point it was no longer worth holding. I slipped the flashlight into my rear pocket. The rain had totally soaked my clothes. My socks had ridden down to the point, that they were now crammed into the points of my dress shoes. Rather than walking the entire cloverleaf exit, I figured I should just take a shortcut down the closest slope. When I started down the slope, the rocky mud gave way beneath me and my feet went over my head. I slid most of the way down.

Fortunately, my flashlight cushioned my fall and I left parts of my flashlight along with its batteries scattered down the entire slope. I picked myself up near the bottom and tried to regain some of my dignity as I limped closer to the station thinking to myself, “At least no one saw me do that!” Just then, I saw the station attendant and a tow truck driver who had been watching me from the station office, laughing hilariously, the driver slapping the attendant on the back and simulating my slip-and-slide adventure down the steep slope.

I started to turn and walk away, after all the next station was in Mettler which was only 12 miles away. After several moments standing in the driving rain, which had not yet let up, but was doing an effective job of washing the mud off the backside of my dress pants, I swallowed what was left of my pride and I went into the station where the two young men were still smirking and chuckling.

I explained my predicament and the tow truck driver offered to take me back up to my truck for only $35.00. As I got into the tattered rider’s seat of the tow truck, I tried to identify the sickening sweet smell emanating from the horsehair saddle blanket which covered the springs in the upholstery bare seat. James, my newest found friend, jumped into the driver’s seat and as he was lighting a rum soaked Swisher Sweet cigar, he chuckled and made another off-handed comment about my spectacular arrival to the station.

He started the truck and then grinding the gearshift into first gear, he popped the clutch and the truck lurched forward into the black night, Merle Haggard blaring on the crackly speaker just behind my head. We finally got back to the truck where I put in the gallon of gas I had purchased in the old can that had previously been used to hold diesel, which now had gotten all over my clothes.

I gave James the can back and wiped my hands on my pants. Valerie and the kids had all been asleep when we arrived, but now both kids were bouncing up and down in the seat and Valerie leaned over and told me to hurry because everyone had to use the bathroom.

As I jumped in, the wind and rain still howling, they all looked at me and Michael said, “yewwwu! What is that smell?” I told him to “Shut up and go back to sleep.” I finally got the truck started and James rapped on the window and said he would follow me back to the station. Back down the hill, everyone headed toward their respective bathrooms. The attendant was on the phone to someone, wildly waving his arms and legs as he spoke. I was only glad that the Channel 23 Eye Witness News van had not arrived yet.

James said he would fill the tank as I got cleaned up. As we all came from the bathrooms, James said, “Did you want me to top off the second tank also?”

My wife wisely never mentioned this incident, unless she was in serious danger of losing an argument, which seldom happened, since I had now been properly instilled with an adequate quantity of husbandly dignity.

The End

David grew up in Arvin during a simpler time, playing barefoot in the fields during the 1950's, Arvin High Class of 1964, Bakersfield College Class of 1966. He is a Widower, Father, Christian and a Writer. He now splits his time between his homes in Hollister and the one in Bakersfield and works as a Construction Inspector. He can be found on the Bakersfield Californian People connection as “Sloigo” and invites all of his friends to stop by and say “Hi.”

Flood evacuation plan for the City of Bakersfield

Quick, right now, do you know the route you and your family should take to evacuate from your home in the event that Isabella Dam breaks?

Detective Greg Terry, Public Information Officer of the Bakersfield Police Department, has the flood evacuation plan for the City of Bakersfield. Separating the city into quadrants, persons living in specific areas will be able to evacuate only on specified routes. To download the Flood Evacuation Plan for your area, go to www.ci.bakersfield.ca.us/POLICE/pdfs/2006Flood%20Evac.pdf.

You can also find more info here: www.bakersfieldcity.us/police/index.htm

Don't waste a minute, print out the assigned route, practice driving the route, and gather together all the "stuff" you need to have if you are forced to stay a few days from your home. Don't forget your meds and your pets too.

Helen Wells is urging the Department of Health Services not to shut down the Fresno Regional Medi-Cal office, which she relies on for the care of her son, Harold Wells Jr. Harold was paralyzed from the neck down during an accident at a tough truck competition in March of 2006.

Harold Wells Jr.’s employer-provided health insurance expired several months later and since that time he’s been relying on Medi-Cal and the Fresno office for treatment. The Fresno office provides a very personal level of service for its recipients, says Helen Wells, and has helped her son immensely. “I fear it won’t be that one to one service with patients anymore,” said Helen Wells.

The Fresno Medi-Cal office received notice from the state Department of Health Services in November of 2006 that it would no longer be operating as of November 2007 due to budget cutbacks.

“It’s really too bad,” said Kathleen Phillips, a nurse at with the Fresno center, “we’re an up-to-date facility with a great bunch of nurses.”

Phillips has been making trips down to Maricopa once every several months to assist with Wells’ care. She says shutting down the Fresno office will put even more stress on the bigger offices, further delaying the Medi-Cal payments to these offices.

“It’s a vicious cycle,” said Phillips. “When providers receive a delay in payment it ties up their cash flow and then they can’t afford to do business. When smaller offices shut down, it just creates more delays and bigger burdens for the larger hospitals.”

Local legislators agree. On June 18 State Senator Dean Florez and Assemblywomen Jean Fuller and Nicole Parra sent a letter to the governor requesting his support of the effort to keep the office open. The letter cited declining quality of health care and economic concerns, saying “…no state savings would actually result from vacating this space. In fact, the state could save money by keeping Medi-Cal operations in Fresno.”

The budget subcommittees in the assembly and senate have included the facility in the budget for 2007/2008, but supporters are concerned that the difficulty in keeping the office open will come from the governor’s office, which has made getting the state out of debt one of its priorities since Governor Arnold Schwarzenegger took office in 2004.

According to a representative from Service Employees International Union 1000, “We’ve been told they’ve already written the veto language on this.”

The June 18 letter addressed that concern as well, saying, “We strongly urge you to preserve the 2007-08 budget bill language preventing the office’s closure.”

Wells says if the Fresno office closes she’ll be forced to go through the office in Los Angeles, which is frequently overcrowded.

“I submitted a treatment authorization request to them and it took them two months just to tell me they never received it,” said Wells.

Hamer’s legacy was confirmed when, on July 20, 2006, Congress renewed the Voting Rights Act for 25 years. They named it the Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Reauthorization and Amendments Act.

Before she died on March 14, 1977, she made known what she wanted on her tombstone. “I’m sick and tired of being sick and tired.”

Castellanos and Molen researched their project for over six months, watching video footage, reading books, and interviewing numerous people from the movement, including former United Nations Ambassador Andrew Young. They incorporated their interviews into the documentary to help tell the story and produced an annotated bibliography detailing their research.

"I have learned and experienced a lot in the process of making our documentary on Fannie Lou Hamer," said Allie Molen. "My understanding of the Civil Rights Movement has expanded immeasurably, and I enjoyed meeting and interviewing so many people who actually were a part of the movement. I wouldn't trade my experience and knowledge of this project for a million dollars! I think more kids should participate in National History Day because they learn many important skills, like researching and interviewing that will prove useful in their future."

Despite the enormous time commitment, Castellanos said, “Doing the research for this project and making the video itself was such a great experience and accomplishment. I learned so much that will be beneficial to me throughout school and the rest of my life. Even if we hadn’t won any awards, I wouldn’t regret doing the project.”

I wonder what ever happened to them? The caucasion family...If you don't know who I'm talking about.....a couple of years ago they wrote a whole weeks story about the Smith family (they were front page). The girls hardly ever went to school, was brought up on the streets, prostituted for whatever they wanted, done drugs, asked people for money and the list goes on. I think one of the teenagers name is Milyn, one of the little girls were Snowflake or Snowball, and the mother names Linda. I see their mom every now and then but she's never with them. The 4 older girls yes, but not the 3 younger ones. And from the looks of it, thank the lord above that hopefully someone else has the 3 younger girls because the 4 older ones look really, really disgustingly ridiculous.

So, Id really appreciate it if any one has any info about the girls. It would be really heart warming to know that theyre well taken care of and are in school and are away from their bad influence(s) aka their family

Baker Library Events for Kids

Today, my two sons and I visited the Baker Library to hear Officer Kelly's presentation on safety. The presentation was informative and my boys had a wonderful time. Officer Kelly is excellent at teaching children about strangers, gun safety, how police officers help the community, and all about their uniforms, yet without frightening the children.

Unfortunately, not many children were there to hear the message. There was only one other boy in attendance during the presentation and then toward the end 3 other children slipped in.

The Beale Library gets large turnouts for their summer programs, but many of us forget about the smaller branches. I could tell that the head librarian, Scott, worked hard to make the event successful...but a little library in a bad area of town doesn't seem to pull people in. Today was a hot day, but we were able to get out of the house and stay cool during a fun and free presentation.

Next Friday at 3:00, the Bakersfield Police K9 unit will be doing a presentation. In fact, every Friday in July at 3:00, there is a police themed event at the Baker Library.

Here is a link to the schedule and address http://www.kerncountylibrary.org/HTML/about/branch/bak.html

Bakersfield

The Police Building

By: Topo Gigio

Boy! who is running this city?

I tell you, they sure know their business

I’m impressed at their ingenuity

They have placed the Police Building in the most

Strategic spot in town.

Right across the West America Bank

   And near many other banks.

My hat off to the city planners and officials.

The Police building was erected there solely for our convenience.

Hey you never know when we might get the urge to rob a bank.

If we do rob a bank and that old feeling of guilt comes over us.

   Hey! no problem.

All we have to do is; walk across the street and turn ourselves in.

   No questions asked.

You will be taken next door to the court building.

And from there straight away to jail upstairs.

You see fellow citizens and

Out Towner’s we’ve got it made.

No commotion, No alarms, No ambulances. No car chasing. No wear and tear. No wasted ammunition.

Straight to jail, no Stop. Just Go.

People that have diseases like Hepatitis C and Syphilis. Many times, they are silent killers until it is too late. A perfect murder of unknowing victims.

Spreading their legs and spreading their disease without care. Their victims unaware of the danger that has been bestowed upon them. Slowly and painfully causing havoc inside their immune system until it is too late for treatment. If only the accused would have completed their treatment and doctor’s recommendations or just would have been cautious enough to discuss their disease with their partner.

I am tired of hearing that “But I was drunk and I didn’t know what I was doing”. If you drink and drive and then kill somebody you go to jail but if you pass on a life threatening illness that kills silently and causes long-term effects you go on unnoticed.

Do they not realize the smoking gun they hold between their legs? I firmly believe that when one is diagnosed with one of these diseases and others included they should be locked in a chastity belt with an audible alarm. I know that idea sounds far-fetched but the embarrassment of an alarm going off and alerting authorities just might make them weary enough to stop and think about the consequences of their actions.

The children are innocent victims and did not decide to have a life filled with medicines and constant doctor’s care. Not to mention the abnormalities that can become of them.

I know someone affected by this. He was born with a hole in his heart that will not close on its own. He does not get the medical treatment that he needs because his mother is too busy drinking and snorting Meth to care. That is child neglect.

What ever happened to Children’s Welfare? She receives a welfare check each month but none of that goes to her three kids. Welfare is aware of her drug abuse; she spent time in jail for it. They are also aware of her disease.

Instead, the children’s necessities are taken care of by their great-grandmother who just can’t stand to see the children suffer. Why is the Welfare Department not testing her for drugs and holding her accountable for her own children and her actions? Why are they not making sure that her children are seen regularly by their pediatricians and receiving the treatment that they need? Maybe they should be charged with Murder 2 when someone who has slept with this un-named person comes down with her disease because they are allowing it to happen or when one of her children dies because of complications from Hepatitis C.

What will happen when her youngest dies because of the malformation of his heart due to the Hepatitis C? Will she be charged? I highly doubt it. Even though it was because of the disease she carries and spreads without remorse to others. Society has let this happen for much too long and soon all of the diseases that could have been prevented will be out of control. The children that have suffered will continue on this legacy due to lack of intervention and the whole world will suffer in its mist because we turned a blind eye and let it happen.

We can stop this by taking a stand, putting our feet down and saying enough is enough. Make them pay by charging them with child abuse. Even though it's harsh, that is what they do, for subjecting their children to their disease. Murder in the first degree, they are accountable for their own actions and can keep their legs closed. If each one of these people were held accountable and sentenced for their crimes our health epidemics would decrease drastically. Our children will be able to live in a better world.

But we have to make the choice to put an end to the carelessness we have allowed to go on for too many years. Now is our time, so let’s join hands and spread the word that we are tired of living in this world of disease and we are going to put a stop to the cause of it all, human neglegence.
