The development was on the council agenda, but the applicant has asked for it to be put off. The developer, Jim Manley, has been struggling to get buyoff from two key agencies. The Kern Water Bank Authority, which owns property next door, has raised concerns about the potential conflicts. When the land is used for water banking, it becomes a mosquito breeding ground, and once the water drains away, it smells of dead fish. And the California Department of Fish and Game sees the project as an example of hopscotch development projecting out into open space. Their concerns caused the Planning Commission to recommend denial of the project. The development is adjacent to other developments, but those developments have so far not turned into houses, just graded dirt and a few roads.
