The sump where Zane Newton died Wednesday is one of nearly 340 owned by the city of Bakersfield. And they have to be secured by a 6-foot-tall fence, officials said. But despite Zane's accident, the city doesn't plan to go inspect all 340 for holes in fences or broken chain locks, according to city water resources manager Florn Core. Is that wise, especially in light of lawsuits families have filed against the city when their child has died on city property like the Park at Riverwalk or the plaza fountain? Or is it parents', not the city's, responsibility to make sure kids play safely?
