Got a bike?  Fan of lights?  Bike Bakersfield is hosting a Haggin Oaks cycling tour on the 21st at the Kaiser Permenente parking lot on Ming Ave. at 7 p.m. Riders are encouraged to dress up their bikes and themselves for the event.  Pedal-powered lights, anyone?
