If you read the SacBee article (before the link went 404), they say that by the time officials started checking flights, they were already on a flight. So I would assume the alert got issued too late as it takes ~2 hours to get from Sacramento to SFO (may take longer or be faster depending on traffic). Or there is a lag time between the alert being issued and airports checking their passenger manifest.
