The people of NOLA were well aware of the risks of living there. I never lived there and even I had heard for years that this was coming. They were just assuming the government would bail them out and we know what happens when you assume. Still, the state government shoulders the majority of the blame for the lack of action. But the people of NOLA shoulder the responsibility for its repair and renovation. I don't see any racism implied here. More along the lines of urban mentality versus rural mentality.
