It is a good thing. Refineries have been in that area for decades. What has to be kept in mind. Is that America's refineries have been running at below 90% capacity for years now. And there is no shortage of petro. If we are to believe the petro czars. Completion of the upgrade should drop the price of petro below 2 bucks for a considerable period of time.     Study the Web link below. You'll get most of the refinery and petro history you need to complete a petro study. Disregard any of the Comments by petroor EIA  officials and come to your own conclusions.
