Do not be silly we cannot abandon or reduce the Prison and Jail system…it is a moneymaker. Why would the Sheriff need a new and better helicopter annually if their was a slowdown in crime. Think about it, would Jagels need a CSI robo lab if their was a reduction in crime? The Judges would have to perform gay marriages to survive. What would law enforcement do at budget time, ask for financing for a cookie baking task force? Beside Delano, McFarland, Wasco and Tehachapi would become just more ghost towns if the prison gold ran out. As for requiring restitution from released prisoners, forget it! They are released with no jobs, no skills, no money, no prospects and no rights, no life. Most of these lucky guys in Kern are guilty not of a crime, but we bundle their crimes to get a conviction and a good number at budget time, the status quo is working, why fix it?
