I read the text of the law. I'm a dog owner (yes, she's spayed). I don't see the problem here. It mandates a basic level of responsibility and nothing more. If our local authorities had come up with some requirements for responsibility instead of allowing our county to have one of the highest rates of pet euthenasia in the state, it might have obviated the need for such legislation. Pet ownership is a responsibility, not an unfettered right. If you can't afford either the license or the modest cost to spay/neuter your pet, don't own one.
