It takes time. My baby girl took a year to finally get the hang of it. We bought a little thing at Petsmart called a "Pee Post". You stick it in the ground, and the smell attracts the dog over to that area to do her business. I think it helped better than anything else. Be patient, and don't get mad at her. I know it's really frustrating! Also, Natures Miracle or any of those other enzymatic odor/spot removers work great at getting the doggy pee smell out.  Unfortunately, they don't work so great on kitty pee.
