KERN AUTISM NETWORK PRESENTS 17TH ANNUAL AUTISM AWARENESS CONFERENCE

On February 24, 2012, the Autism Society Chapter-Kern Autism Network will hold its 17^th Annual Autism Awareness Conference at Hodel's Banquet Room, 5917 Knudsen Drive, in Bakersfield. Our featured speaker is Emily Rubin, MS, CCC-SLP.

Emily Rubin is the director of Communication Crossroads, a private practice in Carmel, California. She is a speech-language pathologist specializing in Autism, Asperger's Syndrome, and related social learning disabilities.

As an adjunct faculty member and lecturer at Yale University, she has served as a member of their Autism and Developmental Disabilities Clinic. She has also served as an instructor for the Communication Sciences and Disorders Department of Emerson College in Boston, Massachusetts where she has developed courses to prepare graduate level students for addressing the needs of children with autism and their families.

She recently participated as a member of the American Speech-Language-Hearing Association's Ad Hoc Committee on Autism Spectrum Disorders (ASD), a committee charged with developing guidelines related to the role of speech-language pathologists in the diagnosis, assessment, and treatment of ASD. She lectures internationally and provides consultation to educational programs serving children and adolescents with autism and related developmental disorders.

Autism is characterized by impaired social interaction, problems with verbal and nonverbal communication, and unusual, repetitive, or severely limited activities and interests (National Institute of Neurological Disorders and Stroke).

One in every 91 U.S. children ages 3-17 has an autism spectrum disorder. This means 1 to 1.5 million Americans live with an autism spectrum disorder (http://www.autism-society.org).

New program in Bakersfield aims to keep people with MS "free from falls"

Bakersfield – Walking, balance and coordination problems are among the common symptoms in people with multiple sclerosis (MS). Those limitations in mobility can lead to injuries and can have a negative impact on quality of life. To help out, the National Multiple Sclerosis Society, Southern California & Nevada Chapter designed “Free from Falls: A Comprehensive Fall Prevention Program for People with MS” which will be launched in Bakersfield for the first time ever at HealthSouth Bakersfield Rehabilitation Hospital Thursday, January 19, 2012.

Free from Falls, which will be held Thursdays through March 8, is designed to help improve confidence, safety and mobility and reduce the risk of falls by providing a supportive group atmosphere and expert instruction. Dawn Thompson, physical therapist at HealthSouth, will lead each week’s two hour program. Each session will have two parts: a discussion component focused on awareness of issues related to falls and an exercise component directed to improving postural alignment, balance, endurance and mobility.

People in Bakersfield will be among the first to complete Free from Falls; the program will be offered nationwide later in the fall of 2012. The curriculum is designed for people living with MS who are able to walk (alone or with one cane, walking stick or crutch), but who may be at risk for falling. On Saturday, October 8, 2011, the Autism Society Chapter-Kern Autism Network will present the Father’s Support Group, facilitated by Dave Auch. The group will meet at the Kern County Superintendent of Schools office, 1300 - 17^th Street, Main Floor Room 1A, in Bakersfield, from 10:00 a.m. until noon.

Mr. Auch is a father to an autistic son. He was one of the speakers at our “Fathers and Autism: Coping and Support” workshop. This support group for fathers with children on the autism spectrum meets every other month.

This is a free group for fathers who need additional communication support and a venue where they feel comfortable to share and gain insight into their child’s diagnosis of autism. It is a chance to discuss with other fathers your questions, concerns and overall support.

Indiana Native, Kathy Parker, RN BSN named new Administrator for Optimal Hospice Care

When Kathy Parker first heard of a job opportunity as Administrator with Optimal Hospice Care in Bakersfield California, the first thing that popped into her mind was Buck Owens. After all, when she was growing up, her parents watched Hee Haw from their home in Indiana every Saturday night. But even Buck Owens can’t change the fact that Bakersfield is about as far away from her most recent home in Vero Beach, Florida as you can get and still be in the United States. A move like that takes some gumption ~ and Kathy has plenty of that.

Kathy, a fit woman in her fifties, well-dressed with sassy brown hair and sparkling eyes, didn’t let geography stand in the way. “I had done some research on the internet and investigated Bakersfield and Kern County before I came. I didn’t find anything that was a barrier, nothing was a misfit for me,” she says. As she got to know the Optimal Hospice employees, she knew in her gut that taking the job was the right thing to do. “The leadership of this company is very, very caring. I have never worked for a company like this in my entire career.” And that’s saying something. When she first arrived in Bakersfield and found herself suffering with a serious headache, she was impressed by the response she received from her new supervisor at Optimal Hospice, Barbara Beaty. “Instead of, ‘So, you’re not going to work today?' I got, ‘Do you need anything? Do you need some medicine? Would you like someone to come over?” You see, she was now part of the Optimal family. “That speaks for itself,” she says. “You know if you see that on the inside, it has to be a wonderful thing on the outside.” As a matter of fact, she believes in Optimal so much that she turned down several other offers in order to come here. “I believe strongly that this company really has something to give,” she says.

Kathy comes to Optimal both professionally and personally qualified for the position. Back in 1980, she became interested in the healthcare industry while working with a general surgeon. Two years later, she had earned her registered nursing degree and was ready to find the best fit for her unique strengths and career goals. She worked in the hospital and home health care setting until finally settling on the field of hospice care. She was actively involved in starting a new hospice care program which meant she had to learn and implement all the regulations governing hospice policy. She hired and trained the staff herself and basically, lived and breathed hospice. Kathy became a certified hospice administrator, then later, a board member for the Florida Hospice and Palliative Care Organization (FHPCO). Currently, she is pursuing her Master's degree in Nursing Administration, which she hopes to complete by 2012.

Not only does Kathy bring an extensive nursing background to Optimal Hospice but she also has some real life experiences that have taught her the importance of hospice support for patients and their families who are dealing with bereavement and end of life issues. In 1980, her husband of 10 1/2 years, was killed in an automobile accident. Shortly thereafter, she lost her father and later, her mother, after a long battle with breast cancer. Instead of letting the sadness get the best of her, she channeled that grief into service and went to work in the trenches as a home care nurse for terminally ill children and adults. “You don’t have an interdisciplinary team as a home care nurse,” she says. “You become everything.” She’s experienced the worst and it’s changed her. “I learned what families feel, what their needs are, and what the patient’s needs are.”

As Administrator for Optimal Hospice, Kathy oversees all the clinical and supportive services Optimal provides for the patients and families under their care. She is all about the patients – giving them the love and support and encouragement they need. “I’m a visionary leader," she says. Her philosophy is that “If you do it the right way consistently and always do the right thing for the patient ~ you can’t help but be successful.”

Optimal has been giving to the community for years. From free grief support groups to children’s bereavement camps; holiday Light up a Life Remembrance Ceremony's and programs designed to help families cope with their loss. Add to that, their volunteer program and you have everything from companionship volunteers, karaoke singers, eleventh hour volunteers, bereavement check in phone calls from caring staff members and even CarePals pet therapy to brighten the days of the patients and families in their care. “Volunteers partner with us to provide services straight from their heart. They are ambassadors for us.”

When Kathy’s not working, you might find her reading, playing golf, walking her toy fox terrier, Sampson, or watching an NBA game. As a single mother of two boys and an adopted daughter, she has diverse interests. She’s also had to do a lot of her own; she’s endured a great deal and gained strength from it all. “I see all the things I went through and didn’t know why. Now I know why." Maybe, one of these days, you’ll see her at the Crystal Palace reminiscing about the old days of Hee Haw. But one thing’s for sure, “I love Bakersfield. I absolutely love it,” she says with the strength and conviction of a woman who knows what she was meant to do and clearly enjoys doing it. "I’m excited and humbled to be here.”

National MS Society looking for volunteers to Join the Movement

Bakersfield – The National Multiple Sclerosis Society, Southern California & Nevada Chapter is looking for volunteers to help with Walk MS: 2011. On October 22, more than 1,000 walkers are expected to hit the trails of Yokuts Park and help raise the goal of $106,000. Funds raised will support direct services for the thousands of people with MS and their families in Kern County, along with MS research to find a cure for this chronic disease of the central nervous system. But they will not be able to do it without the help of people like you!

“Volunteers are the backbone of this event,” said Christine Grontkowski, Community Development Coordinator for the San Joaquin Valley Region. “Volunteers can help with planning starting months before the walk, setting up at various locations throughout the weekend, registering walkers, monitoring the route, handing out snacks or cheering on the walkers. There’s a place for everyone to help!”

Volunteers have a variety of motivations for involvement. Some volunteer because severe MS symptoms, including fatigue and balance difficulties, make it impossible to participate in Walk MS. Others are involved because they have a special tie to someone who has the disease. Gail Clark of Bakersfield is volunteering for that reason, and because she has made a resolution to become more involved in this community. “It is so rewarding to see this community come together. I know I am part of the movement dedicated to creating a world free of MS,” said Clark.

National MS Society bringing research program to Tehachapi

Tehachapi – The National Multiple Sclerosis (MS) Society is reaching out to the MS community in Tehachapi. For years, the organization has provided services to people and families in the Tehachapi area. But the Society is hoping to do more with a program being offered on Saturday, April 16, 2011.

The National MS Society will present “Searching for the Cause of MS” from 10:00 am to 12:00 pm. Participants will hear, on DVD, from leading medical researchers on the causes of MS and how efforts may lead to treatments and even finding a cure. The video program highlights specific studies in the areas of the causes of multiple sclerosis such as:

immunologic,
environmental,
infectious and
genetic.

In addition, experts on the DVD will talk about the possible link between chronic cerebrospinal venous insufficiency (CCSVI) and MS. The National MS Society will also discuss the possibility of a new support group in Tehachapi.

April is World Autism Awareness Month and April 2, 2011 will mark the fourth annual celebration of World Autism Awareness Day (WAAD). The Autism Society Chapter-Kern Autism Network takes this opportunity to raise awareness about autism and encourage early diagnosis and intervention.

The Autism Society Chapter-Kern Autism Network (KAN) is an organization dedicated to helping families deal with all aspects of autism as it affects their lives.

“Autism Spectrum Disorders (ASDs) are developmental disabilities that typically last throughout a person’s life. They include autistic disorder, pervasive developmental disorder-not otherwise specified (PDD-NOS, including atypical autism), and Asperger syndrome. People with ASDs have significant impairments in social skills and communication.” (The Centers for Disease Control and Prevention “Fact Sheet”)

The Autism Society Chapter-Kern Autism Network holds an annual conference in February in Bakersfield. Our 2011 speakers were Dr. Temple Grandin and John Elder Robison.

Dr. Temple Grandin is a world-famous animal scientist and autism self-advocate. She is a designer of livestock handling facilities and a Professor of Animal Science at Colorado State University in Fort Collins, Colorado.

She has authored over 400 articles in scientific journals and livestock periodicals on animal handling, welfare, and facility design. She is the author of "Thinking in Pictures" (based on her life with autism), "Livestock Handling and Transport," "Genetics and the Behavior of Domestic Animals," and "Humane Livestock Handling."

Her books "Animals in Translation" and "Animals Make Us Human" were both on the New York Times bestseller list. Her life story was made into an HBO movie titled "Temple Grandin,” staring Claire Danes. The movie shows her life as a teenager and how she started her career.

John Elder Robison is an adjunct professor in the department of Communication Sciences Disorders at The College of Our Lady of the Elms in Chicopee, Massachusetts. He is a motivational speaker and author of Look Me in the Eye.

With his knowledge of electronics, he joined a band and by the late 1970s was designing special effects guitars for KISS. He worked as an engineer with a major toy and game company for ten years. He began fixing Mercedes and Land Rover cars in his driveway which led to J E Robison Service, one of the most successful independent repair businesses in New England.

“If 4 million children are born in the United States every year, approximately 36,500 children will eventually be diagnosed with an ASD. Keep Away the Cough: New Immunization Requirements for 2011

Pertussis, also known as Whooping Cough, had a big year in 2010. The highly contagious respiratory tract infection caused an epidemic in California last year, with the most cases reported since 1947. Unfortunately, the infection took the lives of ten infants and required hundreds of California residents to be hospitalized. The best method for protection against the infection is vaccination, and after the overwhelming effects of pertussis in 2010, new immunization requirements have been created.

Assembly Bill 354, created on September 29^th, 2010, has changed the 2011 Immunization Requirements for students. While most children receive a pertussis vaccination as part of their DTaP vaccine (immunity against diphtheria, tetanus, and pertussis) within their first year of life, vaccinations lose their strength over time. This is why booster vaccines are administered: they essentially boost your immunization to certain diseases. The booster created to increase immunity for pertussis is the Tdap vaccine. It includes reduced immunity against tetanus, diphtheria, and pertussis, and is safe for older children, adolescents, and adults.

It is important for parents to know that beginning on July 1, 2011, all students entering 7^ththrough 12^th grades will need proof that they have received their Tdap booster before they can start school. In addition, beginning in 2012, all students entering the 7^th grade must have proof they have received their Tdap, and this will be an annual requirement for incoming 7^th graders. The California Department of Public Health recommends that children receive the Tdap on or after their 10^th birthday for the best protection against pertussis.

The implementation of the new adolescent immunization requirements creates the opportunity for parents to make sure their children and adolescents are up-to-date with other important vaccinations. These immunizations include the meningococcal vaccine for protection against meningitis and the HPV vaccine series for protection against the Genital human papillomavirus, the most common sexually transmitted disease. BAKERSFIELD SIBLINGS LIVING WITH PARKINSON’S DISEASE

BAKERSFIELD (Nov. 2, 2010) – Russ Walker and his sister Linda have more in common than a shared history as siblings. They have both been diagnosed with Parkinson’s Disease, albeit different types of the disorder. And they both drive the 200-mile-plus round-trip from their home in Bakersfield to Cedars-Sinai Medical Center every two to three months for medical care.

Now 61, Russ remembers well the day he was diagnosed. It really came as no surprise to him. For about two years, he had noticed a steadily worsening tremor in his right hand. As time passed, his left hand began to shake also. “I had no family history of Parkinson’s,” he says, “but I had been a soldier in Vietnam and was exposed to Agent Orange, so I thought there was a pretty good chance that what I had was Parkinson’s Disease.”

Then one day he glanced in the mirror and noticed that his face had a “mask”-like appearance – his mouth was open, and in his eyes was a blank stare. Recognizing the “mask” as another symptom of Parkinson’s he made an appointment with his doctor and was referred to a neurologist who made the diagnosis.

As time went on, Russ, who owned a traveling notary signing business, became fully disabled and had to give up his job. As his tremors worsened, medication could no longer control them, and in 2008, he was deemed an ideal candidate for Deep Brain Surgery, also known as DBS.

DBS is a surgical procedure that uses a surgically implanted, battery-operated medical device that is similar to a heart pacemaker to deliver electrical stimulation to targeted areas in the brain that control movement. This “neurostimulator” is about the size of a stop watch, and is designed to stop the abnormal nerve signals that cause tremor and Parkinson’s symptoms. Once implanted, the neurostimulator can be adjusted up or down according to the needs of the individual.

After Russ’s surgery, his tremors were reduced to almost zero, but he experienced significant weight gain, his speech became slurred and his balance was off. By carefully adjusting the neurostimulator, his neurologist, Evgeny Tsimerinov, M.D., was able to counter these side effects while still keeping the tremors to an acceptable level.

On many levels, Linda’s experience with Parkinson’s Disease is similar to her brother’s. Diagnosed about a year ago, when she was 57, she, too, had to retire early from a career she loved. “I worked for 21 years in the administrative offices of the department of Nursing, the Operating Room, and most recently, in the department of Community Relations at Cedars-Sinai,” she says.

Like Russ, Linda’s symptoms started slowly, almost imperceptibly, but unlike her brother’s, Linda’s symptoms had nothing to do with motor control. Instead, her memory – especially her short-term memory – was affected. “I can’t remember things,” she says. “I will start a sentence and before I can complete it, I have forgotten what I was trying to say. I can’t remember names or people and how they may be connected to me.”

Eventually the memory lapses affected her work, and she had no choice but to retire this past July. “I’m the youngest of my peers to be retired,” she says with a note of sadness.

Since retiring, she has moved to Bakersfield to live with Russ and his wife, and the brother and sister carpool to Cedars-Sinai every two to three months to meet with their respective neurologists.

“We have received tremendous service from the doctors and staff at Cedars-Sinai,” says Russ. “Dr. Tsimerinov and his nurse, Lynn (Rice), are fantastic. Lynn returns all of our calls promptly, and she even has our pharmacy telephone number memorized so she can call in prescriptions for us instantly. Without these two people, our lives would be very different.”

Although they both recognize that there is currently no cure for Parkinson’s Disease, the siblings refuse to let the disease define them, and take an active role in their own healthcare.

Later this month, on Saturday, Nov. 13, nationally recognized researchers and experts on brain tumors, spinal disorders, stroke, Parkinson’s disease and other neurodegenerative brain disorders, will present a free patient education conference in Bakersfield. The conference will be offered by Cedars-Sinai Medical Center and will feature presentations on emerging technologies in rehabilitation, understanding your health insurance plan, and visualization techniques for wellness.

I've been a personal trainer for a few years now and I must come forth with my experience working for Custom Built Personal Training, located in the Inshape Health clubs here in bakersfield.

It has been the worst experience I have had in the fitness industry. Management misleads members into these legally binding contracts that keeps members obligated to pay whether satisfied or not, or even able to pay or not. They also lie to the faces of the members by using key words like "no obligation fees," "cancel at anytime." I have read numerous complaints NATIONWIDE about people's terrible experience with this company. They use high pressure sells tactics, lie about the content of the contract and even set your first appointment 5 business days after you sign up so that way you can't cancel free and clear and walk away if you chose to change your mind; hook line and sinker! We're talking 1 year contracts, 1000's of dollars, and they auto renew your contract WITHOUT your approval, allowing them to charge your account months after the original contract. When people become aware of this and call the corporate office they are NOT helped, phone calls NOT returned. It takes several phone calls and months to get an auto renewal cancelled. Local photographer hoping to lose big to help National MS Society win big

Bakersfield – Two Bakersfield charities could have a lot to gain thanks to a local weight loss challenge. Terrio Physical Therapy and Fitness had originally come up with its 5 Ton Challenge as a way to help people get healthy, lose weight, live longer and fight obesity. But professional photographer Stephanie Deveau of “inky-dinky-do” studios turned things up a notch when she challenged owner Tim Terrio to pay her official charity, the National Multiple Sclerosis Society, $1 for every pound she and her team members lost.

Terrio did agree to pay, but only if each of her team members lost at least 30 pounds. In addition, he told Deveau that if her team doesn’t lose the weight, she will have to pay him $20 per team member, with all proceeds going to his charity—the League of Dreams. “This challenge has been very, very funny,” Terrio account representative Karla Schweitzer said. “Stephanie challenged Tim, and then Tim turned it around and challenged her. We all have had so much fun doing this.”

The 5 Ton Weight Loss Challenge began Tuesday, September 7. Between now and November 22, participants are focusing on three aspects—fitness, nutrition and wellness. In the four previous events, participants have lost a total of 6,500 pounds.

If Terrio wins the this latest challenge, the funds will be added to the pot the League of Dreams is saving to build a playground and place where all children with all types of disabilities will have a chance to play. “We are trying to build a sports facility for kids in wheelchairs, and to just help all kids have fun,” Schweitzer explained. “The building would be accessible for kids with all disabilities.”

If Deveau wins, her inky-dinky-do Walk MS team will be credited with the funds. Walk MS takes place on October 30^th at Yokuts Park. The event raises money for research for treatments and a cure for multiple sclerosis, as well as for local programs and services to improve the quality of life for thousands of people affected by MS in Kern County. A few of the programs include

Two of nation's leading MS specialists coming to Bakersfield to meet with patients

What’s the latest with MS research and treatments? Dr. Margaret Burnett, MD and Dr. Regina Berkovich, MD will be at the Clerou Lecture Center located on the Truxtun campus of Mercy Hospital in Bakersfield on Saturday, September 18, 2010 from 1:00pm to 3:00pm. First for Kern: Program being launched to enhance quality of life for individuals living with MS

Bakersfield – Multiple sclerosis (MS) is a chronic, unpredictable disease for which no cure has yet been found. As a result, the National Multiple Sclerosis Society has created “Optimal Living with MS,” a 12- week program to help individuals facing increasing challenges to manage the disease. For the first time, the Southern California Chapter is offering Optimal Living outside of the Los Angeles area in Bakersfield, California to teach those with MS in Kern County how to make life at home and in the community easier, safer and more productive.

In partnership with HealthSouth Bakersfield Rehabilitation Hospital, the National MS Society presents the course to help participants:

· Develop a comprehensive personal growth and fitness plan

· Understand fatigue and integrate pacing and energy conservation strategies into everyday activities

· Evaluate home environment for efficiency, safety and more.

Over the course of 12 weeks, participants will meet with physical therapists, and fitness and mental health experts in a closed classroom setting. HealthSouth’s Director of Physical Therapy Operations Janette Menchaca, along with physical therapist Dawn Thompson, will lead the occupational and physical therapy portions of the program. Certified personal trainer Sally Baker will help focus on improving physical health goals. Kevin Earnest, a marriage and family therapist, will help assess and implement life goals regarding emotional, spiritual, and mental well-being.

Optimal Living is open for those who have lived with MS for five or more years, who are ambulatory, and who are experiencing changes in the course of their disease and/or are experiencing transition in work, leisure or personal relationships. The program begins September 9 and occurs every Thursday through December 2 (with no class on Thanksgiving, November 25); all classes take place at HealthSouth Bakersfield Rehabilitation Hospital located at 5001 Commerce Drive. In life, there is nothing more important than your health. On Thursday, May 27, 2010, from 10 a.m. – 2 p.m., Aera Energy LLC kicked off a renewed emphasis on a healthy lifestyle by hosting a Health and Safety Fair for employees and family members at Aera’s headquarters at 10000 Ming Avenue.

This extraordinary event featured more than 90 exhibitors including physicians, dieticians, dentists and even hypnotherapists who consulted with attendees on a variety of health issues. Employees could register to have an in-depth health screening that included blood pressure, cholesterol and blood sugar testing, have a massage and then afterwards enjoy a healthy lunch. In recognition of the one-year anniversary of the opening of Aera’s fitness center, fitness professionals were onsite and available for consultation. In addition to gathering valuable information on their own health, attendees could also visit with a veterinarian who addressed the health concerns of furry family members.

Safety was also a focus of the event and included a static display of a fatal car crash from the Bakersfield City Police Department’s “Life Interrupted” program and a simulator from the California Highway Patrol that demonstrates what happens during a rollover crash when you are not buckled up.

“Aera takes the health and safety of our employees and their family’s health and safety very seriously,” said Kathy Daniel, Aera’s onsite nurse. “We created this event as a one-stop-shop to provide alternatives for a healthier lifestyle, information on safety and health assessments for the entire family. The fair was sponsored jointly by Aera’s Environmental, Health and Safety and Health Services Departments and was completely free to employees and their families.

Bakersfield woman still moving despite debilitating disease

Bakersfield – Multiple sclerosis (MS) stops people from moving, but it has one Bakersfield woman moving faster to do her part to find a cure. On this World MS Day, she’s rushing to raise money—money to be used for research, and local programs and services provided by the National Multiple Sclerosis Society. Her reward if she meets her $500 goal: a free jump out of a plane!

Kimberly Schnell was diagnosed with multiple sclerosis seven years ago. Before her diagnosis, she was active, especially with her clog and tap dancing that she started when she was a child. After her diagnosis, the 35 year old says her activity level has definitely decreased, and she went through bouts of depression. But she has been able to overcome the effects of MS with treatment. She says she can still stay active, dancing (not as often) and skydiving. “[Skydiving] is great. It makes me feel … like a bird, makes you feel free, like you have no problems in the world.”

Schnell has gone skydiving several times in the past; the first time was ten years ago. But this is the first time she has tried to do it with Skydive4free. Once she raises $500 for the National MS Society, she gets to make a free tandem skydive through the program. She’s already half-way there. Local high school students, one with MS, awarded National scholarshipos

Bakersfield – The National Multiple Sclerosis Society is giving almost $1 million in scholarships to students around the country. Of the more than 700 applications that were submitted, less than 300 students were chosen to receive awards. Two of those students who will be receiving money are right here in Bakersfield: Siobhan O’Rourke from Bakersfield Christian High School and Paige Brock from Frontier High School.

O’Rourke received the second highest ranking from those applicants within the Southern California Chapter. She will be receiving $2,500 and plans on attending Biola University in La Mirada. O’Rourke says since her mother was diagnosed about eight years ago, life has been trying, yet rewarding. “I had more work for myself and it’s been trickier to combine school and responsibilities at home,” she explained, “but I have thoroughly been able to enjoy everything.” O’Rourke says she has been able to get through the years because her family has been so supportive. She plans to major in English and minor in Biblical Studies, and hopes to either teach English or write (mostly Christian stories, short stories, and poems).

Brock was diagnosed with multiple sclerosis just before her 17^th birthday last year. She says before her diagnosis, she was a social butterfly and very outgoing. But after she found out she had MS, she missed several classes, started to mellow out, and was forced to mature faster than most teenagers. Through her treatments, she has been able to juggle managing the disease, school, and other activities. Her mom, Jennifer Brock says, “When all this happened, it was really hard, but she is so positive and strong … I feel like she will be an inspiration to others with MS.” Brock will be receiving $1,000 and plans on staying in Bakersfield, attending California State University, Bakersfield’s nursing program. She hopes to become a labor and delivery nurse.

O’Rourke, Brock, and the other scholarship recipients were notified one week before World MS Day, which is being celebrated today. The National Multiple Sclerosis Society is encouraging everyone to become involved by registering at www.worldmsday.org, or by texting “MSAWARE” to 20222 to make a $5 donation to the National MS Society. Funds raised by the National MS Society, Southern California Chapter, go to research for prevention, better treatments and a cure, as well as comprehensive local programs and services for 14,500 Southern and Central Californians living with MS.

Local organization raises thousands for the National MS Society

Bakersfield – On the heels of World MS Day, the Association of Petroleum Wives (APW) is doing its part to bring us one step closer toward a world free of multiple sclerosis (MS). The Bakersfield nonprofit organization for women with husbands in (or retired from) the petroleum industry will be presenting the Kern County office of the National Multiple Sclerosis Society a check for over $14,200 at a luncheon on Tuesday, May 25, one day before World MS Day.

The APW raised the funds over a matter of months during its signature events. The two biggest events were the Charity Sporting Clay Shoot held in April at the Kern County Gun Club and the Charity Bunco Night held during MS Awareness Week on March 11 at the Petroleum Club. Every year, the APW chooses nonprofit organizations to benefit from its fundraisers; APW member Lynn Califf said, “I think this year was our best year ever.”

The money that will be donated to the National MS Society will be used to help fund local programs and services for those people affected by MS. The check will be presented to Community Development Manager Fotini Alfieris and Special Events/Program staff member Christine Grontkowski on May 25 at noon at the Guild House located at 1905 18^th Street in Bakersfield.

The check presentation comes just one day before World MS Day, which will be celebrated May 26. The National MS Society is encouraging everyone to get involved in the global movement to help the 2.1 million people who have been diagnosed worldwide. She will also address the effects of health care reform on Part D coverage.

Laura Pinyan, M.S., C.N.S., Director of Applied Nutrition at Pacific Health Education Center will discuss “Diet for a Healthy Heart.” She will offer practical tips on how to make realistic day to day choices that will assist seniors in lowering cholesterol, maintaining HDL cholesterol (the “good” cholesterol) and controlling weight in later, less active years.

Linda Monje, Attorney at Law & CPA of Kronick Moskovitz Tiedemann & Girard, will discuss estate planning as well as certain “housekeeping” items that seniors need to be aware of when they do their estate planning. These “housekeeping” items include, but are not limited to, personal items in the home, informing a family member of the existence of a safe deposit box and other sometimes forgotten, but essential information needed when estate planning is undertaken.

WORLD AUTISM AWARENESS DAY IS APRIL 2, 2010

April 2, 2010 will mark the third annual celebration of World Autism Awareness Day (WAAD). The Autism Society Chapter-Kern Autism Network takes this opportunity to raise awareness about autism and encourage early diagnosis and intervention.

The Autism Society Chapter-Kern Autism Network (KAN) is an organization dedicated to helping families deal with all aspects of autism as it affects their lives.

KAN hosts workshops throughout the year. This year topics have included Back to School Basics With Special Needs Children; Behaviors, Tantrums and Meltdowns in the Home; Lanterman Fair Hearing; and Conservatorship and Special Needs Trust.

Our April 24 workshop, “Brainstorming with Occupational Therapists,” will addressstrategies to help your child improve their functional activities. Our presenters are Debi Hazel and Liz Ladabouche. Debi Hazel, M.S., OTR/L, has been an occupational therapist in Bakersfield since 1994. She has worked in pediatrics since 1998 and in Kern County public schools since 2000. Liz Ladabouche, COTA/L, received her training in New Hampshire, graduating in 2003. She has worked in the Vermont school systems since 2004 until coming to Kern County for the 2009-2010 school year.

Our May 22 workshop, “Fathers and Autism: Coping and Support,” will address dealing with an autism diagnosis, relationship issues, job issues, and a father’s role. Our speaker, Terry Willey, has 27 years of experience as a Marriage Family Therapist and currently works for the Kern County Mental Health Department. He has been married for 30 years and has an eight-year-old son with autism.

An Adult Support Group for Individuals on the Spectrum, ages 18 and up, meets monthly to encourage new friendships within their community.

KAN holds an annual conference in February in Bakersfield. Our 2010 speakers were Dr. Stephen Shore and Dr. Blythe Corbett.

Diagnosed with "Atypical Development with strong autistic tendencies,” Dr. Shore was viewed as "too sick" to be treated on an outpatient basis and recommended for institutionalization. Nonverbal until four, and with much help from his parents, teachers, and others, Stephen completed his doctoral dissertation at Boston University focused on matching best practice to the needs of people on the autism spectrum. In addition to working with children and talking about life on the autism spectrum, Dr. Shore presents and consults internationally on adult issues pertinent to education, relationships, employment, advocacy, and disclosure.

Blythe Corbett, Ph.D.,is a pediatric neuropsychologist at UC Davis MIND Institute and associate professor in the Department of Psychiatry and Behavioral Sciences. She has been working with children with autism since 1991 and has published over 25 scientific papers and chapters. Dr. Corbett’s research program, the Social Emotional NeuroScience Endocrinology (SENSE) laboratory, was developed to expressly investigate emotion regulation and the neural correlates of stress that contribute to the perception of and response to various social situations.

The health care insurance reform bill that passed last night does very little to reduce health care cost or health care insurance cost.

The way the system is currently set up the consumer stands alone and most of them don't care enough to even look at the medical bill because someone else it paying it. Most of the time the bills go directly to the government or to the insurance company.

The private medical health care system is not broken. It provides excellent care for patients. What is broken is the cost of the service.

Before health insurance use became wide spread, the market determined prices. The doctor would determine what price he could provide the service for. The patient would determine if he/she was willing and able to pay the price. If there was a problem the doctor and the patient could talk about it. When a third party became involved, such as an insurance company or the government, the price rose to the amount of the third party’s ability to pay and the patient didn't have any say in the matter anymore.

The government decided to increase the number of people that were purchasing health insurance. Lobbied by the insurance companies, business and the medical industry the government decided to make health insurance premiums tax deductible for businesses and individuals. Of course this set off a flurry of creating health insurance policies that had very low deductibles.

The problem of higher medical cost each year is created when the insurance companies are able to rise insurance premiums each year to pay for the higher prices of the medical establishment. Insurance premiums increases were not a problem in the beginning because it increased the amount of the deduction and less income tax was due. This went on for years until premiums have become so high that not even the tax deduction makes the purchase of health insurance by businesses cost effective because of the cost it adds to production.

The high cost of medical insurance makes our exports less competitive compared to other countries products and services.

People have to remember that one person's cost is another person’s profit or expenses. When you hear costs are going up, expenses and or profits are going up. Higher medical cost are also caused by low deductible insurance policies.

There is no such thing as a free lunch. Responsibility is as destructible of the "mass of anything". If one person does not assume his or her responsibility, that responsibility is inevitably borne by someone else, either by suffering or as an extra burden.

To reduce medical cost the purchaser of health insurance must be responsible for purchasing their own health insurance without the premiums being tax deductible. The employer should not be the person that is purchasing the health insurance. Everyone should pay his or her own health insurance premiums in one-way or another.

When the employer or government provides a low deductible insurance policy and it is totally or partial paid for by the employer or government, the employee or person is disconnected from feeling the cost of the medical expense. The person, employee and the medical provider uses the health insurance excessively and inefficiently

As the health care insurance purchase and benefit payment system is currently operating the consumer is not concerned about the cost because someone else is paying the bill, this allows prices to increase. People are almost completely disconnected from feeling the cost of medical expenses

The fact that he/she or the business is allowed a tax deduction, equal to the amount of the annual premiums, takes away from the premium payer any desire to comparison shop.

Even if we go all the way to a one-payer health insurance system, it would be better to increase the deductible amount and encourage the use of plans similar to Health Savings Accounts (HSAs).

If we are going to continue to encourage people to purchase health insurance, HSAs should be completely tax-deductible up to the amount of the annual maximum out of pocket amount each year. The government created HSAs to encourage people to save money for future medical expenses and encourage the use of high deductible health insurance policies. Health insurance premiums should not be tax-deductible by employers and private citizens.

To level out the cost of the health insurance premiums, the private citizens and the self-employed should pay the same amount as the employers and employees of large businesses. The insurance companies should be encouraged to make this change so more people would buy health insurance and the insurance companies could lower premiums by spreading the risk over the largest number of people.

With health insurance premiums no longer being tax deductible, the employers, private citizens and the self-employed will be more likely to comparison shop for the best deal on health insurance premiums and policy benefits. It will encourage the insurance companies to be more diligent in their negations with the medical industry, because the purchaser of the health insurance would be more sensitive to the price of the premiums. As more people purchase health insurance, the insurance companies would be at less risk of having to pay out money for benefits, therefore would be able to lower health insurance policies premiums.

Health insurance companies should be encouraged to be more efficient. Ten to fifteen percent of there income should be use for management expenses.

HSA health insurance or similar policies should be used all across the country, so we do not repeat the same mistakes of the past.

Preventive care benefits should be available without the payment of a deductible amount.

HMOs and government run health programs are slow to provide services because a medical board or primary doctor must first approve medical procedures. Other countries central run medical programs have shown this to be true.

The insurance companies should not be allowed to deny medical insurance to a patient with preexisting conditions. It is best to include the entire population into the medical insurance system, in that way the risk is spread over the largest amount of citizens.

Since the deductible amount will increase with this plan, instead of the government paying directly for 100% of the medical expenses of the working poor, it should match dollar for dollar, each dollar placed in the HSA by the person or family, up to the maximum out of pocket amount. The same policy should be applied to the insurance premiums. The money could only be removed, with a debit card, used by an approved and willing medical office or hospital with the approval of the patient. Both the patient and the medical facility would have to enter their pin number to have the money removed from the HSA.

If a person does not have an immediate life threatening illness or injury, the hospital should be allowed and be encouraged to deny the patient medical attention after being seen by a doctor, intern or nurse in a screening room. The hospital should then give the patient directions and availability information of the nearest urgent care unit. Advice to see a doctor the next day usually is not good advise because of the appointment system doctor’s use.

Computers can also be created to send vital signs to a doctor or nurse so they can determine if there is an emergency.

With the patient responsible for paying the bill, out of their HSA, because of the high deductible, they will be encouraged not to abuse the system and seek help at the appropriate facility. Hospital emergency rooms would then be available for patients that have a life threatening illness or injury.

The treatment of non-life threatening illnesses or injuries in the hospital emergency rooms is a major money stream for hospitals. Hospitals should be denied payment if they do not follow this policy change.

Unless all people involved, from the patient, doctor, to the hospital, have a little “skin” involved, the price of health care will continue to rise at a faster rate than other cost in the economy. A perfect example of this is the home mortgage industry. The banks, mortgage brokers and financial institutions were not exposed to the risk and the eventual cost of the housing bubble after they sold the mortgages to investors and government supported agencies.

The cost of insuring the uninsured would also be partially paid for with this plan. Currently health care premiums are tax deductible. Health care insurance premiums can be as high as $ 12,000.00 to $35,000.00 per year. The deductible amount for high deductible health insurance is approximately $5,000.00; with a maximum yearly out of pocket expense of $7300.00. The maximum amount out of pocket is almost 5 times less, thereby increasing the government’s revenues and leveling out the amount each person can take as a deduction. This plan would also encourage people to save for medical emergencies.

Currently Medicaid is an un-funded program. It is paid for from State and Federal Budgets. Another way to fund health care premiums, that doesn’t force the employers or the employees to buy health insurance, by penalizing them, is enact a national sales tax or Medicaid tax that is paid by everyone. The amount of Medicaid tax the person paid in a year would be subtracted from the amount of income tax that is owed for the year. If the person owes no income tax, the person would get a refund of that amount above the cost of the average annual health insurance premiums. If the person has bought health insurance and paid premiums, then the amount paid on the Medicaid tax would be refunded. In this way if a person is not paying any income tax or paying insurance premiums they will help pay for their health care.

If we change to a maximum out of pocket deduction and enact the Medicaid tax this will fund Medicaid sufficiently to reduce the current un-funded burden on the state and federal budgets.

People should be allowed to fund their HSA maximum out of pocket health care cost with a transfer from their IRA or similar retirement account.

I agree with President Obama. The insurance companies need to regulated. Minimum policy standards need to be enacted.

Health insurance should not be tied to employment. The person should pay for and own their health insurance policy. The health insurance policy should be bought thru an intra-state insurance exchange so the insured pool can be as large as possible.

The platform for the policy should be similar to a Health Savings Account. Insurance premiums should not be tax deductible. Maximum annual out of pocket health care expenses should be tax deductible each year. In this way people will have the money set aside to pay for health care expenses. If they don't have an illness or accident it will increase each year until they do need it in their golden years.

Any thing the Federal government does, affects the entire nation. If it’s a local government or personal mistake, it remains a small problem.

The Federal government must think far into the future before it makes any changes or makes any new policies. The more we look towards the government for solutions, the more a person loses control of their lives and their freedom of choice. Sooner than later we will become wards of the state, without even knowing it.

The way the system is currently set up the consumer stands alone and most of them don't care enough to even look at the medical bill because someone else it paying it. Most of the time the bills go directly to the government or to the insurance company.

The private medical health care system is not broken. It provides excellent care for patients. What is broken is the cost of the service.

We do not have a health care system in America today. We have health care markets with giant financial stakeholders controlling these markets from pharmaceuticals to hospitals to physicians to insurance.

A Health Savings Account, as the major idea of fixing our broken marketplace, is a terrible idea and fixes absolutely nothing about either the costs associated with health care, or with the tremendous growth of those who cannot afford insurance or services. Health Savings accounts are nothing more than a financial planning scheme to extract more money from citizens into the hands of those who gamble on Wall Street.

You can go back to Richard Nixon, who at least tried to do something about his 25 million uninsured Americans at the time, to see that HMOs and CHIP were all he and Congress could muster against the bloc of corporatism that strangle America today. Really, a single payer system is what the nation needs, but won't get. We won't even take profit out of health insurance business model. We will be stuck paying far more than citizens in every major industrial society and receiving less in terms of outcomes in spite of our expenditures.

To adampayne and randomfactor: I think you might have missed my point about cost containment in health care cost. When a third party, like an insurance company or government, pays the medical bill and the employer is paying the premium on the policy, the user of the policy is not concern about how much the hospital or doctor is charging. If the government is paying for the medical service the patient is receiving medical service for free and probably is not paying any taxes to cover the cost.

I would like to point out that one person's cost is another person's expense or profit. That responsibility is indestructible as the mass of anything. If the responsibility is not borne by that person it is borne by another, either by increased suffering or as an extra burden.

Health insurance is a good idea because it collectively pools our money to defray the risk of major medical bills causing a person to go bankrupt. It is simalar to a credit union. Where people join together. pooling their money, to provide money for loans to other people. I don't agree with the medical sector being able to increase cost and profits and passing them through the insurance companies to the patient or government. The whole medical sector from the suppliers of medical equipment to the hospitals have gotten use to being paid by the deep pockets of government and insurance companies.

I would not mind people buying into Medi Care or similar health care plans, as long as the premiums covered the cost and were not paid for by other taxpayers. Medi Care and Medi Caid have 14 trillion dollars of unfunded liabilities! People should be encouraged to save for medical maximum out of pocket expenses. This is where people get into trouble. They don't go bankrupt paying the premiums. They go bankrupt because of out of pocket expenses and the insurance companies denying coverage, which President Obama is trying to correct. His plan should have been called Health Insurance Reform not Health Care Reform. I believe the health insurance companies have a monopoly and it should be eliminated and more competition brought into the market place.

Exactly right. I don't want to have to worry about that. I want my doctor to make choices based on what's the best treatment for this specific case. I want the government--which has a proven track record of being more efficient than private-sector insurance carriers (it's called "Medicare") to worry about those things.

Yours is, alas, the typically Republican viewpoint: the only thing wrong with health care is that the wrong sort of people are allowed into the club.

The projections claiming the underfunding point out why it makes all kinds of sense to increase the size and diversity of the pool paying into and receiving Medicare.

The proper way to reform health insurance is to get rid of it as the primary payer of health care. Your description of the assumption of risk is accurate--and the organization best suited to assuming and managing that risk is single-payer government-run system.

Private health care has turned the health of the American people into a commodity than can quantified, traded, or dumped in free markets. That's disgusting. Wall Street is banking on private health insurance to dump and deny enough coverage to sick people to get paid. It's in their interest to only deal with healthy people and limit the amount of sick people being covered. What if Medicare was run like this?

To random and the other blogers: As I pointed out, it is not the premium cost that bankrupt people, it is the annual deduction and the co-pays. With Medi Care your annual deductible for part B is $155.00 plus 20% of the allowed amount. If a person had a major illness or accident and the doctor's bills were $200,000.00 and the allowed amount was $100,000.00 your 20% would be $20,000.00. Medi Care has no cap on annual out of pocket health care expenses. So if you had a $!,000,000.00 allowed bill you would have to pay $200,000.00. The monthly premium for part B is about $100.00. HSA from blue shield has a $7,600.00 annual maximum out of pocket cap, after the max is met Blue Shield pays 100% of the allowed amount and a $2,million dollar life time limit on coverage. The monthly premium is about $450.00 for a person that is 65 years old and it goes up from there. The premiums are too high, because they have a monopoly sanction from the government.

I believe that because health insurance premiums are tax deductible for businesses and private citizens, just like housing, the price can be raise easier because the purchaser weights the tax benefits of the purchase.

Medi Care Hospital coverage Part A co-pay amount is $1100.00 each time you enter the hospital. Medi Care pays the other covered charges while you are in the hospital up to 60 days then 61 to 90 days the patient pays $267.00 per day and 91 to 150 days the patient pays $534.00 per day.

I agree with you. Believe me the 20% you have to pay is not pocket change. Something on the order of half a million dollars' worth of medical bills over a ten-year period. I don't know whether that qualifies as "large" or not. Almost all of that was incurred over a five-year period.

But the vast majority of that was covered by single-payer government insurance, so my contributions were minimal.

As I point out it is not the health care system that is broken it is the cost of the care that is outrageous and if the doctors and the hospitals had to rely on the people's purchasing power their bills would be a lot lower.

Because surgery and hospitalization would be almost nonexistent for the majority of Americans. I really don't like that scenario much.

You seem to rely on the market to provide a solution--another typically Republican fairytale. Market economics means very little in health-care. You should try Nobel-prize-winning Paul Krugman on the subject.

If you want to reform the *EXISTING* health-care system so that it will work better but still keep the "free market," two suggestions from the comments at the article I linked to stand out:

1. Eliminate patents on prescription drugs. They interefere with competition in that market and make drugs more costly.

2. Mandate that any licensed insurance company must spend 80 percent of its premiums on health care for its members. That way the *ONLY* way a company can maximize profit is by becoming internally more efficient.

Both items are opposed by the Republicans and by major health-care insurers, natch.

What you guys didn't pay someone else did. There is no such as a free lunch. An I am sure you deserved it. When I was a teenager and I got badly hurt. My mother and father were very poor. They took me to a county hospital. We were glad it was available. I have been there myself.

I have relatives that can't afford health insurance. I have a granddaughter that is in Kern general hospital with cancer. She is only 29 years old. So I know how the system works.

No I don't rely on the market system to provide reasonable cost health care. I rely on personal responsibility. People should save some money for medical cost. You guys surely have heard that the U.S government is going broke because people want the government to pay their way.

The government is all the other people who are paying for the 75% of the population that are government dependent. They are either are employed by local, state or the Federal government or receive some kind of private or business income and benefits from the government.

My brother may not be heavy, but I can only carry that load so far, until he has to get off and walk again.

In my article did you read that Medi Caid is an unfunded benefit and it is paid for out of general funds. How the people using it could help pay for part of the cost of the program. Everyone should pay a health insurance premium. This is what President Obama is trying to do. His idea is to include everyone into the health insurance pool and have everyone pay a health insurance premium. I agree with him. Its called personal responsibility and health care insurance reform

I don't disagree with the idea to mandate coverage for all. I understand that if social insurance is going to work everyone needs to be included in the process. This is a win for the insurance companies, and for the public at large where the premium prices will go down overall. Some people will be forced to pay more, some less, but in the big scheme of things premiums will go down.

As you mention, premiums are not the whole cost of health care, but only a modest associated cost to go along with deductibles, and the out-of-pocket differences the member pays for services and devices not fully covered by the insurance. As more people drop out of the system many of these expenses go up, and now are reaching critical mass.

Randomfactor's point on patent and copyright is on the mark. That could be a tremendous cost savings for consumers. Price controls, which the Japanese and British enforce diligently is another way to stem the skyrocketing increase for medical services and equipment.

Yes, companies across all industrial sectors are subsidized more and more by our tax dollars. Just think about defense contractors, commodity growers, telecommunications and energy suppliers to name but a few who have found it much easier to accept the US government as their customer over actually having to sell their goods commercially in the private sector. People get all upset over individuals who receive welfare when they cannot find work, but ignore the corporate welfare that is doled out nonstop at vastly greater sums to giant business concerns. And even with those subsidies cannot find it in their financial plans to adequately provide jobs to men and women searching for work in this country. The giants move overseas to employ workers at far lower wage levels, without benefits, and without environmental or work protection laws. Our government is going broke because these companies have gamed the system, and do not pay their fair share of taxes.

There are a few rotten apples that use and abuse the system to increase their incomes and the cost of medical care for everyone.

Ask yourself what changed in the housing market before the bubble occurred. Why did the bubble occur only in personal single family homes and not in investment multi unit housing? The answer is not that interest rates stayed low for to long, as has been put forth by many people.

Also read 3% Mortgage Interest Rate Possible. Mortgage interest rate is not at historical low. The banks did the same thing in the Great Depression. They were in "preservation" mode and not enought of the means of exchange (Money) got out into the economy. (watch the video)

There is simply no way an average person could save enough money to pay for expected medical expenses and co-pays for a major illness. Even a moderate illness would bankrupt a lot of people under the current system that you think limits personal responsibility.

And I suspect that anyone with a real emergency medical condition is in no shape to do price/performance analysis on which doctor to see or which hospital to go to.

It's estimated that insurance companies spend about 31% on overhead under the current system. That's a problem. Whatever is done, it better be done fast. The economy has not rebounded, more baby boomers need medical care, and fewer people can afford health care coverage or care. Once enough people stop being able to pay for medical care, the whole system will collapse.

By the way, emergency rooms already triage and do make referrals to a lower level of care under the current system if the condition is not life threatening. Of course the cost to triage some patients is not trivial, with a lot of very expensive tests needed to rule in or rule out an emergency medical condition. And even after those tests they don't always catch everything.

To Quest: I don't want people to save enough money to pay their total medical bills. That is why we purchase health care insurance.

Health insurance is a good idea because it collectively pools our money to defray the risk of major medical bills causing a person to go bankrupt. It is similar to a credit union. Where people join together, pooling their money, to provide money for loans to other people. I don't agree with the medical sector being able to increase cost and profits and passing them through the insurance companies to the patient or government. The whole medical sector from the suppliers of medical equipment to the hospitals have gotten use to being paid by the deep pockets of government and insurance companies.

When I say personal responsibility I mean the person should be interested enough, after they get well that they want to know what things cost. Every person should participate in helping to paying for his or her health care. If they don't have enough money to pay premiums then they can pay a few pennies at a time when they make purchases. I have been in homes of people that qualify for Medi Caid, and they have flat screen TVs, cell phones, use illegal drugs, excessive use of alcohol, too many animals to feed, fancy wheels and big expensive stereos on and in their cars, to name a few of the things people put ahead of paying for health care. We all have to make sacrifices to put priorities in the correct order.

When you have thousands of companies that are trying to maximize their profits for their owners and share holders, and the insurance companies act as their middle man by passing the increased cost through to the government and policy holders, medical cost are going to go up. The last line of defense is the consumer. The way the system is currently set up the consumer stands alone and most of them don't care enough to even look at the medical bill because someone else it paying for it. Most of the time the bills go directly to the government or to the insurance company.

I agree with President Obama. The insurance companies need to regulated. Minimum policy standards need to be enacted.

Health should not be tied to employment. The person should pay for and own their health insurance policy. It should be brought thru an inter-state insurance exchange so the insured pool can be as large as possible.

Bakersfield College’s Garden Fest Goes Green for 2010

Bakersfield College’s annual Garden Fest is known for being one of the best annual celebrations of all things horticultural in Bakersfield. This year the event is changing shape and taking on the Green movement.

On Saturday, April 24 from 9 a.m. to 4 p.m., Bakersfield College’s annual event will become Garden Fest Green and Clean. This celebration, to be held in the College’s Environmental Horticulture Gardens, located on Mt. Vernon Avenue just north of Memorial Stadium, will bring thousands of visitors to campus for a day of gardening, pet care, cooking, outdoor leisure, and arts and crafts.

“With an emphasis on environmentally-friendly gardening concepts and the ease of going green, activities and education at the 2010 Garden Fest Green and Clean will help attendees learn how they can be Earth friendly and save money at the same time,” said Lindsay Ono, Environmental Horticulture faculty at Bakersfield College.

The day’s events include free seminars on gardening, floral design, cooking, installing water features, pet and plant safety, pet adoptions, a farmer’s market, as well as arts and crafts..

The California Landscape Contractors Association Garden Stage will feature free seminars presented by industry professionals who inform and entertain attendees about gardening, floral design, and cooking. Learn how to install a water feature from start to finish with the Build-A-Pond seminar presented by Buck’s Landscape Materials and Pond Shop.

Animal lovers will enjoy the “Pets and Plants” classroom featuring the Bakersfield College small animal companion class presentation of pets and plant safety. “Adopt-A-Pet” will be presented by Kern County Animal Control.

This event also brings community gardening clubs, schools, forestry, parks and recreation, and green organizations to educate and inform the public.

The Renegade Ranch Farmer’s Market will return this year, featuring products produced by Bakersfield College agriculture students, and fresh fruit and vegetables from Murray Family Farms.

Breakfast and lunch will be prepared by the outstanding Bakersfield College Culinary Arts department and Coldstone Creamery will be selling ice cream to support Operation Smile.

The Arts and Crafts fair features works of art designed by both faculty and student artisans. And to keep the younger crowd entertained don’t miss Battlefield Live laser tag.

Garden Fest Green and Clean has more than 120 booths already scheduled for the one day event!

The Private Sector Can Do It With The Correct Guiding Policies

The private medical health care system is not broken. It provides excellent care for patients. What is broken is the cost of the service.

Before health insurance use became wide spread, the market determined prices. The doctor would determine what price he could provide the service for. The patient would determine if he/she was willing and able to pay the price. When a third party became involved, such as an insurance company or the government, the price rose to the amount of the third party’s ability to pay.

The government decided to increase the number of people that were purchasing health insurance. Lobbied by the insurance companies, business and the medical industry the government decided to make the health insurance premiums tax deductible for businesses and individuals. Of course this set off a flurry of creating health insurance policies that had very low deductibles.

The problem of higher medical cost each year is created when the insurance companies are able to rise insurance premiums each year to pay for the higher prices of the medical establishment. People have to remember that one person cost is another persons profits. When you hear cost are going up expenses and or profits are going up. When you operate a business on a cost plus system it does not have to be efficient to stay in business. Higher medical cost are also caused by low deductible insurance policies. When the patient uses the insurance policy’s benefits, he/she is not concerned about the price of the medical services, only the fact that they are proud of themselves for making the wise chose of purchasing health insurance and that he/she is getting their money’s worth. This attitude of the consumer, allows prices to increase. If they have chosen a low deductible insurance policy and it is totally or partial paid for by the employer, they are even further disconnected from feeling the cost of the medical expense. The fact that he/she or the business is allowed a tax deduction, equal to the amount of the annual premiums, takes away from the premium payer any desire to comparison shop.

It would be better to increase the deductible amount and encourage the use of Health Savings Accounts (HSAs). HSAs should be completely tax-deductible up to the amount of the annual maximum out of pocket amount each year. The government created HSAs to encourage people to save money for future medical expenses and encourage the use of high deductible health insurance policies. Health insurance premiums should not be tax-deductible by employers and private citizens.

HSA health insurance policies should be used all across the country, so we do not repeat the same mistakes of the past. Preventive care benefits should be available without the payment of a deductible amount.

Computers can also be created to send vital signs to a doctor or nurse so they can determine if there is an emergency.

If we change to a maximum out of pocket deduction and enact the Medicaid tax this will fund Medicaid sufficiently to reduce the current un-funded burden on the state and federal budgets

People should be allowed to fund their HSA maximum out of pocket health care cost with a transfer from their IRA or similar retirement account.
