Private Child Support Monies Highjacked

The child support division of Kern County will no longer issue paper checks.  We are informed that the child support money (not welfare or taxpayers' money) will be deposited into a Bank of America account. A debit card will be issued, which has limited free withdrawals, then fees are attached.  Any mistakes, even if it is the county's,  the card bearer will bear all responsibilities and liabilities.  There is given no choice of bank, or do they say who receives the interest.  This is private money belonging to the child's guardian.  The child support division holds the money to receive the interest before they disperse the funds.  Most bank debit cards allow as many withdrawals up to a $ limit per day, and no fees are charged as long as you use their designated automatic tellers.  The system the child support division is instituting, not only takes and limits money withdrawn, but also has a paper record of where the money is spent.
