Q: Is there a city ordinance to regulate balloon signage (like a giant tooth near 24th Street, a giant pink pig at the RV dealer, etc.) in Bakersfield? Pretty soon we are an extension of Los Angeles where anything goes (giant balloon spider, giant balloon gorilla, etc.) — Paul Cheon While some of us like giant balloon gorillas, Bakersfield Chief Code Enforcement Officer Randy Fidler points to the municipal code section 17.60.070, regarding “Specialized signs.” The balloons are considered specialized signs, he said. This type of sign shall be limited per business to 45 days per calendar year. This time may be used in any combination of durations; however, the number of special events shall not exceed five per calendar year, and no single event shall exceed 15 consecutive days. Balloons and inflated devices are allowed provided they do not exceed a height of 100 feet. Search lights, beacons, pennants, flags, banners and streamers may be allowed subject to approval by the building director. Flags for model homes/tract sales offices are not subject to this regulation. Permits are needed to fly these signs, Fidler said. The reason why some balloons are up longer than they should be is the code enforcement division is short-staffed, Fidler said.

They are totally unpermitted in the County, whether "inflatable" or "wind-activated". (Zoning Ordinance 19.84.150.F and I)
