Q: When is the southwest WinCo Foods building to start? Projected opening date? Thanks for your help! — Lisa Conners A: The project is set to go before the Bakersfield City Council for approval on May 7, said Marc Gauthier, a principal planner with the city. The developer hopes to start construction this summer, with an opening planned for late 2009, he said.

Q: Can you tell me who is responsible for maintaining Mall View Road between Mount Vernon Avenue and Fashion Place? It seems it was poorly designed from the start, going from two lanes to one and then back to two. Now with all the fast food places there and the center lane paint nearly gone it's dangerous.
