Q: Does the city have any plans to build an overpass on Rosedale Highway, just west of Landco? At least twice a week I get stuck in a dead stop for anywhere from 15 to 45 minutes while a train blocks the roads hooking up to and dropping off cars. With this being such a major roadway I was curious if the city has addressed this issue. Last year during this time the Department of Fish and Game planted trout each week at Lake Ming, Hart Park, The Park at River Walk and Truxtun Lake. They have only done this one time this year. Q: People living in the Rosedale area are very lucky that anytime they smell the bad odor they can tell immediately that the culprit is the refinery. The problem is addressed immediately. However, people in the southwest Bakersfield area, particularly in the vicinity of Panama Lane, are suffering also from bad odor. Residents reported the odor several times which they believe is coming from nearby dairy farms, but there is no action at all. Is there any difference in addressing the problem...
