More than 9,000 sex offenders have been arrested by Immigration and Customs Enforcement officials through a series of stings called Operation Predator in three years of operation, a http://www.dhs.gov/xnews/re...>2006 Department of Homeland Security Report says. But some experts are wondering if the efforts are enough to protect innocent American children from being preyed on by returning criminal alien sex offenders. Foreign nationals account for roughly 85 percent of child sex offenders arrested by the operation, which was launched by Homeland Security Secretary Tom Ridge in July 2003, officials say. And as WND previously has reported, authorities also have linked illegal aliens to a wave of gang-rapes across the U.S. The program was designed to safeguard children from foreign national pedophiles, human traffickers and international sex tourists, and in the first year alone, ICE arrested more than 3,200 child predators in the U.S. who committed forms of child exploitation. But Deborah Schurman-Kauflin, a researcher of violent crimes and criminal profiler who consults with FBI, state and local police, told WND, “Illegal immigrants who commit sex crimes first cross the U.S. border illegally, then gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly.” Re-entering the United States after having been deported is a felony punishable by up to 20 years in prison, but many aliens try and do succeed. Schurman-Kauflin estimates nearly 100 percent of deported illegal immigrant sexual offenders will return to the U.S. and molest again. “Every expert on sex offenders knows that the likelihood of child predators re-offending is extremely high,” she told WND. “Child molesters in general assault many victims before they are apprehended. And if they can return through an open border, it is very likely that they would. Why not?” In fact, ICE reported a twice-deported child molester from Mexico was arrested with 25 pounds of marijuana and eight firearms in his possession in May 2004. “Nicolas Sandoval-Medina” first entered the U.S. illegally in 1996 and was deported to Mexico in July 1997. He later re-entered the country illegally and had sex with a 12-year-old girl in a Des Moines motel room, and was subsequently convicted on two counts of Lascivious Acts with a Child in December 1999. He was also criminally prosecuted for re-entering the country after deportation, a felony, and was deported to Mexico again in July 2000. In another case, an illegal immigrant from Mexico who attempted to abduct a 7-year-old girl from a laundromat was one of 25 arrested in a sting targeting criminal alien sex offenders in Los Angeles last August. Four of the offenders, two Salvadorans, a Honduran and a Mexican, previously had been deported from the U.S. A fifth man, Alejandro Rodriguez Villegas, 50, convicted of lewd and lascivious acts on a child under 14, also faces criminal charges but remains on the loose. Immigration officials and Border Patrol agents match criminal records databases with Megan’s law directories across the U.S. to apprehend alien sexual predators. However, Americans for Legal Immigration PAC’s president, William Gheen, doesn’t believe the efforts are enough. “I think that what ICE is doing is the equivalent of putting a band-aid on a shotgun blast,” Gheen told WND. “ICE is attempting to target the worst of the worst illegal aliens when, in fact, we can’t just do that,” he told WND. “We’ve got to address illegal immigration holistically. You can’t just hope the computers are going to tell you which ones to deport and which ones to not.” He adds that despite some long-needed immigration enforcement efforts, immigration officials may still be doing too little too late while illegal alien child molesters return to prey on more victims. “Before we start applauding ICE for their scrap enforcement, we need to start thinking about how many American children have already been raped and violated because they failed to do their jobs. Before I start clapping, I want to know where the hell they have been for the last couple of years.” One of the largest hurdles to effective immigration enforcement has been cooperation between local, state and federal police. Last year, officials of the House Judiciary Committee said that U.S. immigration officers and police are not always on the same page. Police do not always inform immigration authorities about arrests of undocumented aliens, and immigration officers are often too late to identify the aliens before they are released on bail. Jim Kouri, CPP is fifth vice president of the National Association of Chiefs of Police. He says the problems lie with some larger police departments who have leaders with political ideologies that do not promote department policies to turn illegal immigrants over to ICE. “Some police departments are prohibited from cooperating with ICE or other federal agencies regarding crimes committed by illegal aliens,” he told WND. “The problem is that these cities have liberal mayors who appoint liberal police chiefs or those who will implement liberal policies in spite of their personal views. However, there are many more police departments that cooperate with ICE than don’t cooperate.” According to a 2006 Department of Homeland Security Report, since January, ICE has trained an additional 40 state and county law enforcement officers as part of the 287(g) program to provide targeted immigration enforcement by state and local authorities. The Immigration and Nationality Act section 287(g) grants local and state jurisdictions the ability to enforce immigration law with proper training and supervision by federal authorities. In addition, ICE, in partnership with other DHS entities, is now detaining all illegal aliens apprehended along the borders for removal, effectively signaling the end of “catch-and-release.” “The best way is to capture them at the border—a proactive approach—rather than catching them after they rape or molest a child—a reactive approach,” Kouri says. “To do that we need to control our borders. Right now they are out of control. When you have Mexican gunmen on U.S. soil chasing away National Guard troops, that should tell you something is very, very wrong.” Below are just a few of the arrests of foreign national sex offenders by U.S. Immigrations and Customs Enforcement since the beginning of Operation Predator in July 2003. Many of the sex offenders had been deported at least once before they returned to molest children again.

Yes. Our children are safe. Most child molesters are related to the victum (around 90%) and strangers (people the victim does not know) account for less than 5%. So, although there are indeed cases of illegal aliens being the perpetrator in cases of child sexual abuse, the most like perpetrator demonstratably identifiable and likely to molest a child is the father, grandfather, uncle, other close relative or friend of the family. There are about six enormous, comprehensive studies on this issue that range over a time period from the middle 1950s right up to the present day. All of those studies consistently show that family members are the largest and most likely group to be perpetrators in cases of child sexual abuse, not illegal aliens. posted by

OB, homosexuals are not exempt and when you get into the subject of sexual abuse, there's no space for people who are in denial. I'm not. So straight or gay, the important thing is to tell it like it is. The major studies actually begin with Alfred Kinsey's research and he was the first person to suggest that homosexuals were the least likely to be the perpetrator in a case of child sexual abuse. Then, along came the State of Connecticut study of incarcerated felons serving time for sex abuse of children. They specifically asked the sexual orientation of these inmates and found no homosexuals in their entire population of child molesters. Then came David Finkelhor's study of 1,200 day care centers, the grand daddy of all studies on child sexual abuse. Finkelhor is the guy who appeared on most news reports when Congressman Foley revealed he, too, had been molested by a Catholic priest. He is a distinguished scholar at the University of New Hampshire and he heads the nation's best funded and largest research effort on the subject of child abuse, which includes: sexual, physical and emotional abuse of children. In his study of 1,200 day care centers, on the issue of homosexuals being perpetrators, his conclusion was that homosexuals are "statistically insignificant" in terms of their involvment in such cases. If you've ever taken a class in statistical analysis, you immediately understand what "statiscally insignificant" means. It means zero, normally, but can account for any number of cases under 1 percent. The next major study was done at Children's Hospital of Denver. In that study, the researchers had 377 cases in which a child was hospitalized or examined by a doctor under suspicion of sexual molestation. Of those 377 cases, one case involved a perpetrator who was homosexual and that person, as you might expect to guess from knowing who perpetrators are, was a close friend of the family. In the real world perpetrator are caught and apprehended. But in the case of the catastrophic abuse in the Catholic Church, the church, as you well know from the monetary awards they've been forced to pay (nearer a billion dollars so far) was culpable in allowing a few pedophiles to molest hundreds of boys. My own husband was one of their victims when he was but 5 years old. His molester was the classic case of the church not wanting to turn people from the faith by admiting an "error" so they engaged in hiding the tragedy within. So they sent one of these monsters to my husband's home town where this guy lived a block away. He molested both boys and girls and they were all infants (under 12 years old. So, we, too, know the pain of the Catholic Church's irresponsible, criminal behavior. People often say that if the Pope were the head of a day car center, he'd be in jail now. I realize you are implying that these priests were homosexual because they molested boys. It's not so clear cut but there is some indication that a few were, indeed, homosexual. That is not how researchers in the field view the kinds of perpetrators found within that church. True pedophiles have several things in common: 1) The younger the child, the less their biological sex matters and the older, the more it DOES matter. A segment are drawn to small children of either sex. 2) Pedophiles are especially notable for having never had a sexual experience with as an adult and when asked, they are frequently unsure of what their sexual orientation is. So, you may make your own conclusions on homosexuals. I certalainly do with regard to heterosexuals. Those heterosexuals who are close family members (parents, grandparents, uncles, etc.) molest both males and females in their own family and in virtually all cases, it has little to do with sex, and a great deal to do with asserting control over the child. Girls are the more common target by a ratio of on 6 to 4. That means a near equal number of boys get molested by their heterosexual father. Is that homosexuality? Researchers say No. It's asserting control over the child and many, many cases involve the use of drugs or alcohol. For decades, centuries, ALL homosexuals were regarded as child molesters. Now that we have people actually counting heads, we learn those were false claims. If you look at the statistics from the state of California on sexual abuse, under the traditional belief about homosexuals, you would have to guess that a city such as San Francisco, Los Angeles or Palm Springs would have astronomically high incidents of child sexual abuse in which homosexuals were the perpetrator. In fact, what you find that is so glaring is that those cities have the lowest rates of child sexual abuse in the state. What that means is that your child is safer from sexual abuse in an area that is enriched with homosexuals than ANY OTHER CITY in the state. Conclude what you may. Homosexuals have indeed molested children, but you are barking up the wrong tree and I dare say, from your taunting tone, you're really no sincere about this issue. You just want to taunt me. Homosexuals represent between 3 an 5 percent of the national population. To equal the rate of molestation perpetrated by hetrosexuals, they would have to account for 3 to 5 percent of all molestions. So far, homosexuals account for under 1%. How far under? We don't know because there are so FEW cases involving homosexuals. That's a signficicant figure. You would be lying if you paint homosexuals as the threat that Anita Bryant did. I encourage you to always tell the truth. I would do so even if the findings confirmed your hopes as your taunting tone suggests you might do. Children are more important than politics and certainly more important than your labor to taunt me. They must always be. You forgot to include mothers, grandmothers, and aunts. When people start talking about abuse, they often forget to listen to what type of abuse is being discussed. I'm talking strictly about sexual abuse as it pertains to females being the perpetrator. I'm not well versed on the issue of physiclal and psychological abuse so I really don't know if there is a variation involving females on those areas of research. I know what parents say. The say, "Mental illness is heriditary. You get it from your kids." My guess is that physical abusing females are more common than sexually abusing females. posted by

John McCain doesn't think it's a problem. He's against teaching children how to recognize bad touching and tried to make fun of Obama for wanting to have a program that helps children recognize the signs and what to do if it happens. He has also voted against free rape tests. He thinks women should have to pay to help the police catch sexual predators. Wasila was the only town in Alaska that charged women for rape kits. This is not leadership that this country needs right now folks. posted by
