No not the rock group. The so called "pets" that roam our back yards & flower beds. Great to see a story in the paper today on this issue. I was glad to see Mike Polyniak take the time & courage to tackle this issue of wandering cats. I'm sure, it is going to strike  a passionate cord with everyone. Cats should be licenced and afforded all the rights, responsibilities that a dog has and has to live by. Cat owners should have the same responsibilities as dog owners. Keep your pet controlled. Take it for walks, don't let it roam wild; be responsible for property damage. This opinion is also shared by members of management at the SPCA. I have had to rent cat traps, place them in my fenced back yard, catch the cat violator, call SPCA for pick up. All this effort because cat owners do not contain their pets. Some cat owners believe that it is a cats right to roam. Maybe, right now, but the rights do not extend to my property. I have the right to trap, not harm, the cats; on my property. It is to bad the SPCA no longer handles animal control for the city. Animal control no longer exists in Bakersfield. Giving this responsibility to the police is a joke, they will never take the time. They never show up now, when you call. If you see a drug deal in your neighborhood, they don't show; you see kids drinking beer, then driving off from a high school kids party down the block, the police don't care. So, they are not going to show up for a cat. A special section of the police dept. could be formed for animal control. Put the new cadets there to try them out, view there temperment to handle animal situations, then move them up to patrol.
