Synopsis: Sexual Registrant and Parole and Probation Sweep conducted in the City Of Wasco. 27 subjects were arrested for various charges.

Details: On 8/30/07 deputies from the Wasco City Substation conducted checks of individuals that are
currently  registered as sex offenders in the City of Wasco. Deputies also  conducted checks on those
known to be on parole and or probation. Four teams consisting of fours deputies per team checked the
current locations of the 26 known registered sex offenders in the City of Wasco.  Five(5) subjects were found
not to be in compliance. Deputies were not able to locate these subjects as they are suspected to be out of
the area. Deputies documented these cases and will be submitting them to the District Attorney's Office. Two
additional registrants were arrested on parole violations.
The sweep also focused on individuals that were on current parole and or probation. During the eight hour
sweep a total of twenty-seven(27) arrests were made.

1 for Parole Violation
1 for Possession and Under the Influence of a Controlled Substance
2 for Possession of Stolen Property
1 for Theft of Vehicle(10851)
1 for An Assault with a Deadly Weapon

17- Misdemeanor Arrests

11 for Under the Influence of a Controlled Substance
2 for Contributing to the Delinquency of a Minor
3 for Resisting/ Obstructing a Peace Officer
1 for Possession of Burglary Tools

4 for Various Misdemeanor Warrants

15 additional citations were given for miscellaneous misdemeanors and Wasco City Ordinance violations     
 
Additional checks of sexual registrants and parole/probationers will be conducted on a regular basis in the
City of Wasco.

Headlines:

The thunderstorms that developed on Wednesday night and Thursday morning brought a new start five miles south of McPherson Peak. This new start was named the Mine Fire and aerial resources were used to slow the forward spread of the fire yesterday. Last night the Zaca fire's night shift was down-sized to a patrol status. Today, crews will be flown into the Mine Fire to construct hand line. On the Zaca Fire crews continue to mop-up along the containment lines and to start back haul of excess supplies all along the fire's perimeter. Rehabilitation of fire suppression lines will also continue. Today there is a slight chance of isolated thunderstorms.

Current Situation:

Initial suppression rehab efforts continue to make very good progress along fire lines and roads in both zones of the Zaca Fire.  Heavy equipment is still present in many areas rehabilitating roads while crews assist with fire line rehabilitation and chip large amounts of cut brush and other vegetation.  These efforts will assist in restoring public lands for use and help prevent erosion and further damage.     

Firefighters will continue to be watchful for any lightning or thunderstorms that are possible in the fire area and will respond to any additional fires that could result.  Temperatures are expected to be around 100 degrees with decreased relative humidity.

 
Highways, Forest Roads and Area Closures:
Happy Canyon Road is closed at the Los Padres National Forest boundary.
Figueroa Mountain Road is closed at the Los Padres National Forest boundary.
East Camino Cielo Road is open between Hwy 154 and Gibraltar Road.  East Camino Cielo is closed east of Gibraltar Road because it is within the Forest closure.
Portions of the Zaca Fire Area Closure in Los Padres National Forest remains in effect.   Detailed information regarding the closure is available at www.fs.fed.us/r5/lospadres or www.inciweb.org or at  offices of the Los Padres National Forest.
Paradise Road is open from Highway 154 to the First Crossing Day Use Area.  Recreation facilities along Paradise Road between Highway 154 and First Crossing, including Forest Service campgrounds and Rancho Oso Campground, are now open.  The Santa Ynez River Road, beyond the First Crossing and all associated recreation facilities are closed.

Suspect sought in July downtown homicide
 
The Bakersfield Police Department is requesting the community’s assistance in
locating a suspect wanted for the murder of Darryl Porter which occurred on
7/4/07 in the 1400 block of 20th Street.
 
On 8/27/07 Bakersfield Police detectives obtained an arrest warrant for Anthony
Kennedy for the murder of Darryl Porter.  Kennedy is described as a:
black male, 22, 5’10, 165, black hair, brown eyes.  A photo is attached to  
this news release. 
 
On 7/4/07, at approx 1:30 a.m., officers of the Bakersfield Police Department
responded to the 1400 block of 20th Street on a report of a peace disturbance.  
Officers discovered that a shooting had occurred and the victim, Darryl Porter,
had been transported to the hospital, via private means, where he died. 
Subsequent investigation by detectives revealed that this was a gang related
murder and Kennedy was implicated as being responsible for it. 
 
Anyone with information on the murder of Darryl Porter or the whereabouts of
Anthony Kennedy is asked to call the Bakersfield Police Department at 327-7111

Headlines:
Some areas within Los Padres National Forest east of Highway 33 previously closed to public entry, are now open. The revised emergency closure will encompass national forest lands roughly between Highway 166 and Highway 33. On the east side of Highway 33, the Pine Mountain Road (AKA Reyes Peak Road and Forest Road 6N06), and all recreation facilities along the road will remain closed, as will the Boulder Canyon Trail (Forest Trail 23W03) between Pine Mountain Road and the Forest Service Station at Ozena.

Current Situation:
Crews made good progress yesterday in the Cuyama Peak and Brubaker Canyon areas using helicopter resources to rappel firefighters into inaccessible areas. Last night crews continued to seek out heat sources along containment lines using night vision goggles. Aerial infrared photography and ground patrols will be used to identify and cool hot spots, primarily along completed fireline in the Sisquoc River drainage and along the northern perimeter. Today isolated thunderstorms are predicted in the area. With the overnight lightning and unexpected weather firefighters will watch for any potential fire starts in around the fire area and keep a heads up for changing weather conditions.

Initial suppression rehabilitation efforts continue to make substantial progress along firelines and roads in the Live Oak Zone of the Zaca  Fire.  Heavy equipment will move from completed areas to the Romero Canyon area today. Hand crews will also begin chipping and scattering cut brush throughout the Live Oak Zone.

Details:  The decedent was the restrained rear seat passenger of a Ford Explorer that was crushed by a 2
axel Box Truck of Farmer John Eggs.  The box truck lost control in heavy rain, spun out of control and landed
on top of the Ford Explorer.  Both vehicles were on the east shoulder of Highway 99.  Four others in the Ford
Explorer were not injured.

State Highway Patrol Leaders Urge Motorists
to Stay Alive on I-5 this Labor Day

Anyone driving dangerously or impaired this Labor Day weekend may find themselves being pulled over by a state trooper with a little extra hardware on his uniform.

The heads of the California Highway Patrol (CHP), Oregon State Police (OSP) and Washington State Patrol (WSP) will join rank-and-file officers and troopers on interstate freeways and secondary highways as part of a national increased enforcement effort of crash-related violations.

CHP Commissioner Mike Brown, OSP Superintendent Tim McLain and WSP Chief John R. Batiste will join their officers beginning on Friday, August 31, to kickoff the tri-state enforcement effort that extends through Monday, September 3, 2007.  Coinciding with the national Operation C.A.R.E. (Combined Accident Reduction Effort) campaign, each agency’s mission will be an “all-hands” on the road approach to be visible and available during the extended holiday weekend.

“We’re officers and troopers first,” said CHP Commissioner Brown.  “I’m happy to get out on the road in an effort to save lives and emphasize that traffic safety, enforcement and service to the motoring public starts at the top.”

The agency heads will focus their patrols on Interstate 5, which runs through all three states.

“The same behaviors cause collisions, regardless of where you live,” said OSP Superintendent McLain.  “Speeding and driving while distracted or impaired are huge contributing factors in traffic crashes.  We hope the extra patrol presence and active enforcement can help prevent as many crashes as possible.”

Other members of each agency’s command staff will be encouraged to work the road in their respective areas to put more visible, active patrol presence throughout each State.

“This is good for us, too,” said WSP Chief Batiste.  “It gives us a chance to see things from the perspective of the troopers we lead.”

During last year’s extended Labor Day Holiday weekend:

In California, 46 people died in 30 separate traffic crashes
In Oregon, 6 people died in four separate traffic crashes
In Washington, 11 people died in 11separate traffic crashes

With the extra enforcement presence on each State’s highways, motorists should watch for and yield to public safety personnel as they respond to emergencies and assist motorists along the states’ highways and streets.

With one voice, all three leaders urged everyone to buckle up and emphasized the following safety tips for those traveling on their highways:

Don't drink and drive.  Report drunk drivers, call 9-1-1.
Don’t Speed.  Obey the posted speed limit and drive at a speed safe for conditions.
Always use safety restraints and child safety seats correctly.
Be watchful for emergency vehicles displaying required warning lights and using emergency equipment. Yield when required and maintain a safe distance when they are working on our highways.
Get plenty of rest before starting out. Fatigued drivers are more frequent during holiday weekends because of increased travel and activity. Allow plenty of time to reach your destination.
Expect the unexpected. Be informed and prepared when traveling on any of our highways.
When traveling anywhere, plan ahead and taken known routes if possible.
If considering a remote route that you have never traveled on, contact available road and weather condition phone number or Internet resources, or contact police or highway department officials for road information.
Be aware that many road construction projects are underway. Even when workers are not present, all work zone speed limits still apply and fines double. Inactive work zones still have equipment, detours, and incomplete changes in the roadway so drivers need to slow down and be alert.
All motorists play an important part in keeping our highways and city streets safe; immediately report aggressive, dangerous, and intoxicated drivers by calling 9-1-1.

Due to successful firefighting efforts on the northeastern edge of the Zaca Fire, Highway 33 is open to the public.  Please be mindful there is the potential for fire equipment traffic along this route for the next few days. Travel with caution.
Some areas within Los Padres National Forest east of Highway 33 previously closed to public entry, will be reopened on August 30. The revised emergency closure will encompass all national forest lands between Highway 166 and Highway 33. Yesterday crews continued improving containment lines on the fire in the Cuyama Peak and Brubaker Canyon areas.  Last night crews used night-vision goggles to locate hot spots.  Today, firefighters will search out and suppress hot spots along the fire’s edge that may threaten the containment lines all along the north and east portions of the Zaca fire.  Aerial infrared photography and ground patrols will be used to identify and cool hot spots, primarily along completed fireline in the Sisquoc River drainage and the northern perimeter of the fire.

Suppression rehabilitation efforts continue to make substantial progress along fire lines and roads in the Live Oak Zone of the Zaca Fire.  Crews will continue rehabilitation on the Fremont fuel break near East Camino Cielo Road, which will be visible from Highway 154.     

Temperatures today are forecasted to be in the 100’s with winds from the west-southwest during the morning hours then turning northeast in the evening. Relative humidity levels are expected to be in the low teens.

Road closures and evacuations associated with the Live Oak fire suppression activities on the south have been lifted.  All areas and roads included within the Los Padres National Forest Closure Area remain closed to public entry, including the Snyder Trail, a popular mountain bike trail.

Subject shot during home invasion robbery
 
On 8/28/07, at about 12:31a.m., the Bakersfield Police Department received a
report of suspicious circumstances at a residence in the 5100 block of Kickapoo
Court.
 
When officers arrived they found Brent Leach (23), of Bakersfield, standing in
front of the residence.  Leach was found to be the victim of a gunshot to his
head.  He was transported to Kern Medical Center and is in critical condition.
 
Two other occupants of the home, Reyna Carreno (30), and Brady Blanquette
(21), both of Bakersfield, reported that two armed suspects entered the home
through an unlocked rear door.  The suspects demanded currency and marijuana
from the victims.  One of the suspects then shot Leach and they fled.
 
Officers located a large marijuana grow operation inside the home and it appears
at this time that this was the motive for the robbery.
 
Both suspects have been described as 
black males, 6’, thin to medium build, wearing dark clothing and bandanas
covering their faces.  Both were armed with handguns.

Headlines:
Due to successful firefighting efforts on the northeastern edge of the Zaca Fire, Highway 33 is entirely open to the public.  Please be mindful that there is the potential for fire equipment traffic along this route for the next few days and travel with caution.
The recommended evacuation in the area from Ozena north to the Ventura/Santa Barbara County line west of Highway 33 has been lifted. 

Current Situation:
Crews continue to make progress with rehabilitation efforts along fire lines and roads in the Live Oak Zone of the Zaca Fire.   In addition to rehabilitation work the Live Oak Zone will be monitored by aircraft. 

Monday’s higher humidity allowed fire suppression resources another day to improve fireline in the Brubaker Canyon area just west of Highway 33.  Today, a combination of ground and aerial resources will continue to construct fireline around the north end of the spot fire near Cuyama Peak.  Over the next three days, predicted lower relative humidity, higher temperatures and potential increased fire activity will test containment lines.  Aerial infrared photography will be used to identify hot spots and ground patrols will work to extinguish problem areas, primarily along completed fireline in the Sisquoc River drainage and the northern perimeter of the fire.    

Road closures and evacuations associated with the Live Oak fire suppression activities on the south have been lifted.  All areas and roads included within the Los Padres National Forest Closure Area remain closed to public entry; including the Snyder Trail, a popular mountain bike trail.

Highways, Forest Roads and Area Closures:
Highway 33 is entirely open to the public.
Happy Canyon Road is closed at the Los Padres National Forest boundary.
Figueroa Mountain Road is closed at the Los Padres National Forest boundary.
East Camino Cielo Road is open between Hwy 154 and Gibraltar Road.  East Camino Cielo is closed east of Gibraltar Road because it is within the Forest closure.
Paradise Road is open from Highway 154 to First Crossing Day Use Area.
The Zaca Fire Area Closure in Los Padres National Forest remains in effect. The closure includes lands in Santa Barbara, Ventura, and Kern Counties. Details:At about 11:30 this morning, deputies from the Sheriff's Mojave Substation responded to a report of
shots fired in the 15000 block of Myer Road in Mojave.  After arrival, an adult male was located in a field in
the area, deceased from what appeared to be gunshot wounds. 

Sheriff's homicide detectives responded and are currently investigating the incident.  At this time we do not
have any suspect information and it is unknown whether or not this is a gang related incident.

Arrest made in Caballeros Drive Homicide
 
Bakersfield Police have made two arrests in connection with the homicide of
Paulo Celio, which occurred on 8/26/07, in the 5200 block of Caballeros Drive.
 
On 8/26/07, at about 5:00 a.m., detectives arrested Victor Manuel Flores Torres,
(19), of Bakersfield, following interviews at the Bakersfield Police Department. 
Torres was arrested and booked into the Kern County Jail on charges of murder,
conspiracy, and assault with a deadly weapon.
 
On 8/27/07, at about 8:00 a.m., Ruben Bustamante, (20), of Bakersfield, who
was wanted for the murder of Celio, turned himself in to police at the downtown
Bakersfield Police Department.  Following interviews with detectives he will be
booked into the Kern County Jail on charges of murder, conspiracy, and assault
with a deadly weapon.
 
It has not yet been determined whether or not this incident is gang related.
 
The investigation is continuing.

Suspect arrested for the kidnapping of missing woman

On 08/25/07, at 9:30 a.m., Bakersfield Police arrested Alberto “Beto”
Vielma, in the 900 block of Water Street for the kidnapping of Ruviela
Salgado that occurred on 8/22/07.

Just after 9:00 a.m., this morning, Bakersfield Police were notified
that the victim, Salgado, had been dropped off at her residence in the
900 block of Water Street by Alberto Vielma and his brother, Rey Vielma.
 Police responded to the area and located Alberto Vielma and his brother
driving away in a vehicle.  A traffic stop was initiated and Alberto
Vielma was arrested without incident. 

Detectives have learned that both Alberto Vielma and Salgado had been in
northern California and only returned to Bakersfield this morning.
Detectives confirmed that Salgado was the victim of a kidnapping;
however, the investigation is continuing.

Salgado was not injured during the incident.  Rey Vielma was not
arrested and is not facing any charges related to this incident.

Alberto Vielma was booked into the Kern County Jail on 1 count of
kidnapping.

The Bakersfield Police Department is seeking the community’s assistance in
locating and identifying a suspect wanted for the 8/25/07 robbery of the Union
Bank, 2641 Oswell Street.
Detectives have obtained surveillance photos of the suspect.  He has been
described as a:
white male, 50 to 60, short gray hair, clean shaven,                & nbsp;       &n bsp;       &nb sp;       &nbs p;         ;  
wearing a blue-and-black plaid shirt.

Highway 33 from Wheeler Gorge to Quatal Canyon remains closed, except to residents.  Fire officials hope to reopen Highway 33 to thru traffic by 6 p.m. on Sunday, August 26, contingent upon fire behavior and fire fighting success. At times, residents from the Ozena area may not be able to access their homes when firing operations next to the highway would result in unsafe driving conditions. 

Current Situation:
Last night crews continued burning along the Brubaker Canyon Road until humidity became too high to successfully burn.  Firing operations were completed along the Cuyama River wash for a one quarter mile stretch north of Rancho Nuevo Canyon.  Today, crews will continue to build handline along the western perimeter of the fire north and south of the Sisquoc River.  Several interior islands of unburned vegetation will continue to burn producing large columns of smoke.  These islands do not threaten fireline integrity.

Natural resource advisors have begun to assess wildfire suppression rehabilitation needs and will begin rehabilitation work today.  A Cobra helicopter with infrared technology will be used today to detect hot spots within the fire area.

The Live Oak Zone has reached full containment and efforts continue to be focused on furthering rehabilitation and restoration of those areas affected by the fire and suppression activities. There was significant progress yesterday in rehabilitation efforts. Road closures and evacuations associated with the Live Oak fire suppression activities on the south side have been lifted, however, all areas and roads included within the Los Padres National Forest Closure Area remain closed to public entry.

State Highways, Forest Roads and Area Closures:
Hwy 33 between Wheeler Gorge and Quatal Canyon will be closed to all traffic until Sunday, August 26, except for residents.  See headline above.

Details:

At about 7:45 am today, a motorist notified a Rosamond Patrol Deputy of a man down in the driveway at 2675 25th Street West. The Deputy went to that address and found a white male in his 40's deceased
in the driveway. There was a small amount of blood on the man's arm and face, but no visible trauma. The man was last seen by other residents at that address at about 1:00 am this morning when he was
involved in an argument with one of them. It is unknown if the argument is related to the man's death. Homicide Detectives are on scene and the investigation is continuing.

Further details will be released when they become available. The man's identity will be released after next of kin have been located.

Today, crews will continue to build handline along the western perimeter of the fire north and south of the Sisquoc River.  Several interior islands of unburned vegetation will continue to burn producing large columns of smoke.  These islands do not threaten fireline integrity.
Natural Resource advisors have begun to assess wildfire suppression rehabilitation needs and will begin rehabilitation work today.  A Cobra helicopter with infra red technology will be used today to detect hot spots within the fire area.
There was significant progress in rehabilitation efforts in the Live Oak Zone of the Zaca Fire.  The Live Oak Zone has reached full containment and efforts continue to be focused on furthering rehabilitation and restoration of those areas affected by the fire and suppression activities. 

Road closures and evacuations associated with fire suppression activities have been lifted, however, all areas and roads included within the Los Padres National Forest Closure Area remain closed to public entry.

State Highways, Forest Roads and Area Closures:
•    Hwy 33 between Quatal Canyon to Ozena will be closed to all traffic until Sunday, August 26, except for residents.
•    Happy Canyon Road is closed at the Los Padres National Forest boundary.
•    Figueroa Mountain Road is closed at the Los Padres National Forest boundary.
•    East Camino Cielo Road is now open between Hwy 154 and Gibraltar Road.  East Camino Cielo is still closed east of Gibraltar Road because it is within the Forest closure.
•    Paradise Road is open from Highway 154 to First Crossing Day Use Area.
•    The Zaca Fire Area Closure in Los Padres National Forest remains in effect. The closure includes lands in Santa Barbara, Ventura, and Kern Counties. The expanded closure encompasses approximately 888,000 acres including the entire San Rafael, Matilija, and Chumash Wildernesses, a portion of the Sespe Wilderness, and adjacent national forest lands. Detailed information on the closure can be found at www.fs.fed.us/r5/lospadres or www.inciweb.org or at a Los Padres National Forest office.
Evacuations:
•    A PRECAUTIONARY EVACUATION is in effect for residents along the west side of Highway 33 from the Ventura/Santa Barbara County line to Pine Mountain Summit.
•    Recreation facilities along Paradise Road between Highway 154 and First Crossing, including Forest Service campgrounds and Rancho Oso Campground, are now open.  The Santa Ynez River Road, beyond the First Crossing and all associated recreation facilities are closed.

On the evening of 8-22-07, during a telephone conversation with a friend, Salgado said
she was forcibly taken from the Foods Co grocery store at 2505 Haley Street, Bakersfield. 
She said she was forced into her own car by her estranged boyfriend, identified as: 
 
Alberto “Beto” Vielma, hispanic male, 21, 2/17/86.  He is described as being 5’5”, thin
build, clean shaven, short black hair and brown eyes.  A photo is attached to this release.  
 
Salgado’s vehicle, the blue 2001 Ford Focus, 4-door, with white paper “City Auto Group”
plates, was recovered, in the area of E. California Ave. and Mount Vernon Ave, this
afternoon, 8/23/07.  
 
Detectives have identified a vehicle belonging to Vielma as a: 1999 white Honda Civic LX,
4-door, Ca. License #5XSJ145.  This vehicle is still outstanding.

Board Review of In-custody Death
 
A Critical Incident Review Board comprised of command staff of the Bakersfield
Police Department has reviewed the facts and circumstances surrounding the
arrest of Cecil Valenzuela on 5/22/07.  Valenzuela died while in custody on
5/24/07 at Kern Medical Center.      
 
The Critical Incident Review Board determined that the actions by the arresting
Bakersfield Police officers were determined to be within state and federal laws
and within department policy.

Details: On 8/22/07 personnel from the Kern County Sheriff's Office Major Violator Unit, Sheriffs SWAT Team
and STC H.I.D.T.A. Task Force conducted a marijuana suppression/eradication operation in the mountain
range of Orchard Peak north east of Cholame.

During the operation 2 suspects were arrested. Panfilo Villa age 36 of Arvin and Raymundo Ortiz age 32 of
Mexico were arrested for Cultivation of Marijuana, Conspiracy, and Possession of a firearm while committing
a felony. 3 firearms were seized. Over 2,900 Marijuana plants were seized and eradicated.  The street value
of the seizure is estimated at 7 million dollars.  Bail is set at $500,000.

Details: On 8/21/07 detectives from the Sheriff's Major Violator Unit concluded an investigation into the
distribution and sales of Heroin in the Bakersfield area. Major Violator Unit Detectives along with members
of the Sheriffs Special Operations Group, Sheriffs Gang Unit and Federal Drug Enforcement Agents arrested
Salvador Ayon age 22 of Bakersfield, Adrian Ayon Age 18 of Bakersfield, Ernesto Ayon age 26 of Poplar,
Reginaldo Ayon age 20 of Poplar and Jose Molina age 34 of Bakersfield for transportation, sales, and
conspiracy to distribute Heroin.

Molina was found in possession of a loaded handgun and was booked for an additional charge of being in
possession of a controlled substance while armed with a firearm. Approximately 1 ∏ pounds of Heroin was
seized. The Heroin has an approximate street value of $65,000. Bail is set at $250,000.

Details: On 5/24/2007, Cecil Wayne Valenzuela died at Kern Medical Center.  At the time of his death, Valenzuela was an inmate at the Kern County Sheriffs
Central Receiving Facility (CRF).  Valenzuela was arrested by officers of the Bakersfield Police Department on 5/22/2007 at 2019 hours in the area of Plymouth
Avenue and Harding Avenue in Oildale. 
The Robbery/Homicide unit of the Sheriffs Detective Division immediately undertook an investigation.  Detectives attended the autopsy and interviewed jail
medical and custodial staff, inmates who came into contact with Valenzuela while he was in custody, witnesses who saw the arrest, and Bakersfield Police
Officers who were involved in the arrest.
KSCO investigation has determined:
1)       Valenzuela did not receive any injuries while he was in the custody of the Sheriff.
2)       Valenzuela declined medical aid at Kern Medical Center and while being examined by nurses at CRF. 
3)       Bakersfield Police Officers had reason and authority to detain Valenzuela on the night of May 22, 2007.
4)       Valenzuela resisted the officers and attempted to flee from them.  Valenzuela was running from officers when the officers discharged a Electronic Control
Device (ECD) to stop Valenzuela from running.
5)       Valenzuela fell mid-stride and hit his face on the pavement.  He continued to struggle as the officers tried to control him.  The officers struck no blows during
the arrest.
