CONTACT: Fran Clader Media Relations Office (916) 657-7202 2555 First Avenue Sacramento, CA 95818 FOR IMMEDIATE RELEASE August 30, 2007 07-50 State Highway Patrol Leaders Urge Motorists to Stay Alive on I-5 this Labor Day Anyone driving dangerously or impaired this Labor Day weekend may find themselves being pulled over by a state trooper with a little extra hardware on his uniform. The heads of the California Highway Patrol (CHP), Oregon State Police (OSP) and Washington State Patrol (WSP) will join rank-and-file officers and troopers on interstate freeways and secondary highways as part of a national increased enforcement effort of crash-related violations. CHP Commissioner Mike Brown, OSP Superintendent Tim McLain and WSP Chief John R. Batiste will join their officers beginning on Friday, August 31, to kickoff the tri-state enforcement effort that extends through Monday, September 3, 2007. Coinciding with the national Operation C.A.R.E. (Combined Accident Reduction Effort) campaign, each agency’s mission will be an “all-hands” on the road approach to be visible and available during the extended holiday weekend. “We’re officers and troopers first,” said CHP Commissioner Brown. “I’m happy to get out on the road in an effort to save lives and emphasize that traffic safety, enforcement and service to the motoring public starts at the top.” The agency heads will focus their patrols on Interstate 5, which runs through all three states. “The same behaviors cause collisions, regardless of where you live,” said OSP Superintendent McLain. “Speeding and driving while distracted or impaired are huge contributing factors in traffic crashes. We hope the extra patrol presence and active enforcement can help prevent as many crashes as possible.” Other members of each agency’s command staff will be encouraged to work the road in their respective areas to put more visible, active patrol presence throughout each State. - more - “This is good for us, too,” said WSP Chief Batiste. “It gives us a chance to see things from the perspective of the troopers we lead.” During last year’s extended Labor Day Holiday weekend: In California, 46 people died in 30 separate traffic crashes In Oregon, 6 people died in four separate traffic crashes In Washington, 11 people died in 11separate traffic crashes With the extra enforcement presence on each State’s highways, motorists should watch for and yield to public safety personnel as they respond to emergencies and assist motorists along the states’ highways and streets. With one voice, all three leaders urged everyone to buckle up and emphasized the following safety tips for those traveling on their highways: Don't drink and drive. Report drunk drivers, call 9-1-1. Don’t Speed. Obey the posted speed limit and drive at a speed safe for conditions. Always use safety restraints and child safety seats correctly. Be watchful for emergency vehicles displaying required warning lights and using emergency equipment. Yield when required and maintain a safe distance when they are working on our highways. Get plenty of rest before starting out. Fatigued drivers are more frequent during holiday weekends because of increased travel and activity. Allow plenty of time to reach your destination. Expect the unexpected. Be informed and prepared when traveling on any of our highways. When traveling anywhere, plan ahead and taken known routes if possible. If considering a remote route that you have never traveled on, contact available road and weather condition phone number or Internet resources, or contact police or highway department officials for road information. Be aware that many road construction projects are underway. Even when workers are not present, all work zone speed limits still apply and fines double. Inactive work zones still have equipment, detours, and incomplete changes in the roadway so drivers need to slow down and be alert. All motorists play an important part in keeping our highways and city streets safe; immediately report aggressive, dangerous, and intoxicated drivers by calling 9-1-1. ###

Public Information Officer 661-326-3803 gterry@Bakersfieldpd.us For Immediate Release Tuesday, August 28, 2007 Subject shot during home invasion robbery On 8/28/07, at about 12:31a.m., the Bakersfield Police Department received a report of suspicious circumstances at a residence in the 5100 block of Kickapoo Court. When officers arrived they found Brent Leach (23), of Bakersfield, standing in front of the residence. Leach was found to be the victim of a gunshot to his head. He was transported to Kern Medical Center and is in critical condition. Two other occupants of the home, Reyna Carreno (30), and Brady Blanquette (21), both of Bakersfield, reported that two armed suspects entered the home through an unlocked rear door. The suspects demanded currency and marijuana from the victims. One of the suspects then shot Leach and they fled. Officers located a large marijuana grow operation inside the home and it appears at this time that this was the motive for the robbery. Both suspects have been described as black males, 6’, thin to medium build, wearing dark clothing and bandanas covering their faces. Both were armed with handguns. Anyone with information is asked to call Bakersfield Police at 661-327-7111 or Detective Bill Darbee at 661-326-3543. Current Situation: Yesterday’s higher humidity and aggressive fire suppression resulted in minimal change to the fire’s perimeter. Fire crews completed fireline around a large spot fire that started Friday in Brubaker Canyon and will continue building fireline today on a spot fire that started Saturday near Cuyama Peak. Both of these spots are located at the northeast corner of the fire, west of Highway 33. Aerial infrared photography and ground patrols will be used to identify and cool hot spots, primarily along completed fireline in the Sisquoc River drainage and the northern perimeter of the fire. Crews continue to make progress with rehabilitation efforts along fire lines and roads in the Live Oak Zone of the Zaca Fire. In addition to rehabilitation work the Live Oak Zone will be monitored by air. Road closures and evacuations associated with the Live Oak fire suppression activities on the south have been lifted. All areas and roads included within the Los Padres National Forest Closure Area remain closed to public entry; including the Snyder Trail, a popular mountain bike trail. Firing operations were completed along the Cuyama River wash for a one quarter mile stretch north of Rancho Nuevo Canyon. Today, crews will continue to build handline along the western perimeter of the fire north and south of the Sisquoc River. Several interior islands of unburned vegetation will continue to burn producing large columns of smoke. These islands do not threaten fireline integrity. Natural resource advisors have begun to assess wildfire suppression rehabilitation needs and will begin rehabilitation work today. A Cobra helicopter with infrared technology will be used today to detect hot spots within the fire area. The Live Oak Zone has reached full containment and efforts continue to be focused on furthering rehabilitation and restoration of those areas affected by the fire and suppression activities. Residents are required to carry identification to access areas within the road closure. Current Situation: On the northwest perimeter, the fire is well established in Foresters Leap Canyons on the north rim of Sisquoc Canyon. Incident Commanders are developing contingency plans for a backfire operation along the Cottonwood Road on Sierra Madre Ridge. On the northeast perimeter, the fire continues to be active in the Dick Smith Wilderness, one mile west of Highway 33. Today, the strategy is to continue a backfire operation from Cuyama Peak Road in Dry Canyon towards Highway 33 and a backfire operation from Highway 33 north to Ozena. These backfire operations are intended to provide a good secure line on the east perimeter of the fire in order to to stop the forward progress of the fire. Today as weather conditions permit, firefighting in the southeastern section of the Zaca Fire will continue along the Hildreth and Pendola Jeepways. Crews will continue to ignite vegetation along the jeepways to remove fuels between the fireline and the main fire. This firing operation is expected to begin early in the morning and last as long as weather conditions are favorable. Firefighting resources staged at the Ventura County Fairgrounds are creating and reopening fuelbreaks, clearing roads, and providing structure protection. The firefighters will also be available for initial attack for Ventura County and the Los Padres National Forest. Warmer and drier weather forecasted through Tuesday evening will challenge fire fighting efforts to complete the firelines. A fire weather watch has been issued due to low humidity. Forest, Road and Area Closures: • Hwy 33 between Wheeler Gorge and Ventucopa will be closed to all traffic except for residents. • Happy Canyon Road is closed at Los Padres National Forest boundary. • Figueroa Mountain Road is closed at the Los Padres National Forest boundary. • East Camino Cielo is closed between Painted Cave Road and Gibraltar Road due to fire equipment traffic. • Paradise Road is within the Evacuation Warning Area and is currently open to residents only. • The Zaca Fire Area Closure in Los Padres National Forest has been expanded to include additional lands in Santa Barbara, Ventura and Kern Counties. The expanded closure now encompasses approximately 888,000 acres including the entire San Rafael, Matilija and Chumash Wildernesses, a portion of the Sespe Wilderness and adjacent national forest lands. Detailed information on the closure can be found at www.fs.fed.us/r5/lospadres or www.inciweb.org or the Forest Service. Evacuations: • A PRECAUTIONARY EVACUATION for residents along the west side of Highway 33 from the Ventura/Santa Barbara County Line to Pine Mountain Summit. • The EVACUATION ORDER for Paradise Road residents, Los Prietos Boys Camp, and the Rancho Oso Guest Ranch has been downgraded to an EVACUATION WARNING. • An EVACUATION WARNING has been issued for East Camino Cielo Road from Gibraltar Road east to the Ventura County Line including Gibraltar Reservoir and Jameson Lake. • The Santa Ynez River Road campgrounds, day use areas and trailheads remain closed.

The meeting will begin at 7 pm. Current Situation: On the northern perimeter, firefighters have successfully completed 20 miles of backfiring to remove vegetation between the indirect fireline and the active portion of the fire in Sisquoc, Cliff and Sweetwater Canyons. Today, firefighters will continue to construct line on Sweetwater Ridge towards Sisquoc Canyon in order to stop the northwest progress of the fire in the San Rafael Wilderness. On the east perimeter, the fire is well established in Mono Canyon and continues to burn towards the Matilija Wilderness. A backfiring operation will begin near Three Sisters Peak. The active fire on the east perimeter is still 20 miles from Ojai and is burning within the indirect fire lines that the incident commanders have established to contain this fire. Hwy 33 between Ojai and Cuyama and the Lockwood Road may close Saturday while firefighters conduct a firing operation to secure the fireline on the eastern perimeter of the fire. The decision to close the road is dependent on fire activity. Incident Commanders are working with the California Highway Patrol in conjunction with Santa Barbara and Ventura County Sheriff Offices on a traffic closure plan. The fire is established in the Agua Caliente and Diablo Canyon drainages east of the Ogilvy Ranch and south of the Hildreth Jeep Trail. This has prompted fire officials to execute predetermined plans to utilize firing operations in the eastern area of the fire near the Ogilvy Ranch area. These firing operations are designed to keep firefighters ahead of the fire to remove unburned fuel. Contingency lines in the areas of Paradise Road, Camino Cielo Road, Camuesa Road, the Sierra Madre Ridge, Pendola Road, and the Matilija Wilderness are completed. These fuel breaks provide potential containment and may be used for firing operations in the event that changing conditions warrant such actions. Additional contingency efforts include improving the following fuelbreaks: Romero, Toro, Rincon, Oil, Santa Monica, Snowball, Chismahoo, and Rice-Wills. These fuelbreaks run west to east from Romero Canyon to Lake Casitas. Forest, Road and Area Closures: • Happy Canyon Road is closed at Los Padres National Forest boundary. The fire made runs in the Alamar drainage north and east of the 1997 Ogilvy fire. Firefighters continue taking advantage of the 10 year old Ogilvy fire by building fireline on the east side of the Don Victor Jeepway. Current strategies of direct attack will continue while fire managers review contingency plans and coordinate with the Command Team assigned to the north side of the fire. Weather conditions today will be a little cooler but still remain hot and dry. Firefighters are continuing with a backfiring operation to “burn out” vegetation between the fireline and main fire, which is actively burning in Sisquoc Canyon and Logan Canyon. A backfiring operation is in progress along Sierra Madre Ridge from Sweetwater Ridge to Highway 33. The firing operation is still 10 miles from Hwy 33. On the east perimeter, the fire is actively burning in the area of the Narrows in Mono Canyon and moving east towards the Matilija Wilderness. In the next couple of days, Hwy 33 may be impacted while firefighters conduct a firing operation to secure the firelines on the eastern perimeter of the fire. Fire Commanders are working with both the Santa Barbara and Ventura County Sheriff’s Department to develop a plan for traffic flow on Hwy 33. The Zaca Fire is still burning within indirect fire lines that incident commanders have established to contain it. Contingency lines in the areas of Paradise Road, Camuesa Road, Sierra Madre Ridge, Pendola Road, and the Matilija Wilderness are nearing completion. When completed, these lines will reduce the need for firing operations and will provide firefighters with other suppression options that may be needed in the event that changing conditions warrant such action. Forest, Road and Area Closures: Happy Canyon Road is closed at Los Padres National Forest boundary. Figueroa Mountain Road is closed at the Los Padres National Forest boundary. East Camino Cielo is closed between Painted Cave Road and Gibraltar Road due to fire equipment traffic. Paradise Road is within the Evacuation Warning Area and is currently open to residents only. The Los Padres National Forest expanded closure is in effect. It encompasses approximately 649,000 acres and is between Hwy 166 in northern Santa Barbara County and Highway 33 and Matilija Canyon in Ventura County. Detailed information on the closure can be found at HYPERLINK "http://www.fs.fed.us/r5/los... www.fs.fed.us/r5/lospadres or HYPERLINK "http://www.inciweb.org"... www.inciweb.org or your local Forest Service Office. Synopsis: Back to School Safety Tips
Details: This is a news release of the Kern County Sheriff's Office. Please do not contact the Sheriff's Communications Center. Date: Wednesday, August 15, 2007 Time: 7:18:57 AM Department contact: Ray Pruitt, Crime Prevention Coordinator Phone: 661-391-7559 Details: Back to School Safety Tips The new school year is right around the corner, and the adjustment to returning to school may take a few weeks. Returning to school can be fun and exciting, with every day bringing new experiences, but it can also be stressful for some children. Kids today are faced with far more than learning new material. Interacting with teachers and other students, bullying, peer pressure and school violence are just a few of the challenges children face. You can help prepare your children for the experiences they will face at school each day and help create a safer school environment. Read the following tips for advice on how to protect your children, and how to teach them to protect themselves. Getting to School: 1.Give yourself plenty of time as you and your children adjust to the new school schedule. 2.Map out a safe way for your children to walk to school or to the bus stop. 3.Work with other parents in the neighborhood to ensure that children in the neighborhood are supervised closely to and from school. 4.Point out places they should avoid, such as vacant lots, alleyways, and construction areas. 5.Teach your children to obey the rules of the road when walking or biking to school. 6.Encourage your children to use the "buddy system". 7.Teach your children to never speak to strangers, or go anywhere with a stranger, and let them know it's okay to report if a stranger tries to approach them. Bus Safety: 1.Make sure your children arrive at least five minutes early for the bus. 2.Make sure your children know to stand on the sidewalk while waiting for the bus. 3.Teach your children to make sure the bus driver can see them before walking in front of the bus, and to never walk behind a bus. 4.Be aware that bullying often happens on the bus. Ask your children about their bus rides, who they sit with, and what goes on in the bus. Encourage them to report any bullying behavior. After School: 1.Have your children check in with an adult as soon as they get home. 2.Show them how to properly lock all doors and windows. 3.Make sure they know to never open a door to a stranger. 4.Establish a set of rules; who can come over, when homework must be done, and any chores they must do before you get home. 5.Find a trusted neighbor who will allow your children to come over in case of an emergency. 6.Establish strict rules regarding Internet usage. At School: 1.Teach your children to resolve problems without fighting. 2.Encourage your children to report bullying behavior, either as a victim or a witness. 3.Ask school officials if Internet use is monitored closely. 4.Ask school officials about the safety and emergency plans for the school, all schools are required to have one. Bullying: 1.Listen to children and encourage them to talk about their day. 2.Take all complaints about bullying seriously, if you don't your child may not tell you next time. 3.Watch for symptoms such as withdrawal, a drop in grades, or new friends. 4.Notify the school immediately if you think your child is being bullied, and make sure the school investigates and takes action. 5.Praise your children when they are kind to others. 6.Teach children self- protection skills; how to walk and talk confidently, stay alert to their surroundings, and to stand up for themselves verbally. If you would like further information on school safety, or are interested in other crime prevention topics, please contact the Kern County Sheriff's Office Crime Prevention Unit at 661-391-7559.

An additional island may burn today as pockets of unburned fuel remain in the same area. These areas are being monitored and any necessary action will be taken should they pose a threat. Crews continued to make progress on the containment line in the Indian Creek drainage and continuing north along the eastern flank of the fire. Favorable wind conditions have enabled firefighters to build firelines with direct attack tactics as the fire progresses to the North and Northeast. Crews will continue these operations as long as they remain effective and safe. To date, over 120 miles of containment line have been completed by firefighters. Tanker 910, the converted DC-10, made two additional drops on the fire yesterday in support of the line construction process. Santa Barbara County announced a “Red Flag Alert” yesterday as a reminder to local residents to be fire safe. Additionally, residents are being asked to report any suspicious observations or concerns to 9-1-1. Last night, firefighters continued a backfire operation along the Sierra Madre Ridge from Sweetwater east towards Santa Barbara Canyon. The glow of the fire could be seen from Cuyama Valley. The active burning is still within the lines established to control this fire. Today, the fire will continue to be active in Logan, Alamar and Santa Barbara Canyon areas. Firefighters will continue to backfire along the indirect fire line established on Sierra Madre Ridge from Sweetwater Canyon towards Highway 33. The backfire operation is still 10 miles from Hwy 33. The active fire, burning in the interior, will continue to produce significant smoke and ash. The smoke and ash are not the result of the backfire operation. The Camino Cielo Fuel Break contingency line has been finished. Other contingency lines in the areas of Paradise, Camuesa Road, the Sierra Madre Ridge, Pendola Road, and the Matilija Wilderness are nearing completion. When completed, these lines will reduce the need for firing operations and will provide firefighters with other suppression options that may be needed in the event that changing conditions warrant such action. The backfire operation will continue for the next 5-7 days. Containment line has been constructed on the south side of the fire all the way to the Dick Smith Wilderness. Establishing containment line across the Indian Creek drainage and then continuing north, along the east flank of the fire is the highest priority for the firefighting organization. This firefighting strategy has been successful and has enabled the Live Oak Zone Incident Commanders to continue postponing a decision to conduct firing operations along Camuesa Road. Crews will continue direct attack operations as long as they remain effective and safe. The Camino Cielo Fuel Break contingency line has been finished. Other contingency lines in the areas of Paradise, Camuesa Road, the Sierra Madre Ridge, Pendola Road and the Matilija Wilderness are nearing completion. These lines will provide firefighters with suppression options that may be needed in the event that changing conditions warrant such action. Forest, Road and Area Closures: • Happy Canyon Road is closed at Los Padres National Forest boundary. • The Los Padres National Forest expanded closure is in effect. It encompasses approximately 649,000 acres and is between Hwy 166 in northern Santa Barbara County and Highway 33 and Matilija Canyon in Ventura County. Detailed information on the closure can be found at www.fs.fed.us/r5/lospadres or www.inciweb.org or your local Forest Service Office. Evacuations: • The EVACUATION ORDER for Paradise Road residents, Los Prietos Boys Camp, and the Rancho Oso Guest Ranch has been downgraded to an EVACUATION WARNING. • The Santa Ynez River Road campgrounds, day use areas and trailheads remain closed.

Public Information Officer 661-326-3803 gterry@Bakersfieldpd.us For Immediate Release Friday, August 10, 2007 “SECRET SHOPPER” SCAM The Bakersfield Police Department wants to inform the community of a recent scam that a citizen reported to us. The citizen received a cashier’s check and letter indicating that they had been selected to be a “secret shopper.” The victim was instructed to cash the $3,320 check and then make two wire transfers via Moneygram or Western Union to Canada and New York. The citizen was told to keep $180 to complete the “secret shopper” job and then contact the company to report on their experience. The victim truly believed that they had been selected as a “secret shopper” after calling the company and speaking to a person on the phone. When the victim attempted to negotiate the check an alert employee of a local check cashing business requested that they wait for the police. There appeared to be no attempt on the part of the victim to play a part in any fraud and they were released with a warning. The check was found to be counterfeit. The public should take notice that there are dozens, if not hundreds, of these types of scams currently being perpetrated against citizens across the country. There is one common thread; you are being asked to wire transfer money. The public should be aware that when money is wire transferred it can be picked up anywhere in the world, as long as the receiver has the correct transaction ID and password. Once money is sent, there is virtually no hope of recovering it, or tracking down the suspects. For more information on a variety of scams and frauds go to www.fraud.org.
