GREATER BAKERSFIELD CHAMBER OF COMMERCE

For those of you who were not in attendance at the GRC meeting this morning, I announced that my time with the Greater Bakersfield Chamber of Commerce is coming to and end.  Friday, October 12th will be my last day as a member of the GBCC team.  I have recently accepted the position of Administrative Analyst III in the Bakersfield City Manager's Office.

This new opportunity brings with it mixed emotions.  I am excited for this new challenge and the prospect of having a small role in the future of Bakersfield, but I will also miss the regular exchanges with the many extraordinary individuals that make up the membership of this fine organization.

Being a part of the GBCC staff for the past five-plus years has been an outstanding experience, one that has been integral to my evolution as an individual and as a professional.

I owe a great debt of gratitude to all of you who have shown me such strong support and encouragement over my time here at the GBCC...without it, opportunities like this would not be possible.  I look forward to continuing to build upon the strong relationships I have made here and to the new relationships I will forge working for the city.

With respect and appreciation,

Steven L. Teglia

Greater Bakersfield Chamber of Commerce

He was ordered (numerous times) to surrender but he refused.  Deputies entered the attic and found Kolt hiding in a crawl space where deputies could not reach him.  Kolt was again ordered numerous times to surrender but he refused.

Deputies deployed their taser on Kolt and he submitted to arrest.  Kolt was transported to KMC where he was medically cleared for the taser deployment.  He was booked into CRF for resisting arrest, possession of marijuana and the parole hold.

Friday, September 28, 2007 at 1310 hrs (1:10 p.m. PDT) a two alarm blaze  was responded to by the Bakersfield FIRE Department consisting of  6 engines, 2 ladder trucks, 2 squads, 2 battalion chiefs, 1 arson unit and various support units. First arriving BFD companies reported heavy fire involving an entire 1600 sq.ft. house and significant involvement to an adjacent home.

A second alarm was called upon arrival of the battalion chief. Bakersfield City FIRE crews deployed lines to the second home to stop the progress of the fire. Aggressive interior attach stopped the fire in the attic. Salvaging operations saved most of the contents of the second home though some water damage was reported. The first home of involvement was vacant at the time and was unsecured. A systematic search of both homes was done in search of victims, but none were found.

819 Deanna sustained major damage. No one was living in the home, but personal belongings of the previous resident were completely destroyed. 817 Deanna sustained structural damage and loss of the roof.

One civilian bystander became overheated and agitated by the fire and was treated at the scene but not transported. The fire is currently under investigation by the Bakersfield FIRE Department Arson Units.

Damage estimates for both homes is in the range of $275,000.

Incident Name:    Richfield    Case No.:    07-27791
        & nbsp;    Date:    September 20, 2007    Time:    2:47 a.m.
& nbsp;    Location:    1334 Richfield Avenue, Rosamond
        & nbsp;    Type:    Structure Fire
Incident Commander:    Company 15, Epps
KCFD Resources:    Engines 14 (Mojave), 15 (Rosamond), Battalion 1, Prevention 6
Assisting Agencies:    California City Fire E-190, L.A. County Fire E-130 (Lancaster)
Total Personnel:    13
Property Loss:    $300,000 (estimated)
Acres Burned:

Cause:
Suspected electrical fire in the attic.

Incident Summary:
A structure fire in Rosamond this morning challenged desert firefighters and caused extensive damage to a home.  At 2:47 a.m., fire units from Rosamond, Mojave, California City and Lancaster responded to the blaze located at 1334 Richfield Avenue.  When Engine 15 from the Rosamond station arrived, the 1400 square foot home was more than 40% engulfed with heavy fire coming from the garage and attic.  Captain Epps of E-15 made immediate contact with the occupants of the home and was assured all were safely out of harms way.  The crew then deployed fire hoses and established a water supply from a nearby fire hydrant.  An aggressive attack was initiated as firefighters attempted to stop the fire from spreading to the remainder of the house.  As the structure weakened, the roof began collapsing and heavy roof tiles struck several firefighters below.  The flames quickly became so intense that a decision was made to use a heavy water stream flowing up to 1,000 gallons per minute.  As additional units arrived the fire spread was stopped after about 20 minutes of intense firefighting.  About 75% of the home and contents was destroyed along with a car and small boat.
The six members of the family living at the home were awakened and alerted of the fire by a smoke alarm.  Because the home was equipped with an adequate number of functioning smoke alarms providing early detection and warning, the damage caused by this fire was limited to material items and no injuries occurred.
It is highly recommended that all residential structures be equipped with smoke alarms placed in all sleeping rooms and in areas near the bedrooms such as hallways and at the top of stairways.  Smoke alarms must be maintained properly and batteries should be changed twice per year.  Follow the maintenance advice provided by the manufacturer to ensure proper function.
     The family will be staying with nearby relatives.      &nb sp;

later died from her injuries.

The initial investigation showed that the victim had been shot at another location and then transported to the
Walgreen's by another unidentified woman. Because it appears that the actual shooting occurred outside
the Tehachapi City limits, the Tehachapi Police notified the Kern County Sheriff's Office.

Sheriff's homicide detectives responded and are currently conducting an investigation.

Details:  At 10:25 PM on 8/26/2007 hours, deputies responded to a report of  illegal shooting from a vehicle in
the area of Barlow and Lake Streets. A witness described the vehicle as a brown Honda. Deputies checked
the area but the suspect vehicle was not located.

At 10:45 PM, deputies Grimes and Jauch were in the area of Barlow and Monterey and heard gunshots
coming from the Niles Street area. They saw a brown Honda going west on Niles St. past Barlow. They
caught up to the vehicle at 2615 Monterey St where the vehicle stopped and three men fled into the
neighborhood. One of the suspects pointed what appeared to be a handgun at Deputy Jauch. Deputies
Grimes and Jauch apprehended two of the suspects with the assistance of their K-9 partners. One gun was
located. Neither of these two suspects were the person who had pointed the firearm at Deputy Jauch.  The
third suspect was not immediately located. A perimeter was established and Deputies began searching the
area and requested assistance from the Bakersfield Police Department for an additional K-9. Deputies and
Police Officers searched the area with the assistance of the Sheriff's helicopter.

A 911 call from the occupant at 2604 Monterey advised there was a subject in the backyard of that residence
who was armed with a gun.  At 00:06 am, Deputy Dunbier located the third suspect, later identified as German
Saravia Cohen under camper shell in the backyard of 2602 Lake Street.  Dunbier advised the responding
officers that Cohen was armed with a handgun. Deputies and Officers arrived to assist.

Deputies and Officers attempted to negotiate with Cohen who refused to comply. Sgt. Fowler (KCSO) is in the
yard and asks for a taser to be deployed. Negotiations continued with Cohen who refuses to comply. Cohen
remained lying on his back with the handgun in his right hand, which was lying across his chest. After
approximately 3:36 of negotiations, Cohen removed the gun from his chest and made a motion as if to bring
the weapon into a firing position, pointing in the direction of the officers. 7 officers from the Bakersfield Police
Department fired a total of 62 rounds at Cohen. 4 Kern County Sheriff's deputies fired a total of 42 rounds at
Cohen.  Cohen was mortally wounded.

The Kern County Sheriff's deputies who discharged their firearms and their years of service are:
Deputy Michael Blue, 3 years;
Deputy Justin Weidenkopf, 1 year;
Deputy Charles Moore, 1.5 years;
Sgt. John Fowler, 22 years.

The two other suspects, identified as ANTONIO VILLA RIBERA and GERARDO CHAVEZ VALENCIA were
interviewed. One cooperated and admitted that all three suspects had been shooting out of the vehicle.
Both were arrested and booked for PC 187 (murder), 246.3 (reckless discharge of a firearm) and 148
(resisting arrest).

On 9/06/2007 a shooting review board was convened to review the use of force.  The board consisted of
Chief Deputies Willy Wahl, Craig Porter, and Keith Nelson, Commander Kirk Foster, and Lieutenant Kenny
Williams.  The board determined that the deputies involved acted with the law and policy.  Sheriff Donny
Youngblood reviewed the findings of the board and concurred with the board.  The actions of the Bakersfield
Police personnel involved in the shooting were reviewed separately by the Bakersfield Police Department
review board.

This chaotic and very dangerous situation unfolded rapidly.  Each of the involved officers was focused on
the armed suspect and the immediate threat posed to the officers and the community.  They were not
focused on the other officers and individually were unaware of how many officers were actually on the scene.
Each officer exercised independent judgment and acted within training and the law to incapacitate the threat
to public safety.

A .wav file of the Sheriff's radio traffic relative to this incident is attached to this news release.

Total Personnel Assigned:  988

Current Situation:

The Zaca Fire is now fully contained.  A fire is considered contained when a line has been completed around the fire, and any associated spot fires, which can reasonably be expected to stop the fire’s spread.  A fire is considered “controlled” when the containment lines can reasonably be expected to hold under the foreseeable conditions.  The Zaca Fire is not expected to be controlled for at least several more weeks.
Firefighters will maintain a 500-foot wide perimeter in which all residual fire will be extinguished. Interior islands of unburned fuel will continue to put up visible columns of smoke until the area receives rain or prolonged higher humidity.  Aircraft using infrared photography will assist in monitoring the fire.  .
Rehabilitation of fire control lines is expected to be completed by September 7.  A Burned Area Emergency Response (BAER) team continues assessing the fire’s impacts to the national forest and will recommend measures to prevent additional damages to roads, trails and drainages.

Highways, Forest Roads and Area Closures:

Due to continuing hazards in the fire area, the Zaca Fire Area Closure in Los Padres National Forest remains in effect.   The closure extends roughly from Highway 166 to Highway 33.  A map and detailed information are available at www.fs.fed.us/r5/lospadres or www.inciweb.org, or at Forest Service offices.  The Forest Service will reduce the closure when public safety can be assured.
Happy Canyon Road is closed at the Los Padres National Forest boundary.
Figueroa Mountain Road is closed at the Los Padres National Forest boundary.
East Camino Cielo Road is open between Hwy 154 and Gibraltar Road.
East Camino Cielo is closed east of Gibraltar Road because it is within the Forest closure.
Paradise Road is open from Highway 154 to the First Crossing Day Use Area.  Recreation facilities along Paradise Road between Highway 154 and First Crossing, including Forest Service campgrounds and Rancho Oso Campground, are now open.  The First Crossing Day Use Area is closed.  The Santa Ynez River Road, beyond the First Crossing and all associated recreation facilities are closed.

This will be the last update from the Zaca Fire unless
conditions change and fire activity increases.
