The suspects were found in possession of 1165 pirated DVD's while driving on Interstate 5 near Buttonwillow. The suspects were arraigned this afternoon in the Shafter Superior court on case number SF-014210. The defendants are: Nemecio Camacho Paz (51 years old), Eric Sanchez Paz (29 years old), and Felipe Sanchez Paz (18 years old). All three have an address in Los Angeles. The closure is temporary and will be lifted when conditions improve. According to Forest Supervisor Peggy Hernandez, the forest to date has received less than an inch of rain in most areas, less than half of what is normally required to exit “high fire season” and lift fire restrictions. “We are experiencing extremely dry conditions across the forest and another wind event is predicted for this coming weekend,” explained Hernandez. “In addition, many of our firefighting resources are assisting with fires in southern California, and while some resources have arrived from out of state to assist us, our ability to respond to new fires is affected. I know people are eager to get back into the forest, but their safety and the safety of Forest Service personnel must be my first priority,” she added. Under the temporary forest closure going into or being upon all National Forest System lands, roads, or trails within the Los Padres National Forest is prohibited. Violators are subject to fines and/or possible arrest. County roads and state highways in the forest are open to through traffic. Bakersfield Police Department News Release
October 29, 2007 Detective Mary DeGeare 661-326-3826 Bakersfield Police are investigating a serious injury accident which occurred this morning at 10:00 a.m. at the intersection of California Avenue and Mervyns Place. Investigation revealed David Gutierrez 27 of Bakersfield was driving his white 2001 GMC truck west on California Avenue. Gutierrez ran the red light at Mervyns Place and collided with a blue 2005 Honda Civic turning left onto California Avenue from Mervyns Place driven by Hilda Pereira 55 of Bakersfield. Pereira and her 4 year old male passenger received minor injuries and were taken to Kern Medical Center. Pereira’s front seat passenger was seriously injured and transported to Mercy Hospital. Gutierrez was not injured.

Date: Monday, October 29, 2007 Time: 10:07:51 AM Department contact: Ray Pruitt, Crime Prevention Coordinator Phone: 661-391-7559 Details: On Saturday November 3, 2007, the Kern County Sheriff's Office headquarters facility will be open to Boy Scouts and Girl Scouts from throughout Kern County for the tenth annual "Scouting Day at the Sheriff's Office". The event will be held from 10:00 a.m. to 2:00 p.m. at 1350 Norris Road in Bakersfield. Sheriff Donny Youngblood is inviting Kern County scouts to tour department headquarters and learn more about law enforcement. Scouts will have an opportunity to view Sheriff's Office equipment and vehicles. Some of the specialized units participating include S.W.A.T., Air Support, Search and Rescue, Mounted Patrol, Technical Investigations, K-9, Bomb Squad, S.E.R.T., Detentions, Gang Unit, Crime Prevention, Citizens Service Unit, and the Explorer Unit. The Sheriff's Reserves will also be hosting a free hot dog lunch from 11:30 a.m. to 1:00 p.m. Members of these specialized units will be on hand to meet with scouts, answer questions and display the specialized equipment used by many of our deputies. This event was organized in response to numerous requests for facility tours by scouting troops. The media is encouraged to attend. Date: Monday, October 29, 2007 Time: 12:19:46 AM Department contact: Sergeant Ed Komin Phone: (661) 303-4592 Details: On October 28, 2007 at approximately 7:50 pm Deputies were summoned to an apartment in the 800 block of Roberts Lane. This was in regards to a male subject diagnosed as being schizophrenic, consuming alcohol, and in possession of a knife. When Deputies arrived at the apartment they located the male subject in a bedroom holding a fix bladed knife to his neck. The male subject would not comply with the repeated commands of the Deputies at the scene to drop the knife. For their safety along with the safety and protection of others, Deputies deployed a taser at the male subject. Just as the Deputies deployed the taser, the male subject was able to pierce his neck with the knife he had been holding. The male subject was transported to Kern Medical Center by ambulance for treatment of his self inflicted injury. He later pronounced deceased by medical staff of the hospital. According to District Ranger Rick Larson, George Bowen from the Kern River Ranger District is the first Forest Service recipient to be honored for this prestigious award. Firefighters from Bureau of Land Management and Kern County Fire Department will also be recognized at the event. “George instills the highest degree of professionalism with his co-workers, local cooperators, permittees and public contacts. He is known as an employee who can be counted on to get the job done and get it done safely,” Larson said. Bowen has earned the respect of his peers in the fire organization for his ability to act decisively under pressure ensuring firefighter and public safety on any type of wildland response, he added. Bowen began his Forest Service career in 1992, working as a firefighter on the Blackrock fire engine located in a remote area of the Kern Plateau on the Sequoia National Forest. After three years, he moved over to Helicopter 523 as a helitack crewmember, based in Kernville, CA. In 1999, he was accepted into the Forest Service Firefighter Academy at McClellan, CA where he participated in an extensive firefighter training program. From there he worked on a fuels crew conducting prescribed burns, performing forest fuels treatment and firefighting. In 2000, he was hired on the Horse Meadow Hotshot Crew, an elite 20-person firefighting hand crew, which travels all over the United States on fire assignments. He returned to the helitack crew during the 2001-2002 fire seasons. Throughout his years on hotshot and helitack crews, Bowen has traveled to Montana, Idaho, Oregon, Oklahoma, Texas, Colorado, Utah, New Mexico, Arizona and Tennessee. In 2003, he was promoted to Patrol 57 (now Patrol 48) as a fire prevention technician based at Lake Isabella. Some of Bowen’s responsibilities include fire prevention education, initial attack on fires, serving as an emergency responder, conducting fire investigations, law enforcement, public contact work, and assisting other resource shops. While his primary purpose is fire prevention education, initial attack and suppressing wildland fires for the protection of national forest resources, Bowen exemplifies the real mission of the Forest Service by serving the public respectfully with a professional approach to the job. He is a familiar sight patrolling around the shores of Lake Isabella in his fire truck as he continues to educate and help ensure the safety of forest visitors. He is an avid supporter of the various law enforcement and local fire agencies and has assisted on numerous emergency responses and initial attack fires working side by side with Forest Service cooperators. Date: Friday, October 26, 2007 Time: 1:06:20 PM Department contact: PIO Phone: Details: On Friday, October 26th, at about 9:30 am, the Sheriff's Special Operations Group, along with State Parole officers, served a search warrant for narcotics, at 1506 West Drive in east Bakersfield. The officers found several small packages of suspected tar heroin, and suspected cocaine base. Elizabeth Marie Anderson, a.k.a. Monique Ragsdale, Black female 27 years, was arrested for possession of heroin for the purpose of sales, and for possession of cocaine base for the purpose of sales. Brian Lee Corn, Black male 20 years, was arrested for an outstanding felony warrant, charging him with possession of a deadly weapon. Both subjects were booked into the Kern County Jail.
Today (10/26/07) at 0920 hours, a 13 year old female was at the GET bus stop at Stockdale Hwy. and California Ave. She was appraoched by a Hispanic male adult who grabbed her arm in an apparent abduction attempt. The girl escaped, notified and told her mother who called police.The suspect is described as a Hispanic male in his 40's, approx. 5'-9", stocky build, shaved head, thick mustache and a tattoo of red lips on his neck (possibly right side of neck). He was wearing a white T-shirt and blue jeans. He was driving a newer, white, GMC pick-up truck, raised, with tinted windows. Officers are in the area looking for the suspect and any additional evidence. Anyone with information is urged to call the Bakersfield Police Department at 327-7111.

Date: Friday, October 26, 2007 Time: 9:38:09 AM Department contact: Sgt Ed Komin Phone: 303-4592 Details: Sheriff's Detectives have recently been made aware of numerous fraud complaints. It seems that several Bakersfield area residents have been contacted via the internet with a job offer that involves depositing checks into his or her personal account and then forwarding the money to a third party in another country, typically somewhere in Europe or Canada. The check is later found to be fraudulent and the victim suffers the loss of the forwarded money. We have also received several reports of a similar scam wherein the victim is told that they have won a lottery somewhere outside of the United States. The victim then receives his or her winnings in the form of a check. The victim is instructed to deposit the check and then send some money to a third party outside of the United States for taxes, handling fees or similar charges. Of course the check is later determined to be fraudulent and the victim suffers the loss of the sent money. Neither of these scams are new and have been perpetrated throughout the United States for years. The public is reminded that no one wins a lottery that he or she never entered and people should never send money to anyone he or she does not know, especially when that person is outside of the country. Since the winds have calmed, significant progress has been made in containing the 58,396 acre Ranch Fire. It is now considered 87% contained and fire managers are planning for full containment on Tuesday, October 30. The estimated control date has been extended by 5 days to allow for mopping up in inaccessible areas of low threat. If everything goes according to plan, the Ranch Fire should be fully controlled on November 5. Management responsibilities will transition from California Interagency Incident Management Team 3 (Jeanne Pincha-Tulley, Incident Commander) to the Angeles National Forest on Saturday, October 27 at 6pm. Activity Today. Today, crews will continue to construct fire line and mop up hot spots in the south western finger of the Ranch Fire. Yesterday, crews were busy hand constructing fire line in the western part of the fire area. Most of the smoke and heat is located in a western ‘finger’ of the fire northeast of the town of Fillmore. A NASA unmanned aerial system infrared flight was flown and supported this observation. Forest Closures. As a result of extreme fire activity, the Angeles and Los Padres National Forests have implemented forest wide closures. All evacuations from the Ranch Fire within Los Angeles and Ventura Counties have been lifted. Residents are now allowed back into their neighborhoods but are urged to remain cautious and should keep informed about current conditions. The fire has not crossed highway 126 nor has it progressed any closer to the communities of Piru and Fillmore. The Incident Command Post is located at Castaic Park. The fire is under the command of California Interagency Incident Management Team 3, Jeanne Pincha-Tulley commanding. History. The Ranch Fire started October 20th at 9:42 pm near Townsend Peak, southwest of Templin Highway and Interstate 5, in the Angeles National Forest. Fire Facts. There are 492 people assigned to the fire along with 9 fire engines, 6 dozers, 12 water tenders, 9 twenty-person hand crews and 3 helicopters. Over the last ten years, 2,324 fires have burned a total of 201,914 acres on the Angeles NF; some areas, mostly along roadsides, have burned multiple times in the past decade. Fire Danger Levels (FDLs) on the Angeles NF are based on environmental conditions such as weather and fuel moisture in vegetation and on human factors such as availability of firefighting resources and national forest visitation (for example, busy holiday weekends increase the chances of a human-caused fire.) Projected Movement No fire movement anticipated. Growth Potential Due to the decreased wind speed, and rising relative humidity, the growth potential is considered to be low. Terrain Difficulty The difficulty of the terrain is extreme, due to steep slopes and inaccessible terrain. Remarks The prospects for containment of the fire in the near term are very promising. Bakersfield FIRE Department Firefighters were deployed earlier this week as part of several State
of California Office of Emergency Services (OES) Firefighting Strike Teams sent to assist with operations related to multiple wild fires threatening southern California communities. Current BFD deployments include: Strike Team 5029A: BFD OES Engine 299 assigned to Branch II, Division Z of the “Harris Fire” in San Diego County, just north of the Mexican border. Strike Team 5026A: BFD Engine 8 assigned to the “Grass Valley Fire” near the San Bernardino County mountain community of Lake Arrowhead. Other BFD Firefighters are on standby as part of the Central Coast Interagency Management Team 7, recently assigned to the Sedgwick Fire in Santa Barbara County, near Lake Cachuma in the Los Padres National Forest. There are currently a total of eight (8) BFD Firefighters deployed. & nbsp; HUNDREDS OF FOREST SERVICE FIREFIGHTERS ASSIST & nbsp; SUPPRESSION EFFORTS IN SOUTHERN CALIFORNIA SEQUOIA NATIONAL FOREST, CA … Currently there are thirteen active fires burning more than 460,000 acres in Southern California including two on the San Bernadino National Forest, and one each on the Angeles and Cleveland National Forests. Porterville Organized Crews are assisting in the firefight with eleven of the thirteen 20-person crews currently assigned to various Southern California fires. Forest Service personnel accompany these crews on the fireline, most are from the Sequoia National Forest. Four 20-person hotshot crews and eleven fire engines from the Sequoia National Forest were dispatched to the fire along with a federally contracted air attack plane and air tanker out of the Porterville Air Attack Base. A dozen additional overhead resources are supporting suppression efforts, and several Sequoia personnel are in route to help in rehabilitation efforts once the fires are contained. Locally, Sequoia National Forest and Giant Sequoia National Monument resources and support staff committed to the firefight in Southern California include over 375 people. Nationally, U.S. Forest Service resources committed to the firefight in Southern California include: 44 Crews, 10 Helicopters, 103 Engines, 5 Dozers, 9 Water Tenders, and over 250 Overhead (field and support staff) for a total of 1,604 U.S. Forest Service personnel. The Chief of the Forest Service, Gail Kimbell, was in Southern California yesterday touring several of the fires and visiting the site of the Santa Clara Mojave Rivers Ranger District Office, which was destroyed in the Buckweed Fire on October 21, 2007. There is no real trick to making Halloween a treat for the whole family. The major dangers are not from witches or goblins, but rather from falls and vehicle/pedestrian collisions. Another major concern is what your children are given and how to identify candy that has been tampered with. Follow these simple tips to make Halloween safe and fun: Parents: 1. Make sure your children eat a good dinner before going out. 2. Make sure children are properly supervised while out. 3. Make sure your children trick or treat in a group. 4. Children 12 years and younger should be accompanied by an adult. 5. Tell your children to never go into a stranger's house. 6. Tell your children to stay out of the street while walking. 7. Choose a costume that is brightly colored and easy to see in the dark. 8. Tell your children to not eat any candy until they bring it home. 9. Carefully inspect all food and candy before letting your child eat it (when in doubt, throw it out). Trick or Treater's: 1. Carry a flashlight. 2. Stay on sidewalks. 3. Stay in familiar neighborhoods. 4. Make sure your costume fits you well. 5. Approach only houses that are well lit. 6. Walk from house to house, don't run. 7. Never take shortcuts, such as alleyways or empty fields. 8. Don't eat anything until your parents have had a chance to inspect it. Children should also know the basics, such as their phone number and address in case of an emergency, and how to react if a stranger tries to approach them. If your child is late returning home or you cannot locate your child, immediately call 9-1-1 and report it to local law enforcement. Arrest in narcotic investigation On Wednesday, 10-24-07, the Bakersfield Police Department Narcotics Detail executed a search warrant at a residence in the 7900 block of Laurelglen Blvd. This was in regards to a several weeks long investigation into the distribution of “rock” cocaine. Detectives seized $1,100.00 in cash, two stolen firearms, a .40 caliber pistol and a 9mm pistol, along with approximately 1 1⁄2 pounds of “rock” cocaine with an estimated street value of approximately $60,000. The suspect, Jerry Bowen (29), of Bakersfield, was arrested for possession of “rock” cocaine for sale, manufacturing of “rock” cocaine, felon in possession of a firearm, and gang participation. He was booked into the Kern County Jail. The investigation is continuing.

Date: Wednesday, October 24, 2007 Time: 12:36:53 PM Department contact: Phone: Department contact: Sergeant Ed Komin Phone: (661) 303-4592 Details: On October 23, 2007 at approximately 4:30 pm a State Parole Officer was driving in the alleyway of the 700 block of Wisteria Street in Oildale and noticed a male subject seated in a parked vehicle, which was in a residential neighborhood with children nearby. As the Officer drove by the vehicle he saw that the male occupant was disrobed from the waist down and masturbating. The Officer stopped and detained the male subject, who was identified as Burton William Evankovich, 28 years of age from Bakersfield. The Officer also learned that Burton William Evankovich was on probation status with the Kern County Probation Department for a drug related conviction. Detectives of the Kern County Sheriff's Office and Officers of the Kern County Probation Department were contacted and assisted in the investigation. In the search of the vehicle of Burton William Evankovich a portable DVD player was found playing a pornographic video. Also located was approximately 132 grams of suspected marijuana that was packaged for the purpose of sales, along with scales, packaging material, currency along with an electronic shocking device and a weapon commonly referred to a "slungshot". Burton William Evankovich was arrested for a possession of marijuana for the purpose of sales and a probation violation at the scene. The Detectives of S.A.A.I.U of the Sheriff's Office may also seek additional charges of Burton William Evankovich upon completion of the investigation. News Release prepared by: Sergeant J.R. This new piece of safety equipment greatly increases the SWAT team's capabilities in that it offers ballistic protection, mobility in hazardous environments, citizen/officer rescue capabilities and many others. The sheriff's office would like to invite members of the media to a press conference to be held at the Sheriff's Headquarters Facility (1350 Norris Rd) on Thursday, October 25 at 9:00AM. The national focus on student achievement mirrors our own vision of being an institution centered on student learning and community engagement. CSUB concurrently is employing several tools for self-assessment and achievement, including our strategic planning process, our Foundations of Excellence in the First College Year collaboration with Bakersfield College, and our WASC reaccreditation process. These assessments will allow us to link our vision, mission, and strategic goals to student learning outcomes so that we graduate students whose critical learning well equips them for the 21st century workforce and for leadership in our diverse communities. Western Association of Schools and Colleges (WASC) Accreditation Phase II of the reaccreditation is the Capacity and Preparatory Review which will take place in fall 2009. For this review, the University must demonstrate our institutional capacity to meet student learning and community engagement outcomes through university alignment and campus culture. It was a good discussion of various perspectives on the budget including the difficulty of comparisons with other campuses, given differences in the categorization of some budget items. We all agreed that transparency allows everyone to have a more complete understanding of our budget and the relevant context. The 2007-08 academic year presents many significant budget challenges and difficult choices. By continuing to work together we can assure that our collective efforts will result in a balanced campus budget while preserving our shared commitment to academic excellence. The next University Council meeting is scheduled for November 16, 2007 from 2:00 - 3:00 p.m. in the Albertson Room. Multi-Agency Narcotic Investigation
On 10/19/07, the Bakersfield Police Department Narcotics unit along with the Drug Enforcement Administration (Bakersfield Office) completed a 2 1/2 month long investigation regarding the distribution of PCP (Phencyclidine) to Bakersfield. A search warrant was executed in Bakersfield which led to additional search warrants being executed in Modesto, Elk Grove, and San Jose, California. Officers were assisted in this investigation by members of the San Jose Police Department, the Santa Clara County District Attorney’s Office, and the San Jose and Sacramento offices of the Drug Enforcement Administration. Officers seized two clandestine laboratories for the production of PCP (one in Elk Grove and one in San Jose). The laboratories were capable of producing between 10 and 15 pounds of crystal PCP per session or cook. Approximately 4.5 pounds of crystal PCP with a street value of approximately $400,000 was seized along with $9000 in cash. Arrested in connection with the investigation were Paul Hernandez, (51) of Modesto and Manual Ureta, (45) of San Jose. Supervisor Hernandez stated that the closure, which is effective as of today, is necessary in order to protect public health and safety, and will be in effect until extreme fire and weather conditions subside. Private property owners within the forest are exempt from this order, as are individuals or organizations holding special use permits within the forest. While the closure is in effect, going into or being upon National Forest System lands, roads, or trails within the Los Padres National Forest will not be allowed. Violators will be subject to fines and/or possible arrest. County roads and state highways which run through the forest will remain open to through traffic. Drivers are urged to use caution and to be aware of possible fire activity in the area. Deputy Kruse located and arrested 35 yr. old Randy, Matthew, Peraza at 1005 Buena Vista St, Taft on a warrant out of Texas charging Peraza with the robbery of a bank in Port Stockton. Peraza was identified as the suspect in the bank robbery through forensic evidence. Deputy Kruse was able to take a detailed statement from Peraza regarding the robbery. Peraza was booked at CRF on the warrant and a CDC parole hold.

Crime Free Multi Housing Training Contact: Carina Ortiz 661-326-3052 If you own rental property in Kern County be sure to attend the Bakersfield Police Department’s Crime Free Multi Housing Training for landlords and managers on Tuesday, November 6th, from 7:30 a.m. to 4:30 p.m. at the Bakersfield Police westside substation, 1301 Buena Vista Road. Over 240 people have been certified in the program since November of 2004. The free training will include fourteen topics related to effective property management, impacting crime as well as creating safe and secure rental property. The Crime Free Multi-Housing Program is recognized by law enforcement agencies across the nation and those attending will receive their certification in this prestigious crime prevention program. Rental properties with certified managers will be eligible to also receive additional certification in other phases of the program and owners can then advertise and post their property with the Crime Free signs and logo. In many other areas of California the properties fully certified in the program are in high demand and sought out by renters. Reservations are required and can be made by contacting the Bakersfield Police Department’s Crime Prevention Unit at 326-3052.

If favorable weather and wind conditions persist, fire officials expect to have full containment within the next 24 hours to 48 hours. An Evacuation Warning for the Woodstock Community area remains in effect until further notice, although fire officials will be evaluating the status of the Evacuation Warning later today. An Evacuation Warning means residents in the affected areas should be prepared to evacuate if necessary due to changing conditions as determined by fire officials. Woodstock is a rural community area of about 400 homes and other structures on small and large ranches or estate properties. The area is east of the community of Los Olivos off Highway 154 and is bounded by Figueroa Mountain Road, Roblar and Brinkerhoff. Fire officials are asking motorists to use caution while driving on Highway 154 and Highway 246 due to emergency equipment that is moving through the area. The Santa Barbara County Fire Department, with assistance from Cal Fire, is working in a unified command with the U.S. Forest Service in response to the Sedgwick Fire. Cal Fire is the state Department of Forestry and Fire Protection. -more- 2-2-2/SEDGWICK FIRE UPDATE 1:00 P.M., OCTOBER 22, 2007 Approximately 500 firefighters have been working on the ground along with a variety of airplanes and helicopters to contain the fire that is burning primarily in UC Santa Barbara’s Sedgwick Reserve area. Fire officials, however, are anticipating that as they get the upper hand on the Sedgwick Fire, some firefighting resources will be dispatched to other fires burning in Southern California. Yesterday, Oct. 21, California Gov. Arnold Schwarzenegger proclaimed Santa Babrara County to be in a State of Emergency due to the fire. The Governor’s proclaimation also included the counties of Los Angeles, Orange, Riverside, San Bernardino, San Diego and Ventura. The Santa Barbara County Public Health Department and the Santa Barbara County Air Pollution Control District (APCD) today issued a precautionary advisory for Santa Barbara County communities. FOREST SERVICE FIREFIGHTERS HEAD TO SOUTHERN CALIFORNIA
LAKE ISABELLA, CA … The numerous fires burning in southern California continue to be pushed by high winds sustained at 30-40 miles per hour, with gusts up to 90 miles per hour, according to Forest Service spokesperson Jason Kirchner in Vallejo, CA. The high winds are expected to remain in the area through Tuesday and temperatures are expected to be 90-100 degrees in Southern California until the weather begins to change later in the week. Additional fire fighting resources are being brought into southern California from throughout the state and additional Incident Management Teams and an Area Command Team are being brought in from outside California to help manage the fires and prioritize resources between the fires. At least 125 U.S. Forest Service firefighters from the Sequoia National Forest traveled south yesterday and today to assist Southern California battle numerous wild land blazes. Three 20-person hotshot crews and five fire engines from the Sequoia National Forest were dispatched yesterday to the Ranch Fire in Los Angeles County along with an air attack plane and a call-when-needed heavy lift helitanker. As of this morning, the 29,000-acre Ranch fire on the Angeles National Forest is only 10 percent contained. An additional 25 firefighters and five engines from the Sequoia National Forest, Sierra National Forest, Bureau of Land Management and Tule River Indian Reservation travel south today to assist the San Bernardino National Forest on a new fire that ignited early this morning. Brundage Ln. Irene Gordillo, 37, of Bakersfield, reported that she had been handing some money to her boyfriend in front of the store when a man snatched the money from her hand and got into a car. Gordillo's boyfriend attempted to approach the man and a second man intervened and prevented him from stopping the first suspect from fleeing. The two suspects fled with a group of other subjects in two vehicles, a blue Camaro and a light colored Impala. About twenty minutes later, a deputy spotted both vehicles near Mt. Vernon Avenue and E. Brundage. The vehicles entered Hwy 58 westbound with the deputy following and other units attempting to get into position. Deputies were able to get both vehicles stopped at two separate locations. The high risk car stops resulted in a complete shutdown of westbound traffic for about 10 minutes. The two suspects were identified and arrested. The investigation is continuing. Identifying information and charges for the two who were arrested will be released later this morning.

The search warrant is part of an ongoing investigation regarding two female juveniles, ages fifteen (15) and sixteen (16) year old that had been photographed in explicit sexual poses and believed to be involved in prostitution. The investigation began as part of a missing female juvenile and the parent locating nude photographs of the juvenile daughter on a cellular telephone. This led to the service of a search warrant, on September 12, 2007, at a residence in the in the city of Bakersfield. Seized on that date were items of evidence including sexually explicit nude photographs of female juveniles under the age of eighteen (18). In the course of investigation it was learned the female juveniles was being advertised for an escort service in the Bakersfield and Southern California area. The search warrant on that date resulted in the arrest of an individual who resided at the residence in the 11300 block of Clarion River Drive. An allied law enforcement agency subsequently arrested one of the female juveniles for prostitution and a male adult on pimping charges. Matt Lee Phone:758-7436 Details: On 10/16/07, at around 7:30 pm, deputies assigned to Wasco City responded to a report of an armed robbery that occurred at the D&A Discount Store located at 833 7th street. Witnesses said that two hispanic male subjects, one armed with handgun the other with a large knife, robbed the store clerk of about $600.00 of cash. A late model white Chevrolet Malibu was seen by witnesses leaving the area at the time of the robbery. Wasco City Deputies began looking for the suspects and the possible get-away vehicle. Deputies located a vehicle that matched the description at Iris street and Marvin avenue in Wasco. Deputies stopped the vehicle and upon the vehicle stopping a hispanic male ran into the surrounding neighborhood. Deputies detained the remaining three subjects in the vehicle and set a perimeter surrounding a two block area. Deputies located a handgun, knife, and a quantity of cash in the vehicle. A Sheriff's helicopter and K9 team assisted in the search for the outstanding suspect. Deputies located and arrested the suspect in the 400 block of Marvin Avenue. The suspect, later identified as Juan Carlos Perez, resisted arrest but was captured with the assistance of the K9 team. Perez was positively identified as being one of the two suspects involved in the armed robbery. Upon further investigation Wasco City Deputies arrested the second robbery suspect. The suspect, a hispanic male juvenile, was positively identified as the second subject involved in the robbery. Annoying a child report On 10/16/07, at approximately 2:41 p.m., the Bakersfield Police Department responded to Castle Elementary School, 6001 Edgemont Drive, for a report of a possible attempted kidnapping. The victim, an 8 year old female, reported that at about 2:15 p.m. she was walking home from school, alone, in the 5500 block of Edgemont Drive. A white van pulled up next to her and stopped. The driver told her to get into the van and he would give her a ride home. The victim refused and then the suspect stopped the van, got out, walked around to the passenger side and opened the front door. The victim became frightened, turned, and ran in the opposite direction, back to the school where she reported the incident to school staff. The victim said she observed what she believed to be a firearm inside the van. The suspect was described as a: Hispanic male, 30, 5’00”, medium build, black spiked hair, black mustache, wearing a blue shirt with race cars on it, and blue jeans. A resident in the 5500 block of Edgemont Drive who observed both the van and the victim described the van as an: 80’s, possible Dodge Van, white in color, with a sliding side door with no windows. At this time there is no known connection to the incidents that occurred in September in southwest Bakersfield. Taft Substation Deputies Roy Haislip and Kim Millinder responded to the Fast Lane Food Mart at 219 Harrison St., Taft to investigate an attempted robbery of the store by a maked suspect. A store clerk said a white male came into the store with his face covered by a cloth and handed the clerk a note instructing her to give him money or she would be harmed. The clerk said the suspect had his hand in his front pants pocket as if he had a weapon and told her if she attempted to push any alarm buttons she would be killed. The clerk said the suspect then fled the store on foot taking the note with him. Deputies were able to locate a witness who saw the suspect run in the direction of Ford City Park. Deputies located 45 yr. old Timothy Manuel Peavy of Taft at the park. Deputy Haislip found Peavy in possession of the note earlier provided to the clerk. Peavy told deputies he was outside the Fast Lane and had loaned his shirt to a friend. The friend entered the store and when he exited he returned the shirt along with a piece of paper to Peavy. Upon arrival, witnesses reported that an argument between 23-year-old Robert Jesus Mendez and several people occurred outside the restaurant. 55-year-old Francisco Zeferino, a patron at the restaurant intervened by asking the participants to stop arguing. Mendez suddenly hit Zeferino in the face. Zeferino was rendered unconscious and was transported to an area hospital. His injuries later proved to be fatal. Mendez was arrested on 10-8-07 for felony assault and is currently in custody at the sheriff's Lerdo facility.

Sergio Delacruz, 40 years old, and Manuel Manrruquez, 63 years old, both from the Los Angeles area, were deer hunting with several friends in the mountains north of Lake of the Woods in the Frazier Park area. Sergio and Manuel had last talked to their friends on a family talk radio at about 1400 hours on 10-13-07. Later in the evening when Sergio and Manuel did not return to camp, the friends reported the incident to the Sheriff's Dept. The Sheriff's Department Search and Rescue Unit began a search for the missing men. Search and Rescue members searched throughout the night both on foot and in cars. The Sheriff's Dept. helicopter joined in the search early the next morning. At about 1130 hours on 10-14-07, we were able to reach the two lost men on their cell phone and the family talk radio. The lost men were able to guide the Sheriff's Dept. helicopter to their location. We then used the Ventura County Sheriff's Dept. helicopter to hoist the two men from their location in the thick forest area. They were taken to an area near Lake of the Woods and were checked by medical personnel. Sergio was transported to Henry Mayo Hospital for dehydration. Manuel was returned to his friends at their campsite. They said they had become lost in the mountains and had hiked several miles in the wrong direction.

The driver failed to yield and a pursuit ensued. The pursuit reached speeds in excess of 100MPH while in the rural area between Lamont and Bakersfield. Once in Bakersfield speeds slowed to around 70MPH. During the pursuit it was discovered the vehicle was taken in a car-jacking possibly involving a firearm from Arvin. After leading deputies through South Bakersfield the pursuit came to an end after the suspect vehicle developed mechanical problems at Cottonwood Rd. and Reese St. The pursuit lasted sixteen minutes. The two occupants in the vehicle were taken into custody without incident. The driver was identified as Nolberto Camacho Cotton 22, of Bakersfield. The passenger was identified as LeAnn Aguilar 28, of Arvin. Cotton was booked into the Kern County Jail for the following charges: Car-Jacking; Felony Evading; Conspiracy; and Parole Violation. Cotton is on active parole for False Imprisonment. Aguilar was booked into the Kern County Jail for Car-Jacking and Conspiracy.

The review board concluded that all shots fired by Officer Robert Pair and Officer Robert Robles during the incident were within Department Policy and within State and Federal guidelines. During this operation, ten bars and restaurants were visited by officers and minors who attempted to purchase alcoholic beverages. Of the ten premises visited one was in violation of selling alcohol to a minor. During an investigation, located at 6675 Ming Avenue, two underage minor decoys purchased alcohol at the “Rusty’s Pizza Parlor” restaurant. He periodically appeared to be hallucinating, would occasionally erupt in screaming and yelling tantrums, and engaged other abnormal acts. On Wednesday evening, Sidhu was scheduled to be moved to Lerdo Pre-trial infirmary. When he was called out for transport, he refused to respond. He offered passive resistance to jail staff who physically escorted him to the bus where he was transported to Lerdo. Sidhu continued to exhibit boisterous behavior on the bus. At Lerdo, he was placed into a safety cell and was frequently checked by medical and custody staff. A new stop sign south of Shafter apparently caught some motorists off guard Thursday morning.
The California Highway Patrol received several reports of people speeding through the four-way stop at Kratzmeyer Road and Santa Fe Way, CHP Officer Greg Williams said. “So far there haven’t been any accidents, but we have reports of people going through it at 60 mph,” Williams said. The stop sign may have gone up as recently as Wednesday afternoon, Williams said. He asked that motorists drive with caution and be aware of the sign.

Domestic Violence Warrant Operation On 10/09/06 the Bakersfield Police Department conducted a warrant operation for individuals who had outstanding arrest warrants for domestic violence. We attempted service of 210 warrants and made 48 arrests. We were able to clear 26 additional warrants for various other charges. The operation resulted in the arrest of 51 people. Domestic violence crosses all cultural and socio-economic boundaries. The City of Bakersfield is not immune to domestic violence or its negative consequences. The Bakersfield Police Department is committed to reducing domestic violence in our community. We conduct periodic sweeps such as yesterday’s operation for several reasons; protection of the community, hold people accountable and to raise awareness in the community about domestic violence. Date: Wednesday, October 10, 2007 Time: 3:02:55 PM Department contact: Sgt Ed Komin Phone: 303-4592 Details: On 10-6-07 at about 5:00 AM, deputies were dispatched to the Islamic Center Mosque at 701 Ming Avenue for a report of a disturbance. When they arrived, witnesses reported two intoxicated Hispanic males had entered the business uninvited and began consuming some food that was set out for members of the mosque. Members asked the males to leave. An argument ensued and the sheriffs department was notified. Sheriff's deputies responded to the mosque, but the two suspects fled prior to their arrival. Deputies checked the area, but were unable to locate the suspects. About fifteen minutes after the deputies cleared the area, a group of about 10-15 Hispanic males confronted mosque members outside the mosque. The suspects began yelling ethnic slurs and throwing rocks at the mosque, the cars in the parking lot and at several mosque members who had come out to the parking lot. Deputies were again dispatched to the mosque, but the suspects fled into the surrounding neighborhood prior to their arrival. Two mosque members suffered minor injuries and several vehicles in the parking lot had broken windows. There was no damage to the mosque itself. As of yet, the suspects remain unidentified. They are described as 10-15 Hispanic males between 16 and 20 years of age. The case has been referred to the FBI and is being jointly investigated as a hate crime. Lee was transported to an area hospital and was treated for several non-life threatening gunshot wounds to his legs. The investigation is ongoing, and at this time the suspect remains unidentified. It is unknown if this incident is related to any prior assaults and it is unknown if the incident is gang related.

On 10/07/07 at 0134 hours the Bakersfield Police Department received a 9-1-1 call regarding a possible victim of a stabbing in the 1000 block of Nimrod Ct. Upon arrival officers located a 25 year old male suffering from a stab wound to his torso.
The victim was transported to KMC in critical condition and is undergoing surgery at the time of this news release. Officers located all parties involved in the incident which involved the victim’s family members. The investigation is ongoing.

Public Information Officer 661-326-3803 gterry@Bakersfieldpd.us For Immediate Release Friday, October 05, 2007 Officer Involved Shooting Update The Bakersfield Police Department is continuing to investigate the officer involved shooting that took place at about 1:38a.m., 10/5/07, in the 1900 block of Faith Avenue. At 1:32a.m., a 911 call was received from the residence at 2021 Auberry Avenue. The caller, later determined to be Frank Ramos, Sr., reported that there was a “man with a gun outside” and as the dispatcher asked questions Frank Ramos, Sr. can be heard talking and when the dispatcher pauses he says “shoot somebody” and then hangs up. The dispatcher then called the number back and another male subject answered and said the initial caller was his father who did not “take his pills”. When asked why his father reported a man with a gun he said he “did not know”. The man said he and his father were home alone and there was no man with a gun. The dispatcher said she would be sending officers to make sure things were okay. At 1:38a.m., Officers Robert Robles and Robert Pair were driving west in the 1900 block of Faith Avenue, about 2 blocks from Auberry Avenue. They observed a man, later identified as Frank Ramos, Sr., walking east on the north side of the roadway. They illuminated him with their patrol car spotlights and stopped their vehicle. When they came to a stop Frank Ramos, Sr. was standing right outside the passenger door of the patrol car. Frank Ramos, Sr. removed what appeared to be a large frame revolver from behind his back and pointed it at the officers. The driver, Officer Robles, immediately exited through the driver’s door and the passenger, Officer Pair, fearing that he was about to be shot attempted to get out of the car by crawling over the center console. Frank Ramos, Sr. went to the rear of the patrol car where he continued pointing the firearm at the officers and refused to obey their commands to drop it. Both officers fired several rounds at him. He was struck several times and transported to Kern Medical Center where he later died. The firearm that Frank Ramos, Sr. was threatening the officers with was determined to be an imitation firearm. The officers are on paid administrative leave. An administrative investigation is also under way per the Bakersfield Police Department Critical Incident Review policy. Detectives are conducting an investigation and have developed probable cause to arrest MARTIN RUELAS ANGUIANO, a Hispanic male, 30 years old, 5'-10" tall and approximately 170 pounds. Neighbors had been noting license plate numbers, dates, times, and physical descripitions of people going to and from the home. Acting on this information Deputy Robert Kruse did follow up investigation. Kruse determined Elizabeth Catherine Harvey (25 yrs) lived at 104 Sage St. and Harvey was on probation with search terms.
