Synopsis: Arrests made in the Steven Stewart attempt murder investigation Details: This is a news release of the Kern County Sheriff's Department. Date: Friday, November 30, 2007 Time: 9:16:27 AM Department contact: Sgt Ed Komin Phone: 303-4592 Details: Sheriff's detectives have discovered that the owner of Coast Roofing, 60 year old Francis Giangrossi, married a 41 year woman about three months ago. Giangrossi's new wife had been involved in a romantic relationship with Stewart some time ago. It seems that after their relationship ended, bad blood between Giangrossi's wife and Stewart developed and both have made numerous harassment allegations against the other since then. It appears that Giangrossi's wife complained about Stewart's behavior to her husband. Giangrossi contacted his 41-year-old brother, James Skiba asked Skiba if he knew anyone who would assault Stewart as retaliation for harassing his wife. Skiba said he would take care of the situation. Skiba is a supervisor at Coast Roofing. He contacted an employee of the business, Jesus Estrada regarding Giangrossi's wishes. Estrada agreed to make the necessary arrangements to have Stewart assaulted in exchange for a sum of money. On 10-7-07 Stewart's house was shot at while he is sitting in his living room. The shotgun slug narrowly missed him. After this first attempt on Stewart's life failed, Jesus Estrada met with his cousin, Ulises Espino and 23-year-old Cesar Montoya regarding the Stewart situation and further arrangements were made to assault or kill Stewart. Their plan was carried out on 11-5-07 and resulted in the death of Espino. On 11-10-07 Francis Giangrossi was alone at Coast Roofing at 3124 Patton Way when he attempted to kill himself by shooting himself in the head. He shot himself with a .38 handgun, but the resulting gunshot did not result in fatal injuries. He was transported to Kern Medical Center for the self-inflicted gunshot wound and was later released. Yesterday afternoon Sheriff's detectives served a search warrant at Coast Roofing. Skiba came to the business and was arrested for the attempted murder of Stewart, the murder of Espino and conspiracy. Giangrossi voluntarily came to the Sheriff's Headquarters Facility and was also arrested for the attempted murder of Stewart, the murder of Espino and conspiracy. The investigation is continuing. Hwy 178 Fatal Accident
On 11/29/07, at 6:42 a.m., the Bakersfield Police Department received a report of a vehicle in the river and an ejected occupant at the mouth of the canyon on Hwy 178. When officers arrived they located a vehicle in the water approximately 200’ below the roadway. The deceased body of an adult female who appeared to have been ejected from the vehicle was found approximately 150’ feet below the roadway. The only other known occupant of the vehicle was a dog which survived. Kern County Fire, Bakersfield Fire and Kern County Sheriff Search and Rescue personnel assisted in the recovery of the victim and search of the vehicle for other potential victims. None were found. It appears that the victim was heading east on Hwy 178 when for an unknown reason she lost control, crossed over the west bound lanes, struck the guard rail, and went over the edge. The accident is being investigated by the Bakersfield Police Traffic Section. The identity of the victim will be released by the Kern County Coroner. Anyone with information on the accident is asked to call the Bakersfield Police Department at 661-327-7111.

On 11/20/07, at 12:55 p.m., the Bakersfield Police Department received a report
of a strong robbery that had just occurred at the Foods Co, 1801 White Lane. The victims were two females, 64 years old and 89 years old, mother and daughter, who were walking in the parking lot towards the entrance to Foods Co. The suspect a: Hispanic male, 20’s, black baseball cap, black sweater, black pants and shoes, approached the 64 year old female from behind and grabbed her purse that was hanging on her shoulder. The victim held onto the purse but the force of the suspect caused her to be pulled to the ground. The suspect continued pulling and dragged her a short distance in an attempt to take her purse from her. When he was unable get her purse he let go and ran over to the shopping cart that the victim’s, 89 year old mother, had left unattended during the attempted robbery and stole her purse that was sitting inside. The suspect then ran and entered a waiting: Late 90’s, red, 4 door vehicle, that was last seen going south on South ‘H’ Street. The driver of the suspect vehicle was possibly a Hispanic male in his 20’s. A video of the incident is attached to this news release. The suspect vehicle can be seen driving through the parking lot prior to the incident. (0941 p.m. PST) a reinforced 1st Alarm from the Bakersfield FIRE Department consisting of 3 Engines, 2 Trucks, 1 Squad, 3 Battalion Chiefs, 1 Administrative Captain, 2 Arson Investigators, various support units, and county fire units responded to a report of STRUCTURE FIRE at 1201 East 10th Street. First arriving companies reported heavy fire consuming a large portion of the residence and a connected rear structure. Bakersfield City FIRE crews encountered heavy fire conditions upon entering the residence to confirm that all occupants were safely evacuated. The fire proved stubborn to fully extinguish due to possible remodeled construction. Eventually a full 2nd. Alarm response was activated. The fire was fully contained within 30 minutes. A rapid interior search confirmed that all had escaped the fire. Two elderly residents were displaced by the fire, and are being cared for by family. Damage by fire was extensive in the home. The fire is being investigated by BFD Arson Units. Preliminary indications are; the fire appears to be accidental.

For Immediate Release Monday, November 26, 2007 Pipe Bomb Investigation Update The Bakersfield Police Department is continuing to investigate the incident involving the detonation of a pipe bomb outside a residence in the 3100 block of 18th Street on 11/21/07. The investigation has revealed that there were potentionally seven pipe bombs made for specifically targeted individuals; however, only three devices have been located. They were the three at the scene on 18th Street. In the subsequent days after the incident and over the weekend all of the potential victims have been contacted and searches of their residences have been done and no additional devices were found. No further information regarding the location of the other devices, if in fact, they were actually constructed, has been obtained. The remaining potential devices are believed to be constructed of white pvc pipe from 6” – 18” in length, capped at both ends. We are releasing this information to the community so that they can protect themselves and their families. If these or other suspected devices are located, Do not touch them, immediately leave the area, and call 911. The investigation is continuing. Anyone with information on this incident is asked to call Bakersfield Police at 661-327-7111.
Synopsis: Thanksgiving Holiday Weekend Off-Hoghway Vehicle Areas

Date: Monday, November 26, 2007 Time: 12:18:05 PM Details: The Kern County Sheriff's Office, Off-Highway Vehicle Team, Kern County Parks and Recreation Department, and the Bureau of Land Management (BLM) worked in partnership together over the Thanksgiving Holiday weekend in the Off-Highway Vehicle areas of Eastern Kern County. During the Thanksgiving Holiday weekend law enforcement contacted thousands of off-highway vehicle enthusiasts in the areas of Jawbone Canyon, Dove Springs, Butterbredt, Randsburg, and California City. Law enforcement officers provided educational information to riders, responded to injured riders, located lost riders, and enforced applicable laws. There were 150 citations issued for various off-road related vehicle code violations. Three drivers were arrested for driving under the influence (DUI) of alcohol or drugs. One person was cited for discharging a firearm in an unsafe manner. One rider was cited and his motorcycle impounded for riding in a restricted area, (Desert Tortoise Natural Area). A large amount of illegal fireworks were also seized. Law enforcement officers responded to approximately twenty-five medical aid calls involving injured riders. Several riders had to be air lifted to area hospitals. Four lost riders were also located and returned to their camps.

The Bakersfield Police Department is requesting the community’s assistance in
locating a suspect wanted in connection with the explosion of a pipe bomb outside a residence in the 3100 block of 18th Street on 11/21/07, at 12:30 a.m. Detectives are looking for: Ernest Troy Michael (35), white male, 6’0, 200, brown hair and hazel eyes. He is believed to be driving a 2007 Silver Chevrolet Aveo, 2 door, California License #5VGT562. At this time, it is believed that Michael placed and detonated the explosive device outside the residence at 3112 18th Street where a former girlfriend has been staying. Michael appears to have been upset over the break up of his relationship with the female. An arrest warrant for Michael has been obtained. The warrant is for attempted murder, possession and detonation of an explosive device. A photograph of Michael is attached to this news release. Arrest made in Subway Restaurant Robbery
On 11/21/07 Bakersfield Police detectives arrested two suspects in connection with the Subway Restaurant robbery that occurred on 11/14/07, at 10:21 a.m., at 3006 Ming Avenue. Ronnie Luque (32), of Bakersfield, was arrested today at a residence in the 1400 block of S. ‘M’ Street, for robbery, conspiracy to commit a crime, and parole violation. Luque was booked into the Kern County Jail. Michael Pinon (27), of Bakersfield, was arrested at the Kern County Sheriff’s Lerdo Jail for robbery and conspiracy to commit a crime. Pinon was already in custody on an unrelated charge. Detectives believe that Luque was the suspect who committed the robbery but he was assisted in various stages by Pinon. Prior to the shooting, Wendale Davis was seated in a vehicle parked on Bradshaw Street. An 80’s to 90’s, dark colored Ford Thunderbird, with rear tinted windows, approached eastbound on Bradshaw Street and stopped next to the vehicle where Davis was seated. The driver engaged Davis in a brief conversation. Shots were then fired and the Thunderbird fled west on Bradshaw Street. The vehicle was occupied by an unknown number of suspects. Public Information Officer 661-326-3803 gterry@Bakersfieldpd.us For Immediate Release Wednesday, November 21, 2007 Explosion of pipe bomb On 11/21/07, at approximately 12:30 a.m., the Bakersfield Police Department received reports of an explosion in the 3100 block of 18th Street. Officers arrived and discovered a detonated pipe bomb along with two live pipe bombs in the flowerbed of a duplex shared by 3108 and 3112 18th Street. After conducting an evacuation of nearby apartments, detectives from the Bakersfield Police Bomb Squad rendered the remaining devices safe. The duplex was occupied at the time of the initial explosion; however, there were no reported injuries and no structural damage to the duplex. Detectives are investigating the possibility that one of the residents of the duplex was specifically targeted. The investigation is continuing.

Date: Wednesday, November 21, 2007 Time: 4:43:22 AM Department contact:Sgt Komin Phone:661-391-7606 & nbsp; 661-303-4592 Details: On 11-20-07, at 1045PM, deputies were dispatched to a shots fired call at the Motel 6 located at 8223 E. Brundage Ln, in Bakersfield. Several customers reported hearing one shot come from room 245. When deputies arrived, they saw five subjects leaving room 245. All five subjects were detained. A bullet hole was found in the wall of room 245. The bullet went through the wall and into room 243 narrowly missing two occupants. Further investigation led to the arrest of all five subjects that had been detained by deputies. The gun used in the incident, a .22 caliber, was located in one of the subjects vehicle that was parked in the motel parking lot. Christina Sanders, 27, Marquein Hill, Jr, 26, Felleshia Bradford, 20, Maurice Hill, 18, and a male juvenile, 17, all of Bakersfield, were arrested and booked on the following charges: Shooting into an inhabited dwelling; reckless discharge of a firearm; and conspiracy. I’m confident that they can create a system that can pinpoint recalled products and stop them from re-entering the consumer market. Internet providers need to spend the time to create the right filters and to act more responsibly in the marketplace.” Florez, in his letter, also asked eBay and other internet sales providers to create an easy mechanism for consumers who visit their sites to sign up to receive e-mail warnings from CPSC of newly-recalled products. Sunday, November 18, 2007 at 1624 hrs (4:24 p.m. PST): a reinforced 1 st Alarm from the Bakersfield
FIRE Department consisting of 3 Engines, 1 Truck, 1 Squad, 1 Battalion Commander, 1 Administrative Captain, 2 Arson Units, various BFD support units, and county fire units responded to a report of a recreational vehicle fire threatening structures in southeast Bakersfield. First arriving BFD companies confirmed a “working fire” in an early model, 24’ recreational vehicle at 1409 Wilkins Street. The first arriving Chief Officer requested a reinforced 1st Alarm. Bakersfield City FIRE crews reported heavy fire issuing from the R.V. located at the above address, with fire threatening nearby structures. BFD Engine Company Firefighters rapidly deployed multiple attack hose lines to the fully involved vehicle. BFD Firefighters were advised that several minor children had been in the vehicle at the time the fire broke out and had escaped, but at least one child was still unaccounted for. After the fire was initially controlled, Firefighters were able to conduct a rapid search of the vehicle where they located a deceased male, approximately three (3) years of age, at the rear of the passenger area. Firefighters also located a family pet (dog) deceased near the body of the child. A sixteen (16) year old female was transported to a local hospital for treatment of smoke inhalation. There were no Firefighter injuries. This fire was investigated by BFD Arson Units, and determined to be accidental - children playing with matches. Synopsis: Thanksgiving Holiday Weekend OHV Enforcement

Date: Friday, November 16, 2007 Time: 12:56:14 PM Department contact: Sergeant Tyson Davis Phone: 760-384-5800 Details: The Sheriff's Off-Highway Vehicle Team (OHV) will be conducting off-highway vehicle enforcement in Eastern Kern County during the Thanksgiving Holiday weekend. There will be regular patrols in Jawbone Canyon, Doves Springs, and Randsburg. A Sheriff's OHV Command Post will be staged with the Bureau of Land Management (BLM) in Dove Springs on trail SC94, off of HWY 14. With the off-road riding season beginning the Sheriff's Office wants to remind you to ride smart and ride safe. Only ride in legal open riding areas or on designated trails. Always wear proper safety equipment for the type of vehicle you are operating. At a minimum we recommend wearing, gloves, goggles, protective clothing (long sleeve shirt and pants) and boots. ATV riders are required to wear a helmet and all riders should wear a safety helmet. Riders also benefit from wearing chest protectors, shoulder and shin guards, and knee, hip and elbow pads. Sheriff's deputies will be enforcing all applicable laws, including checking for visible, current registration, U.S.F.S. approved spark arrester in working condition, and all OHVs must meet state regulatory noise levels. Sheriff's deputies will also be checking for riders who are driving under the influence of drugs or alcohol.

Representing California's 20th District Fresno County · Kern County · Kings County November 15, 2007 Costa’s San Joaquin River Settlement Act Passes Through Committee WASHINGTON, D.C. – Today, Congressman Jim Costa announced that the San Joaquin River Restoration Act, HR 4074, passed out of the House Committee on Natural Resources by a vote of 25 to 15. The committee action marks an important milestone in resolving an 18-year-old lawsuit that will provide long term water certainty for the Valley. “This is a step in the right direction for the San Joaquin River, and the settlement,” said Costa. “It will also help to improve water supply reliability and water quality water for Valley residents and farmers.” Costa said his priority now is to get an agreement by the Settling Parties on implementation of the Settlement’s Water Management Goal and to find a way to meet Congressional PAYGO requirements. The Committee approved Costa’s legislation with temporary provisions to meet Congressional budget rules. Friant water users and other affected parties are still evaluating different options to resolve the PAYGO issue. “The Water Management and PAYGO issues need to be settled before I take this bill to the House floor,” Costa said. “I look forward to working with all the interested parties on both of these matters.” Also included in the bill was Costa’s San Joaquin Regional Water Plan, which would provide for a study regarding development of a comprehensive integrated regional water management plan which would address four general areas of water planning, which are improving our water supply, addressing water quality, planning for future flood control, and environmental restoration. This legislation would authorize the California Water Institute located at California State University, Fresno to perform this study through a grant.

Public Information Officer 661-326-3803 gterry@Bakersfieldpd.us For Immediate Release Thursday, November 15, 2007 Suspects arrested after police pursuit On 11/15/07, at approximately 7:20 a.m., the Bakersfield Police Department received a request for assistance from parole agents with the California Department of Corrections. They were following a suspect who was wanted for parole violation. Bakersfield Police officers located the vehicle the suspect was driving in the area of Truxtun Avenue and Oak Street. The suspect, Douglas Horton (38), of Bakersfield, was driving a 2006 white Toyota Camry. Officers attempted to affect a traffic stop but Horton refused to stop. He led officers on a short pursuit through residential areas in downtown Bakersfield. He ultimately fled from the vehicle on foot in the 2700 block of 21st Street. He was subsequently located in the rear yard of a residence in the 2700 block of 21st Street and taken into custody. Horton’s girlfriend, Teresa Johnson (46), of Bakersfield, was a passenger in the vehicle and remained inside when Horton fled. She was later arrested after it was determined that she had knowledge that Horton was wanted for parole violation and was allowing him to stay with her. Horton was arrested for Evading a peace officer, Resisting an officer, Driving on a Suspended License, Violation of sex offender registration requirements, and an outstanding warrant for parole violation. Johnson was arrested for Resisting an officer and Concealing/Harboring a known felon. Both Horton and Johnson were booked into the Kern County Jail.
