Winter Maximum Enforcement Period Continues

Kern 'Avoid the 18' DUI Task Force Readies for Busy Weekend

Since December 14, 2007, 160 drivers have been arrested by the Kern 'Avoid
the 18' DUI Task Force.
Officers from throughout the county, along with those from other Avoid
programs in the Southern Central
Valley Region, Fresno, Kings and Tulare counties, will continue efforts with
activities in their respective areas
this weekend.

In addition to ongoing increased patrol efforts, the following activities
are scheduled in Kern County:

Saturday December 29, 2007 DUI/Driver's License Checkpoint in Bakersfield

Sheriff's Off-Highway Vehicle Team wants to remind you of a few off-road safety tips this holiday weekend:

Pack fresh water, food, extra clothing (emergency blanket), and a map of the area.  If your vehicle breaks
down, you may need to wait for rescue until after dark.

Take along spare parts for your vehicle.  Some research is a good idea here as each type of off road
experience might require something different, but a good tow rope is usually a good idea for every type of
off-road vehicle.
    
Don't go alone.  Group events are more than just fun, they provide extra safety by traveling in a group.  If you
and your family are traveling together in one vehicle alone for the day, tell someone where you are going
and when you will return.

When riding your motorcycle, ATV or 4X4 vehicle, let your fellow campers know what your ride plan is. 

If you do have a break down, stay with your vehicle.  It is easier to spot during a rescue search.  If you have
let others know the area where you are going and your timetable, they will know when and where to search
for you. 

While riding ATVs or motorcycles, always wear a helmet, goggles, gloves, long sleeves, long pants and
boots.  Don't ride over your ability, and remember children under sixteen must be supervised by a parent or
adult.  Parents should be properly trained in ATV use before allowing their children to ride.  

Following the rules and regulations could protect you and your family from serious injury.  Read your owner's
manual and safety information handbook.  Research the off-road area you choose before you plan your trip.
 
Don't drink and drive.  Be smart, be safe.

Taxi van carjacking
 
On 12/28/07, at approximately 8:11 a.m., the Bakersfield Police Department
received a report of a carjacking of a taxi van that had just occurred in the area of
Mt. Vernon Avenue and Hwy 178.
 
At approximately 8:45 a.m., an officer locates the taxi in the east alley of the
3000 block of Fordham Street.  One female, Dominique Heincke (21), of
Bakersfield, is detained but another female, 17 years old, and a male, Johnny
Rodriguez (23), of Bakersfield, run from the van but are apprehended a short
time later in the neighborhood.
 
Investigation revealed that the 17 year old female called for the taxi to pick her up
in the 600 block of Jackson Street.  She directed the driver to the 3500 block of
Bernard Street where they picked up Rodriguez and Heincke.  The driver is
instructed to drive to the area of Noble and Occidental; however, when the taxi
stops for a red light at Mt. Vernon Avenue and Hwy 178, Rodriguez and Heincke,
who are sitting in the rear seat, begin physically assaulting the driver, forcing him
to flee the vehicle.  The suspects change positions in the vehicle and Rodriguez
drives away with the two female suspects.
 
An officer searching the area for the taxi van locates it in the east alley of the
3000 block of Fordham Street.  Heincke is detained at the vehicle.  The 17 year
old female and Rodriguez run from the van but are taken into custody a short
time later.
 
The victim, Peter Simmons (71), of Bakersfield, sustained bruises and abrasions
to his face from the assault but refused medical aid.  There was no weapon used
in the carjacking.

Arrests in Shooting and Robbery Cases
 
On 12/27/07 Bakersfield Police detectives arrested three suspects in connection
with the early morning armed robbery of a newspaper deliverer in the 300 block
of Oak Street and the shooting of a subject in the 1600 block of California
Avenue.  
 
During the investigation detectives obtained information on the location of
possible suspects in Arvin.  Bakersfield Police went to Arvin and with the
assistance of the Arvin Police Department continued the investigation throughout
the day.  This led to the arrest of three suspects identified as:

Luis Alberto Selgado (23), of Arvin, 

Juan Carlos Morales (27), of Arvin, and

Luis Angel Tamayo (19), of Arvin.  

Luis Selgado was arrested at approximately 11:30 a.m., in the 500 block of Jess
Street.  Juan Morales was arrested at approximately 4:25 p.m., in the 300 block
of Calle Orlando Street.  Luis Tamayo was arrested at approximately 5:30 p.m.,
in the 2100 block of S. ‘A’ Street.  All three suspects were booked into the Kern
County Jail on two counts of robbery, two counts of assault with a deadly
weapon, and one count of conspiracy.  The suspect vehicle in both incidents was
determined to be a Nissan Altima owned by a relative of Juan Morales.  
 
A cellular phone taken from the robbery victim was recovered.  The firearm is still
outstanding.  The motive for both incidents appears to be robbery.  The
investigation is continuing.

Pre Academy Class through Bakersfield College
 
The Bakersfield Police Department in conjunction with Bakersfield College will be
presenting a Pre Academy Law Enforcement Class ADMJ B-71, 3 Semester
Units.  The class will meet Tuesday and Thursday evenings from 6:00 p.m. –
9:00 p.m.  It starts January 22 and ends March 27th.  The core of instructors are
from the Bakersfield Police Department.  
 
The class is designed to prepare a prospective candidate for a law enforcement
career.  The class consists of instruction on Leadership, Ethics, Crimes against
Persons, Property Crimes, Report Writing, and Physical Training.  The class is
designed to help the student prepare for the rigors of a Police Academy and pass
either POST Law Enforcement Entry Level Test Battery or Entry Level Testing.

Bakersfield Police Stepping Up DUI Enforcement

The Bakersfield Police Department is dedicated to keeping our roadways safe
through both enforcement and education.  More DUI enforcement is coming to
Bakersfield. Increased special impaired driving enforcement measures are on tap
this holiday season and throughout the next year as a result of a recent
$20,603.36 grant awarded by the Office of Traffic Safety to the Bakersfield Police
Department. 
 
The special grant is to assist in efforts to deal with increased impaired driving
problems and reduce the number of persons killed and injured in alcohol and
drug related traffic collisions.  Last year 1597 people were killed and over 31,000
injured in California in drug and alcohol related crashes.
 
The grant activities will specifically target DUI offenders and drivers with
suspended or revoked licenses. This will be done through the use of checkpoints
set up to screen for drivers who may be impaired or operating without a valid
driver’s license.  Checkpoints have been shown to significantly reduce DUI
fatalities when utilized aggressively and consistently. The most positive aspects
of DUI checkpoints are their ability to increase public awareness, to prevent
impaired driving in the first place, and to encourage designating a sober driver.
 
“When more people drive sober and safely, lives are saved.  It’s just that simple,”
said Christopher J. Murphy, Director of the Office of Traffic Safety.  “This grant
will help make Bakersfield just that much safer of a place to live and work.”
 
Funding for the grant comes from the California Office of Traffic Safety through
the National Highway Traffic Safety Administration.

Assault with deadly weapon at Fastrip
 
On 12/26/07, at 10:57 p.m., the Bakersfield Police Department received a report
of a stabbing at the Fastrip, 4013 S. ‘H’ Street.
 
The victim, Raymond Rodriguez (18), of Bakersfield, reported that as he exited
the Fastrip he was confronted by three suspects.  A fight broke out and during
this one of the suspects stabbed Rodriguez several times in the back.  Rodriguez
was transported to Kern Medical Center.  His injuries are not expected to be life
threatening.
 
The suspects are described as:
1. Hispanic male, 17-18, 5’4”, thin build, wearing a black beanie
cap, gray sweatshirt, and blue jeans.
2. Hispanic male, 17-18, 5’8”, thin build, wearing a blue t-shirt and
jeans.
3. Hispanic male, 17-18, no further description.
Suspect #1 was reportedly the suspect who stabbed the victim.  The victim was
familiar with the suspects due to a previous unreported altercation with them.
 
This incident is possibly gang related.  The investigation is continuing.

California Avenue Shooting
 
On 12/27/07, at approximately 3:09 a.m., the Bakersfield Police Department
received a report of a shooting in the 1600 block of California Avenue.  
 
Officers responded and located the victim, Manuel Arrazate (19), of Bakersfield,
in the parking lot of 1629 California Avenue, suffering from a gunshot wound to
his head.  He was transported to Kern Medical Center.  The injury is not believed
to be life threatening.
 
A witness observed a vehicle, headed east on California Avenue, stop.  Three
males exited the vehicle and ran into the parking lot and began assaulting the
victim.  The witness heard a gunshot and then the suspects ran back to the
vehicle and fled.
 
The suspects are described as:

1. Hispanic male, 20’s, 6’0”, medium build, black hair, wearing a
long sleeve white t-shirt.

2. Unknown race male, 5’9”, medium build, wearing a black
hooded sweatshirt.

3. Unknown race male, 5’9”, medium build, wearing a black
hooded sweatshirt.

The suspect vehicle is described as a:
  4 door, compact, brown in color.

It is unknown if the armed robbery that occurred approximately 30 minutes earlier
in the 300 block of Oak Street is related but we are investigating the possibility.

Robbery of newspaper deliverer
 
On 12/27/07, at 2:47 a.m., the Bakersfield Police Department received a report of
an armed robbery to a person that had just occurred in the 300 block of Oak
Street.
 
The victim, Jovany Gonzalez (21), of Bakersfield, was servicing a Bakersfield
Californian newspaper vending machine when he was approached by 3
suspects, one of which was armed with a handgun.  The suspects took money
and personal property from the victim and fled.  The victim was not injured.
 
The suspects are described as:

1. Hispanic male, 25-30, 5’8”, wearing a black hooded sweatshirt,
blue jeans, armed with a black handgun.

2. Hispanic male, 20-30, 5’8”, wearing white hooded sweatshirt
and jeans.

3. Unknown race male, no further description.
 
Suspect #3 was reportedly the driver of the suspect vehicle.  The suspect vehicle
is described as a:
  dark colored, 4 door, compact vehicle.

The Bakersfield FIRE Department invites the media to a
“live-fire” Christmas Tree Safety demonstration.

The nature of utilizing trees indoors as part of traditional Christmas decoration presents multiple fire Safety related issues. Unfortunately, there are over 500 Christmas tree related fires every year, resulting in numerous deaths, injuries and property damage. Several basic areas of safety should be reviewed and adhered to when choosing to use trees indoors as part of the Christmas holiday.

Christmas Tree Safety
According to the National Safety Council, Christmas tree fires account for more than 400
residential fires each year. The National Fire Protection Association estimates that each year
there are approximately 500 Christmas tree fires. These cause more than 20 deaths, 117
injuries and $20 million in damage each year.
There are steps you can take to reduce the chance of fires from real and artificial trees.
Christmas Tree Safety
When purchasing a live tree, check for freshness. A fresh tree is green with needles that are
hard to pull from the branches. The trunk butt of a fresh tree should be sticky with resin, and
when tapped on the ground, the tree should not lose many needles.
Do not put your live tree up too early or leave it up for longer than two weeks.
When purchasing a metallic or artificial tree make sure it is flame retardant. Look for the label
"Fire Resistant." Although this label does not mean the tree won't catch fire, it does indicate
the tree will resist burning and should extinguish quickly.
Place your tree away from heat sources and escape exits. Remember to water the tree daily.
Decorate your Christmas tree (real or artificial) only with flame­retardant or non­combustible
decorations.
Make sure your tree stand is wide­based and sturdy. This will reduce the chances of the tree

Do not let a live tree dry out. Always use a tree stand with a water reservoir, and keep the
reservoir filled.
Never use candles on or near the tree.
Safely dispose of your tree before it becomes
dangerously dry. The best way to dispose of your tree is by taking it to a recycling center or
having it hauled away by a community pick­up service.
Never burn tree or tree parts in your fireplace.


Christmas Light Safety
Purchase only UL approved lights.
Check all indoor and outdoor lights for frayed cords, and replace old lights if necessary.
Never use lights as decorations with an empty socket.
Lights should not touch combustible materials.
Before using lights outdoors, check the label to be sure the lights have been certified for
outdoor use.
Turn off all Christmas lights, prior to leaving your home or going to bed.
Consider using mini lights. These are the safest because they produce less heat.
Decoration Safety
Use only non­combustible or flame­resistant materials to trim a tree.
Choose tinsel or artificial icicles of plastic or nonleaded metals. Leaded materials are hazardous
if ingested by children.
In homes with small children, take special care to avoid decorations that are sharp or
breakable, and keep trimmings with small removable parts out of the reach of children to avoid
the child swallowing or inhaling these small pieces.
Avoid trimmings that resemble candy or food. These may tempt a child to eat them.
Wear gloves to avoid eye and skin irritation while decorating with spun glass "angel hair."
Follow container directions carefully to avoid lung irritation while decorating with artificial snow
sprays.

Minor Decoy Alcohol Enforcement Operation
 
On 12/19/07, the Bakersfield Police Department/Kern County Sheriff’s Office
Joint Vice Unit and personnel from the California Department of Alcoholic
Beverage Control conducted a “Minor Decoy Alcohol Enforcement Operation” in
the metropolitan area of Bakersfield.  During this operation, six bars and
restaurants were visited by officers and minors who attempted to purchase
alcoholic beverages.
 
Of the six premises visited two were in violation of selling alcohol to a minor.
 
During an investigation, located at 4200 Gosford Road, two underage minor
decoys purchased alcohol at the “PaPa O’s Pizzeria” restaurant.  Michael Donal
Munos Jr., age 20, of Bakersfield, was cited for violation of Business and
Professions Code section 25658(a) Furnishing Alcohol to a Minor.
 
During an investigation, located at 2681 Calloway Drive, two underage minor
decoys purchased alcohol at the “El Chile Verde” restaurant.  Cesar Julio
Villalua, age 36, of Bakersfield, was cited for violation of Business and
Professions Code section 25658(a) Furnishing Alcohol to a Minor.
 
The purpose of this program is to prevent minors from being able to purchase
alcoholic beverages at ABC licensed establishments throughout Kern County
and to raise the awareness of this issue among retailers.  This program is funded
by a grant from the California Department of Alcoholic Beverage Control.

TYPE OF CASE:  Suspect was shot after home invasion robbery , car jacking and exchange of gunfire.

Details:  The decedent had been involved in a home invasion robbery, car jacking and was involved in an
exchange of gunfire with the Bakersfield Police Department.  He was shot and expired at the 6000 block of
Berkshire as a result of the shooting on December 13, 2007.

Comments:  Family was notified on 12/21/2007.  The decedent had been known by multiple names.

Subjects arrested after police pursuit
 
On 12/23/07, at 7:17 a.m., Bakersfield Police officers attempted a traffic stop on
a vehicle, a 1999 Honda Accord, with no license plates in the area of Brundage
Lane and Oak Street.  
 
The driver, Ruben Mojarro (33), of Bakersfield, failed to stop and led officers on a
short pursuit that ended in the 100 block of Olive Street, a dead end street.  
 
Both the driver, Mojarro, and the passenger, Jesus Maldonado (24), of
Bakersfield, exited and attempted to run from the vehicle.  The police officers
ordered the suspects to stop and they did.  They were taken into custody without
further incident.
 
During a search of the vehicle officers located several items of possible stolen
property such as a laptop computer, iPod, wallets, and car keys.  The property
was seized but has not yet been confirmed as stolen.
 
The officers also located a loaded Sig Sauer .22 caliber pistol in the rear seat.
 
Mojarro was in possession of approximately $475.00 in cash and Maldonado was
in possession of approximately 15 grams of methamphetamine.
 
Mojarro was arrested and booked into the Kern County Jail on charges of
operating a vehicle with no license plates, evading an officer, along with several
narcotics and weapons related charges.  Maldonado was arrested and booked
on charges of resisting/obstructing an officer, possession of burglary tools, and
several weapons and narcotics related charges.

Burglary Arrest
 
On 12/25/07, at approximately 9:00 a.m., a Bakersfield Police officer contacted a
subject riding a bicycle in the 2200 block of S. Real Road.
 
The subject, Christopher Gregg (33), of Bakersfield, was found to be on
probation.  During a search of Gregg’s backpack, the officer located a small
amount of marijuana, along with a laptop computer, checks and miscellaneous
paperwork in other individuals’ names.
 
Further investigation revealed that Gregg had committed two unreported vehicle
burglaries earlier in the morning.  The laptop computer, checks and documents
were determined to have been taken during the burglary of a vehicle parked in
the driveway of a residence in the 7100 block of Hanover Circle.  A payroll check
under a different name was found to have been taken from an unlocked vehicle
parked inside an unsecured residential garage in the 5400 block of Planz Road.  
 
Gregg was arrested and booked into the Kern County Jail on charges of vehicle
burglary, residential burglary, possession of burglar tools, and receiving stolen
property.  
 
The recovered property was returned to their owners.
 
The police department would like to remind the community to make sure that
their vehicles are locked and secure when parked.  Remove valuables from the
vehicle when they are unattended.  Make sure that your garages are secure and
lock all vehicles parked inside a garage.

Details:

On 12/21/07 at 5:13pm the Kern County Sheriff's Office received a report of a burglary of a ranch building in
the 3000 block of Jack Ranch Road in Glennville.  The suspects fled occupying a gray Dodge Magnum. 
Deputies located the suspect vehicle parked at a ranch located in the 18000 block of Hwy 155, west of
Woody.  The driver, 23-year-old RYAN SENECHAL of Porterville, was detained.  The investigation led to
the discovery of a second ranch building burglarized at that location.  Two additional suspects were
involved in the burglaries but fled the area.  The stolen property was recovered and SENECHAL was
arrested. 

The investigation led to the identification and arrest of 30 year old JOSE RUBEN MARTINEZ of Porterville. 
MARTINEZ was arrested the following day by the Kern County Sheriff's Office at a gas station in Porterville.   
Both SENECHAL and MARTINEZ were booked into the Kern County Jail for PC 460(b) Burglary, PC
182(a)(1) Conspiracy and PC 496(a) Receiving Stolen Property.  Their bail was set at $40,000 each and
arraignment is set for Wednesday, 12/26/07, in the Delano branch of the Kern County Superior Court.  The
third suspect has not been identified and remains at large.

Details:

On 12/23/07 at 7:00 a.m., the Kern County Sheriff's Office received a report of numerous subjects fighting
chickens off Sherwood Avenue, east of Highway 65.  When deputies responded they stopped four vehicles
related to the event.  Three vehicles tried to evade deputies. The drivers of two vehicles stopped and
surrendered when their escape routes ended. The third vehicle evaded deputies and could not be located.
Ten (10) fighting cocks were seized from three vehicles and Kern County Animal Control responded and
took custody of the animals.  All of the suspects listed below were issued misdemeanor citations and
released:

Auto Theft Suspect sought
 
The Bakersfield Police Department is requesting the community’s assistance in
locating and identifying a suspect wanted in connection with an auto theft that
occurred on 11/11/07 at the Mervyn’s, 2800 Mall View Road.
 
The victim of the auto theft met the suspect at Kern Medical Center on the
afternoon of 11/11/07.  The suspect asked the victim to drive him to Mervyn’s on
Mall View Road.  The suspect told the victim he needed to shop for his child that
had just been born at KMC.  As they shopped the suspect told the victim he
needed to return to the vehicle to retrieve his wallet.  When the victim removed
his keys from his pocket the suspect grabbed the keys and ran from the store. 
When the victim returned to the parking lot the vehicle was gone.  
 
The suspect was described as a:
White male, 5’6, 150, brown hair, brown eyes, wearing a Raiders
baseball cap, white/green t-shirt, blue jeans.
 
On 11/13/07 the suspect, still driving the victim’s vehicle, ran a red light at Oswell
Street and Bernard Street and was caught by the red light camera.  The
photograph is attached to this release.
 
The victim’s vehicle has since been recovered.

Board Review of Officer Involved Shooting
 
On 12/20/07 the Bakersfield Police Department Critical Incident Review Board
met and reviewed the facts and circumstances of the officer involved shootings
that occurred on 12/13/07 in the 6300 block of Tobago Court and 6000 block of
Berkshire Road.  
 
The review board concluded that all shots fired by Officers Jacob Dinsmore, Jeff
Luff, John Billdt, Ronnie Dulan, Robert Routh, Joseph Arms and Senior Officer
Joe Dougherty during the incident were within Department Policy and within
State and Federal guidelines.
 
The review board consisted of Assistant Chief of Police Bryan Lynn, Captain Lyle
Martin, Captain Robert Bivens, and Captain Kevin Stokes.
 
All of the officers have been cleared to return to duty.

Details:

At 10:20 am on 12-19-07, Deputies from Mojave Substation responded to a report of illegal dumping near
Reed Avenue, about two miles east of United Street outside of Mojave. The report came through Supervisor
Don Maben's office from an employee of a nearby Kern County landfill who noticed a large amount of
garbage dumping taking place. 

On arrival, Deputies found what was later determined to be about fifteen commercial-sized truckloads of
assorted used plastic products on a cleared area of desert land. Investigation at this time shows the plastics
are owned by Mission Fiber Group, a company operating out of Southern California.

Employees of a trucking company hired to haul the refuse were questioned at the scene and released.
There have been no arrests pending further investigation.

Sheriff's Deputies are working closely with other county agencies to determine the number and severity of
criminal violations. County Officials are working on procedures for immediate removal of the refuse. At this
time, it does not appear that Mission Fiber Group obtained the appropriate permits to store the refuse on this
piece of property.

Details:
On 12-19-07 at 1540 hours a deputy sheriff assigned to the Sheriff's Ridgecrest Substation was driving past
the Sneek-A-Peek Adult book store located at 725 W. Inyokern Road when he observed a woman with a
small child entering the adult book store.  The deputy sheriff stopped to investigate and was able to see
through the window, the woman inside the store was talking with the store clerk.  While the woman was talking
with the clerk the child was looking around in the store.  The deputy sheriff could see pornographic material
in all areas of the store and he believed this was an immoral place for a child to be.  The deputy sheriff went
into the store to speak with the woman and determined the child was the woman's four-year old daughter. 
Further investigation revealed the woman was an employee at the adult book store who was visiting with
another employee while she came to pick up her paycheck on her day off. 

The woman was identified as Carissa Coury 22 years old.  Coury was issued a citation for violation of PC
273 (f) Directing a child into an immoral place. 

The adult book store clerk was identified as Brianne Davis-Riddle 27 years old.  Charges are being sought
against Davis-Riddle for violation of PC 313.1(a) Furnishing harmful matter to a minor.

High Fire Season closes in Los Padres National Forest


GOLETA…Los Padres National Forest officials announced today that the forest will move from High Fire Season to Low Fire Season, effective Friday, December 21, 2007 at 8:00 a.m.  Forest Supervisor Peggy Hernandez stated, “It is now possible for the forest to be able to move from High Fire Season, to Low Fire Season, because of cooler weather, rainfall totals which have risen sufficiently throughout the forest, and improved fuel moisture”.

As of Friday, December 21, 2007 at 8:00 am:

•    Wood burning campfires and charcoal barbecues will be allowed in areas other than Campfire Use Sites, with a valid California Campfire Permit.  Permits and a list of Campfire Use Sites may be obtained at any office of the Los Padres National Forest, or on the internet at: http://www.fs.fed.us/r5/los... All flammable material must be cleared for a minimum of five feet in all directions from the fire and a shovel must be available for preparing and extinguishing the fire. A responsible person must be in attendance of the fire at all times and when departing the area, the fire must be extinguished with water, using the drown, stir and feel method.

•    The area closed by the Ranch Fire will be re-opened to the public.  The public is reminded that road work unassociated with the fire is still in progress on Squaw Flat Road until the end of February. 

•    Permits will be issued to private landowners within the Los Padres National Forest boundary, to allow for burning of vegetation debris.

       
With the ending of High Fire Season, fewer resources will be dispatched to initial reports of smoke or fire, but the public is reminded that wildfires can still occur and to please continue to be cautious and alert when using any type of fire. Weather conditions that produce low humidity or significant winds can easily raise the fire danger rating in a short period of time. In years past, some serious wildfires have occurred during the winter months.

For information about current fire and weather conditions, visitors are encouraged to contact the Ranger District Office nearest to the area that they are planning on visiting.

Details: On 12/16/2007, deputies from the Tehachapi substation contacted Bryan Victor Niccoli, 34, of
Tehachapi during a follow-up investigation. Niccoli was suspected to be under the influence of a controlled
substance and was arrested. His live-in girlfriend, Cecelia Ann Dyess,34, of Tehachapi, was known to have
active warrants for her arrest and information was received that a suspect wanted in a robbery may be at
Niccolis' house too. Deputies, along with officers from the Tehachapi Police Department went to Niccolis'.
Dyess was found hiding under a bed in a room attached to the garage area. In the room Dyess was hiding
were 64 marijuana plants in various stages of growth and harvest. There was also equipment for growing the
marijuana indoors. The scene was secured while Deputy Booker obtained a search warrant. Upon service
of the warrant, besides the plants, growing equipment and processed marijuana, 4 rifles and 1 handgun
were located/seized. One of the rifles had been reported stolen from the Mojave area.

LOCATION: Wesbound SR-58 Connector ramp to northbound SR-99

INCIDENT SUMMARY: An injury collision occurred involving a Big Rig loaded with live turkeys. The Semi overturned on the connector ramp from westbound SR-58 to northbound SR-99 blocking the ramp. Several turkeys escaped at the scene. No estimated time has been given to reopen at this time. The public is advised to take an alternate route.

DETOUR SUMMARY: Motorist on westbound SR-58 can continue westbound on SR-58 to Real Road(end of freeway), turn right onto northbound Real Road. Turn right onto eastbound Stockdale Highway. Turn right onto southbound Wible Road. Turn right back onto Northbound SR-99. (Total detour is approximately 1 mile)

Synopsis: Hostage Situation, Mojave
Details:
On 12-18-2007 at about 2330 hrs deputies from the Rosamond substation together with deputies from the
Mojave substation responded to a report of a domestic violence, possible spousal abuse at a residence off
of Lone Butte Road.  Upon arrival deputies established a perimeter and after a short time contact was made
with a suspect inside.  The suspect later identified as Jeffery Martin (40) refused to release his wife and two
small children.  He told KCSD dispatch he was armed with a handgun and would shoot the first deputy who
arrived.

The deputies on scene conducted further negotiations and they were able to secure the release of the
suspect's wife and two children.  After repeated requests to come out of the house the suspect refused.  Kern
County Sheriff Department Special Weapons And Tactics team were notified and responded with Kern
County Sheriff Hostage Negotiations team.

SWAT took over operational control and after some time the suspect agreed to come out.  Jeffery Martin
was taken in to custody without further incident.  He was charged with P.C. 273.5 Spousal Abuse, P.C. 422
Criminal Threats, P.C. 236 False Imprisonment, P.C.591.5 Obstruction of Wireless Communication and P.C.
148 Delay/Obstruct a Peace Officer.

Details:

Lamont Deputies responded to the Emperor Avenue Apartments located at 7823 Emperor Avenue in
Lamont, on Tuesday December 18, at 1615 hours, regarding a "911 Hang up". Victims advised that suspects
flashed Arvin area Gang signs and fired a shotgun at them from a Beige GMC Yukon. Suspect and vehicle
descriptions were broadcast and soon thereafter Deputies located the suspect vehicle occupied by
several suspects. Deputies tried to stop the vehicle, however the suspects fled leading the Deputies in a
pursuit, which reached speeds in access of 90 M.P.H. The suspects ran vehicles off of the road and failed to
stop at stop signs before stopping at an orange orchard N/E of Rockpile Road and Buenavista Blvd.
Deputies arrested (4) suspects, but (3) additional suspects ran into the orchard. Deputies set up a
perimeter-utilizing deputies from the Kern County Sheriff's Office, Arvin Police Department and the California
Highway Patrol. Deputies received further assistance from sheriff's K-9 deputies and air units. One additional
suspect was caught trying to leave the orchard and (2) remain outstanding at this time.

Two adult suspects Pedro Octavio Gutierrez (18) of Arvin and Jose Guerra Junior (19) of Arvin were booked
into the Sheriff's Central Receiving Facility. Jose Arredondo (18) of Lamont was taken to K.M.C. to be treated
for injuries he suffered during the pursuit and will be booked later. Two Juvenile suspects were booked into
the Juvenile Detention facility. Charges include attempted murder, assault with a deadly weapon,
participating in a criminal street gang and various weapons related charges.

On 12/17/07, at 11:00 p.m., Bakersfield Police officers were dispatched
to an armed robbery at the Fastrip, 4901 South Union Avenue.  The female
clerk reported two Hispanic males entered the business and tried to
steal beer.  When she physically detained the suspect who was holding
the beer the second suspect returned, brandished a knife, and ordered
the clerk to let go of the first suspect.  The two suspects ran
southbound on Pamela Street and they were picked up by a third Hispanic
male driving a Honda Accord.

A tow truck driver, who was in the area, observed the offense and
followed the suspects to a residence in the 2900 block of Gary Place.
When the first officer arrived, he observed 2 Hispanic males matching
the description of the robbery suspects exit the back door of the
residence and then go back inside.  Assisting units arrived and a
perimeter was set.  Officers ordered the occupants out of the residence
over the public announcement system numerous times.  Maria Perez and her
two sons, David Perez (18) and Juan Antonio Perez Jr. (23), came out the
front door and contacted the officers.  At about the same time, Miguel
Angel Espinosa (19) ran out the back door and was arrested by officers
to the rear of the house.  A short time later, officers were able to
convince another one of Maria Perez’ sons, a 17 year old, to come
outside.

Officers, including a K9 handler, intending to search the house for
additional suspects asked Maria Perez and her sons if there was anyone
else inside the house.  Maria Perez and her sons informed the officers
that her son, “Miguel,” was still inside.   The officers to the
front of the house confirmed with the officers to the rear of the house
that the suspect they had in custody in the back was named “Miguel,”
which accounted for all “five” of the occupants described by Maria
Perez and her sons. 

As officers entered the yard, intending to search the home for
additional suspects, they announced their presence and the fact that
they were preparing to enter with a police K9 several times. This
announcement was made again as they entered the home and at each
interior doorway.  After searching several rooms, officers reached a
position in the hallway wherein they paused to confirm their tactical
plan to enter the remaining bedrooms.  At this point the K9, which was
still on leash, lunged into an unsearched bedroom and bit Miguel Perez
(14) as he lay under the covers in a bed that was close to the bedroom
door.  The K9 handler pulled the dog back out of the room.  Miguel Perez
sustained a laceration across his forehead, a puncture below his right
eyebrow, and a small laceration above his left ear. He was taken to Kern
Medical Center and admitted.

Miguel Perez was not involved in the robbery at the Fastrip.

Miguel Angel Espinoza (18), Juan Anthony Perez Jr. (23) and a 17 year
old male were determined to be involved in the robbery and were arrested
for conspiracy, burglary, robbery, and participation in a criminal
street gang.

Ranch Fire Now Fully Contained
Burned Areas will Remain Closed to the Public  

GOLETA, Calif. – The Ranch Fire, which began northwest of Castaic, CA, on the evening of October 20, has reached 100% containment. Recent rains and the onset of cooler temperatures have prompted officials to declare the fire contained. The western flank of the fire, in a steep and remote wilderness area northwest of Piru Lake (north of Hwy 126), had been smoldering for several weeks.

As a reminder, the burned areas of the Ranch, Zaca and Buckweed fires will remain closed to the public until further notice. In addition to safety concerns, several rehabilitation and erosion control projects have been undertaken in these areas.  

In Los Padres National Forest, Squaw Flat Road (Forest Road 6N16), located off of Goodenough Road in the Fillmore area, will remain closed to public entry through February 2008 while repairs unrelated to the Ranch Fire are completed.   For additional information, contact the Ojai Ranger District office at (805) 646-4348.

Driven by strong Santa Ana winds, the Ranch Fire burned 58,401 acres, primarily on the Los Padres and Angeles National Forests, but also on private lands in Los Angeles and Ventura counties. It was the first of numerous large wildfires to break out in southern California in October and November. The cause of the fire remains under investigation.

Location: Bakersfield, CA

On Friday 12/14/07 and Saturday 12/15/07, officers of the Bakersfield Police Department traffic section conducted special enforcement throughout the city focusing on aggressive drivers, street racers and drunk drivers.  Approximately 8 officers patrolled each night between the hours of 6:00 and 11:00 p.m..  Officers issued 68 citations for various moving violations, impounded 8 vehicles and arrested one suspected drunk driver. Five drivers were arrested for being unlicensed.
