US Department of Justice closes investigation of BPD
Bakersfield Police Chief Bill Rector announces that after an intensive and
focused 4 1⁄2 year investigation of the practices, policies, and standards of the
Bakersfield Police Department, the Civil Rights Division of the United States
Department of Justice (DOJ), based in Washington D.C., has closed their
investigation.
In July 2003, the United States Department of Justice, Civil Rights Division,
launched a “pattern and practice” investigation of the Bakersfield Police
Department regarding the use of deadly and non-deadly force and allegations of
discriminatory policing practices.
A “pattern and practice” investigation involves a comprehensive evaluation of an
agency’s policies, procedures, and actual practices, in areas where there are
allegations of misconduct. The investigation involves examinations of specific
incidents to see if they are part of a pattern of misconduct and civil rights
violations. In general, they include the following.
In-depth interviews with police command staff, representatives of police labor
organizations, persons who believe that they have been subjected to police
misconduct, lawyers and community leaders who have dealings with the
police department, and individual officers.

99cent store incident update
The Bakersfield Police Department is requesting the community’s assistance in
identifying and locating the suspect responsible for an annoying/molesting a child
incident at the 99cent store, 4200 Ming Avenue, on 1/20/08.
Detectives have obtained a surveillance photo of the suspect and it is attached to
this news release. The suspect used his cellular phone to photograph a 12 year
old female under her skirt. He then fled the store in a vehicle.
The suspect is described as a:
White or Hispanic male, early 20’s, 5’9”, shaved head, wearing a black hooded sweatshirt, black pants and shoes.
His vehicle is described as a Late 90’s Ford Taurus, 4 door, brown in color.
Anyone with information regarding this incident is asked to call the Bakersfield

The Kern County grand jury released this report today:
EL TEJON UNIFIED SCHOOL DISTRICT
PURPOSE OF INQUIRY:
The Health, Education, and Social Services Committee (HESS) of the 2007-2008 Kern County Grand Jury visited the El Tejon Unified School District (District) on December 13, 2007, pursuant to Sections 925 and 933.5 of the Penal Code.
PROCESS:
The HESS Committee interviewed the newly appointed District Superintendent and reviewed the Grand Jury recommendations from the 2006-2007 final report.
BACKGROUND:
The District office is located at 4337 Lebec Road, Lebec, CA, 93243. The District is situated in the Tehachapi Mountain Range area of Kern County between Bakersfield and Los Angeles. It encompasses an area of Lebec, Lake of the Woods, Frazier Park, Lockwood Valley, and Pine Mountain Club. The District maintains three schools: Frazier Park School, El Tejon School, and Frazier Mountain High School. The District also administers the Pine Mountain Learning Center Charter School. Enrollment for the District is approximately 1,300 students.
FINDINGS:
1. The District Superintendent continues to work with the Board of Trustees and the Assistant Superintendent from Kern County Superintendent of Schools Office (KCSOSO) to facilitate a wide range of ongoing projects. Most notably, the hiring of an architectural firm that has completed a Master Plan of Development for the District, and will serve as architects for the construction projects funded by Bond Measure E.
2. The District, with the Assistant Superintendent (KCSOSO) serving as consultant, has negotiated with the Kern County Department of Parks and Recreation and the Westside Recreation and Park District, a six year extension of the existing lease of the property on which the Pine Mountain Learning Center is currently situated. The District continues to seek land for a permanent school site. However, finding suitable land on which to build is very limited.
3. The District is looking into applying for grant funds made available through the Nell Soto Parent/Teacher Involvement Program. The primary purpose of this program is to strengthen communication between schools and parents by providing school site staff with the funds to conduct home visits and/or community meetings. The District is assessing the program, as there may be some drawbacks to being involved.
4. Another challenge to the District is declining enrollment. The Superintendent stressed the necessity of efficiently managing fiscal resources to maintain a strong teaching/learning process. The District’s beginning teachers are now attending monthly breakfast meetings to review best practices and participate in learning how to prioritize issues that will be most beneficial to student achievement. A continuing burden for the staff is “teaching to the test.’’ This involves a time intense regimen where students must first learn how to test as opposed to gaining knowledge.
5. According to the 2006-2007 Grand Jury final report, El Tejon Elementary School did not meet their Academic Performance Index (API). The District is striving to meet their API target goals this year and successfully “exit” program improvement status.
6. The District is working to establish high educational expectations and promotes the internationally used Advancement Via Individual Determination (AVID) program. AVID is an elective class that targets the idea of learning skills preparatory to ongoing studies. Involvement of parents is a priority in AVID and there must be mutual agreement to support and encourage academic success. The District is slated to begin teaching the AVID program in the 2008-2009 school year. In addition, a strong Future Farmers of America program offers other career opportunities. The Frazier Mountain High School provides a Comtec Partnership Academy which functions as a “school within a school” to enhance computer technology opportunities.
COMMENTS:
The Superintendent wears many hats, among them, serving as Director of Special Education and Principal for the Pine Mountain Learning Center. Through the dedicated effort of parents, lay people and the entire staff, the numerous endeavors of the District are being positively supported. The Superintendent acknowledges that concerns arise as the District strives to stay true to the core belief of having “the kids your concern.” The Committee believes the concerns are being appropriately addressed.
