Although very little precipitation fell in Bakersfield, last weekend’s series of storms brought plenty of rain and snow to the mountains above Lake Isabella – enough to boost the forecast of Kern River snowmelt runoff to 108% of normal for the 2008 season. That is up from the 93% that was forecast on February 1st. Should the current forecast be realized, the Kern River would flow close to its long-term average for the first time in nearly 45 years. Truly a stream of “feast or famine”, the Kern River water supply outlook for 2008 comes on the heels of a dismal 26% of normal yield in 2007. Up north, the State Water Project water allocation remains at 35% of contractor’s requests despite a week-long period of northern Sierra storm activity.
Enclosed is a memo from the Economic Development Director providing an update on the status of the wet play area project at Casa Loma Park.
Mill Creek update – The brick pilasters are being built and most of them will be finished by today with the remainder finished next week. Also, some additional improvements on 21st Street were completed this week. Attached are some photos of the pilasters and the pond with higher water flow.

Annoying a child incident
On 2/27/08, at 4:59 p.m., the Bakersfield Police Department received a report of
an annoying/molesting a child incident that occurred in the area of Wible Road
and Loyalton Avenue.
The victim, a 13 year old female, said on 2/27/08, at about 7:00 a.m. she was
standing on the corner of Loyalton Avenue and Wible Road waiting for her school
bus to arrive. She said the suspect described as a:
Black Male, 23-25, 5’11" 180lbs, brown eyes, shaved head
occupying an:
unknown year light blue compact vehicle,
pulled his vehicle up to the bus stop and began to look at all the girls. He asked
the victim how old she was and made comments about her appearance. The
victim said she never responded to the suspect. He never made any attempts to
get them to come to his vehicle and he never exited his.
Officers also spoke with another 13 year old female who said she had observed
the same subject at the Taco Bell at Panama Lane and Wible Road a few days
earlier. She said he was staring at her and made her feel uncomfortable.
Both victims have seen the subject before and believe he resides in the area.

Details:On February 24, 2008 Kern County Deputies assigned to the Kern River Valley Station were
conducting a narcotic investigation in the early morning hours. The investigation was occurring in Lake
Isabella near the Auxiliary Dam on Barlow Rd. Deputies located an abandon vehicle involved with the
investigation. A marked Sheriff‚s patrol car was parked behind the abandoned vehicle illuminating it and the
surrounding area. Deputies located one of the suspects hiding in rocks near the lake. This suspect, Jason
Chambers 19 of Bodfish was taken into custody with the assistance of a Sheriff‚s K-9. When Deputies
returned to the abandoned vehicle they discovered the marked patrol unit was missing. It appears the
vehicle had been tampered with and was submerged in Lake Isabella. While Deputies continued their
investigation they located Billy Ray Ross 23 of Lake Isabella. Ross was wanted for Parole violation. Ross
admitted to hiding in the suspect vehicle when the other two suspects ran from the vehicle, but denied
involvement with the damage to the Patrol car. The third suspect had not been identified and the
investigation is on going.
Jason Chambers was booked into the Kern County Jail for grand theft auto, felony vandalism, resisting arrest
and outstanding warrants.
Billy Ray Ross was booked into the Kern County Jail for grand theft auto, felony vandalism, resisting arrest
and Parole violations.

Details:
On 2/26/08, at 12:00 am, Kern County Sheriff Deputies were dispatched to the 420 Club located at 3910 Alfred
Harrell Highway to check the welfare of an adult male who was screaming, crying and acting bizarre.
Participants of "The National Longest Walk" were spending the night at the club as they walked through
Bakersfield to Washington D.C. When deputies arrived they contacted 22 year-old True Warner of Madera
California.
When deputies attempted to evaluate Warner he began resisting and assaulting deputies. A TASER was
deployed on Warner and had no effect. Warner was pepper sprayed and struck with a baton, which also
had no effect. A Sheriff's K-9 was deployed and Warner continued to resist by kicking and punching the K-9.
Warner continued to fight with deputies until they were eventually able to take him into custody. Warner was
transported to Kern Medical Center where he was treated and cleared by medical staff for booking at the
Jail, for the below listed charges. Warner's bail was set at $35,000.00 and he is scheduled for arraignment
on 2/28/08 in the Kern County Superior Court.
During the incident a Sheriff's Deputy and Sheriff's K-9 received injuries. The deputy received a minor injury
to his hand. The K-9 was taken to the Emergency Animal Hospital on Easton Drive for examination. The K-9
sustained several bruises during the incident but was cleared to return to service.

PC 600(A), Causing injury or harm to a dog used by a Peace Officer
PC 69, Resisting arrest with force or violence

Bakersfield Mayor to Announce New Foreclosure Prevention Resources
for Kern County
To address the growing issue of foreclosures in Kern County, Bakersfield Mayor Harvey Hall will join Self-Help Enterprises and Bank of America to announce the creation of a new toll free phone number 1-888-412-0828 for foreclosure counseling. Self Help Enterprises will also increase its staff to serve Bakersfield, which has among the highest foreclosure rates in California thanks, in part, to a grant from Bank of America.
Self-Help Enterprises is pleased to announce a grant award of $50,000 from Bank of America to provide foreclosure counseling in Bakersfield, California. Bakersfield has been identified as one of the cities hardest hit by home foreclosures.
"We are grateful for these funds that will help us reach out to families in danger of losing their homes," said SHE CEO Peter Carey.
Bakersfield Mayor Harvey Hall, Self-Help Enterprises CEO Peter Carey and Bank of America representatives will hold a press conference on the steps of Bakersfield’s City Hall to discuss the home foreclosure crisis and this initiative.

On the heels of its recent $500,000 commitment to the new California Home Ownership Preservation Initiative led by the California Reinvestment Coalition, the Bank of America Charitable Foundation announced it will contribute an additional $250,000 to nonprofits that specialize in foreclosure mitigation. Nonprofits working with homeowners in Stockton, Kern, Sacramento counties and the Inland Empire – the markets with the highest concentration of home foreclosures in the state and among the nation’s – are the first recipients of grants.
The funds help the following nonprofits manage increased case work demands resulting from rising foreclosure mitigation needs:
·   ; Self-Help Enterprises will receive $50,000 to provide mortgage default counseling to homeowners in Kern County.
·   ; Visionary Home Builders, based in Stockton, will receive $70,000 to provide post-purchase and mortgage default counseling for homeowners in the Central Valley.
·   ; Springboard, based in Riverside, will receive $65,000 to offer mortgage default and foreclosure prevention services for homeowners across the Inland Empire.
·   ; NeighborWorks HomeOwnership Center - Sacramento Region, will receive $65,000 to provide foreclosure prevention services for homeowners in Sacramento County.
