Although very little precipitation fell in Bakersfield, last weekend’s series of storms brought plenty of rain and snow to the mountains above Lake Isabella – enough to boost the forecast of Kern River snowmelt runoff to 108% of normal for the 2008 season. That is up from the 93% that was forecast on February 1st. Should the current forecast be realized, the Kern River would flow close to its long-term average for the first time in nearly 45 years. Truly a stream of “feast or famine”, the Kern River water supply outlook for 2008 comes on the heels of a dismal 26% of normal yield in 2007. Up north, the State Water Project water allocation remains at 35% of contractor’s requests despite a week-long period of northern Sierra storm activity.
Enclosed is a memo from the Economic Development Director providing an update on the status of the wet play area project at Casa Loma Park.
Mill Creek update – The brick pilasters are being built and most of them will be finished by today with the remainder finished next week. Also, some additional improvements on 21st Street were completed this week. Attached are some photos of the pilasters and the pond with higher water flow.

Annoying a child incident
On 2/27/08, at 4:59 p.m., the Bakersfield Police Department received a report of
an annoying/molesting a child incident that occurred in the area of Wible Road
and Loyalton Avenue.
The victim, a 13 year old female, said on 2/27/08, at about 7:00 a.m. she was
standing on the corner of Loyalton Avenue and Wible Road waiting for her school
bus to arrive. She said the suspect described as a:
Black Male, 23-25, 5’11" 180lbs, brown eyes, shaved head
occupying an:
unknown year light blue compact vehicle,
pulled his vehicle up to the bus stop and began to look at all the girls. He asked
the victim how old she was and made comments about her appearance. The
victim said she never responded to the suspect. He never made any attempts to
get them to come to his vehicle and he never exited his.
Officers also spoke with another 13 year old female who said she had observed
the same subject at the Taco Bell at Panama Lane and Wible Road a few days
earlier. She said he was staring at her and made her feel uncomfortable.
Both victims have seen the subject before and believe he resides in the area.

Details:On February 24, 2008 Kern County Deputies assigned to the Kern River Valley Station were
conducting a narcotic investigation in the early morning hours. The investigation was occurring in Lake
Isabella near the Auxiliary Dam on Barlow Rd. Deputies located an abandon vehicle involved with the
investigation. A marked Sheriff‚s patrol car was parked behind the abandoned vehicle illuminating it and the
surrounding area. Deputies located one of the suspects hiding in rocks near the lake. This suspect, Jason
Chambers 19 of Bodfish was taken into custody with the assistance of a Sheriff‚s K-9. When Deputies
returned to the abandoned vehicle they discovered the marked patrol unit was missing. It appears the
vehicle had been tampered with and was submerged in Lake Isabella. While Deputies continued their
investigation they located Billy Ray Ross 23 of Lake Isabella. Ross was wanted for Parole violation. Ross
admitted to hiding in the suspect vehicle when the other two suspects ran from the vehicle, but denied
involvement with the damage to the Patrol car. The third suspect had not been identified and the
investigation is on going.
Jason Chambers was booked into the Kern County Jail for grand theft auto, felony vandalism, resisting arrest
and outstanding warrants.
Billy Ray Ross was booked into the Kern County Jail for grand theft auto, felony vandalism, resisting arrest
and Parole violations.

Details:
On 2/26/08, at 12:00 am, Kern County Sheriff Deputies were dispatched to the 420 Club located at 3910 Alfred
Harrell Highway to check the welfare of an adult male who was screaming, crying and acting bizarre.
Participants of "The National Longest Walk" were spending the night at the club as they walked through
Bakersfield to Washington D.C. When deputies arrived they contacted 22 year-old True Warner of Madera
California.
When deputies attempted to evaluate Warner he began resisting and assaulting deputies. A TASER was
deployed on Warner and had no effect. Warner was pepper sprayed and struck with a baton, which also
had no effect. A Sheriff's K-9 was deployed and Warner continued to resist by kicking and punching the K-9.
Warner continued to fight with deputies until they were eventually able to take him into custody. Warner was
transported to Kern Medical Center where he was treated and cleared by medical staff for booking at the
Jail, for the below listed charges. Warner's bail was set at $35,000.00 and he is scheduled for arraignment
on 2/28/08 in the Kern County Superior Court.
During the incident a Sheriff's Deputy and Sheriff's K-9 received injuries. The deputy received a minor injury
to his hand. The K-9 was taken to the Emergency Animal Hospital on Easton Drive for examination. The K-9
sustained several bruises during the incident but was cleared to return to service.

Bakersfield Mayor to Announce New Foreclosure Prevention Resources
for Kern County
To address the growing issue of foreclosures in Kern County, Bakersfield Mayor Harvey Hall will join Self-Help Enterprises and Bank of America to announce the creation of a new toll free phone number 1-888-412-0828 for foreclosure counseling. Self Help Enterprises will also increase its staff to serve Bakersfield, which has among the highest foreclosure rates in California thanks, in part, to a grant from Bank of America.
Self-Help Enterprises is pleased to announce a grant award of $50,000 from Bank of America to provide foreclosure counseling in Bakersfield, California. Bakersfield has been identified as one of the cities hardest hit by home foreclosures.
"We are grateful for these funds that will help us reach out to families in danger of losing their homes," said SHE CEO Peter Carey.
Bakersfield Mayor Harvey Hall, Self-Help Enterprises CEO Peter Carey and Bank of America representatives will hold a press conference on the steps of Bakersfield’s City Hall to discuss the home foreclosure crisis and this initiative.

On the heels of its recent $500,000 commitment to the new California Home Ownership Preservation Initiative led by the California Reinvestment Coalition, the Bank of America Charitable Foundation announced it will contribute an additional $250,000 to nonprofits that specialize in foreclosure mitigation. Nonprofits working with homeowners in Stockton, Kern, Sacramento counties and the Inland Empire – the markets with the highest concentration of home foreclosures in the state and among the nation’s – are the first recipients of grants.
The funds help the following nonprofits manage increased case work demands resulting from rising foreclosure mitigation needs:
·   ; Self-Help Enterprises will receive $50,000 to provide mortgage default counseling to homeowners in Kern County.
·   ; Visionary Home Builders, based in Stockton, will receive $70,000 to provide post-purchase and mortgage default counseling for homeowners in the Central Valley.
·   ; Springboard, based in Riverside, will receive $65,000 to offer mortgage default and foreclosure prevention services for homeowners across the Inland Empire.
·   ; NeighborWorks HomeOwnership Center - Sacramento Region, will receive $65,000 to provide foreclosure prevention services for homeowners in Sacramento County.

TEHACHAPI VALLEY HEALTHCARE DISTRICT
PURPOSE OF INQUIRY:
In response to numerous complaints regarding various individuals and organizations involved in the operation of the existing hospital and in the construction and financing of the new hospital, the County Services and Special Districts Committee (Committee) of the 2007-2008 Kern County Grand Jury conducted numerous interviews, both by telephone and in-person, to obtain information concerning the issues at Tehachapi Valley Healthcare District (TVHD) raised by the complaining parties (Complainants). The inquiry was conducted pursuant to Penal Code Section 925 with the focus of the inquiry limited to the issues contained in the complaints.
PROCESS:
The complaints were received by this Committee in October 2007 with the investigation concluding in January 2008. The Committee interviewed all the Complainants, the Chief Administrative Officer/Senior Planner of Aspen Street Architects, Inc., the President of the Tehachapi Valley Healthcare District Board of Directors (TVHD – BOD), the Chief Executive Officer, the Administrative Assistant/Administrative Resident for TVHD and the Hospital Project Manager for TVHD.
In addition, the Committee reviewed the TVHD - BOD minutes for years 2006 and 2007, the latest available monthly financial statements (November 2006), a report of activities submitted by the Agency for Healthcare Research and Quality (AHRQ), the latest report from Aspen Street Architects, Inc., indicating the present position of the project’s design work, its timeline information, its plans and cost estimates, plus other associated and miscellaneous information.
In addition, the Committee reviewed a Gift Deed from the Trustees of The Broome Family Trust involving 22.36 acres that had been donated to TVHD. Another source the Committee reviewed was the QUAD Healthcare Consortium (QUAD), a collaboration of healthcare districts in Southeast Kern County. Additional information was obtained from the district’s web site. The Complainants submitted seven packets of information, each packet consisting of numerous pages, supporting the various allegations of the complaints.
There were other supporting documents which the committee reviewed, which were the TVHD - BOD meeting minutes of QUAD and a 13 page letter from the medical staff to the TVHD – BOD, which listed numerous complaints and suggested resolutions.
The Committee also reviewed a copy of the Ad Hoc Committee on AHRQ Grant minutes dated July 11, 2006, and a copy of the grant application dated April 14, 2005, in the amount of $1,499,935, plus a copy of a detailed budget of direct costs (personnel compensation).
The Committee reviewed copies of correspondence to AHRQ administration from concerned citizens and copies of replies to said citizens.
The Committee also reviewed copies of California Form 700 concerning two TVHD – BOD dated January 7th, 8th and 16th, 2007, and copies of the Articles of Incorporation of East Kern County Integrated Technology Association were also reviewed.
The Committee also reviewed the dates of the submission of the plans completed by the architect handling the project to the Office of Health Planning and Development (OSHPD).
A review of dates of submission(s) of plans by the Architect to OSHPD and subsequent occasionally lengthy possession of returned plans by OSHPD to the Architect could be indications of the unique and complex nature of design demands by OSHPD and possible lack of experience in this area by the Architect.
BACKGROUND:
The core issues of these complaints focus on concerns over the slow pace of the engineering process, staff morale, dissension between the medical staff and the administration, the perception of questionable tactics by the principal investigator assigned by AHRQ, and the perception of less than aggressive actions of the TVHD- BOD.
FINDINGS:
The contract to construct the facility has not yet been awarded. It is not clear if the contract will require a completion bond or contain a penalty clause for late completion of construction.
Serious errors in auditing/billing procedures for years 2002, 2003, 2005, and 2006 have resulted in overpayments to the hospital by Medicare. The Administration informed the Committee of overpayments made by Medicare to the hospital of $35,000 in FY 2002, $35,000 in FY 2003, $230,000 in FY 2005, and $250,000 in FY 2006 which were due to district audit errors.
A further delay in the start of construction will result in a continuation of increasing building costs. This will require additional sources of funding.
It appears previous errors in district auditing procedures have resulted in a distortion of its actual financial positions.
It appears that not all aspects concerning the construction plans of the new hospital were transparent to the public, which caused many people to complain.
An examination of the available financial exhibits indicates the hospital is profitable and appears on track to remain so.
Securing the services of a new hospital administrator appears to have had a very positive effect on the morale of all hospital personnel. His grasp and understanding of the numerous and complex problems to be resolved seem to be well within the range of his capabilities.
The addition of the Hospital Project Manager to staff seems to be an excellent decision especially due to his ability to secure critical information in a timely manner necessary for proper consideration by the TVHD – BOD.
The recent addition of the Chief Financial Officer will be extremely important as the need for additional construction funding becomes increasingly critical.
COMMENTS:
The Complainants have expressed concerns over a wide range of subjects and issues as indicated under “Background” above. While this Committee has attempted to investigate each of those issues, its investigation efforts were discontinued in some cases when the information obtained indicated certain concerns had shown significant improvement or had been corrected. Some examples of significant improvement were improved staff morale, and the medical staff’s improved relationship with the Administration and the TVHD - BOD.
RECOMMENDATIONS:
1. A completion bond should be required from the general contractor selected for construction of the hospital.
2. A financial penalty for each day exceeding the contractual date for completion of construction should be imposed upon the contractor.
3. Any change(s) in building plan(s) requiring OSHPD approval should be avoided.
4. An immediate (if possible) selection of the building plans should be accomplished.
5. All sources of the necessary additional funding required should be explored with firm commitments where possible and be commenced immediately.
6. Regular and continuous Town Hall meetings, in addition to frequent progress reports to the media, should begin immediately.
7. Any and all changes necessary to the District’s audit procedures should be made in order to avoid any future overpayment(s) by Medicare.
8. It is vital that all aspects and decisions concerning the ongoing construction and planning of the new hospital be of a transparent nature to the general public.
It should be noted many of the recommendations contained in this report are identical to those contained in the 2005-2006 Kern County Grand Jury final report.
Tehachapi Valley Healthcare District should post a copy of this report where it will be available for public review.

Arrest in Ecstasy Distribution Case
On 2-20-08 Bakersfield Police narcotics detectives along with agents of the Drug
Enforcement Agency concluded a several weeks long investigation into the
distribution of Ecstasy in Bakersfield.
Search Warrants were served at two apartments in the 800 block of ‘K’ Street.
This led to the seizure of 211 Ecstasy pills (estimated street value of $2500.00),
a small amount of marijuana, a .380 caliber pistol, and over $1400 in cash.
Detectives arrested Sulignaa Phommachanh, (25), of Bakersfield, for possession
of Ecstasy for sale, transportation of Ecstasy, weapon and gang related charges.
He was booked into the Kern County Jail.

Friday, February 22, 2008 at 1327 hrs (1:27 PST) a reinforced 1st Alarm structure fire response from the Bakersfield FIRE Dept. consisting of 3 Engines, 2 Trucks, 1 Battalion Chief, 1 Arson investigator, 2 Command Staff personnel were dispatched. Upon arrival Bakersfield FIRE Department companies reported heavy fire to the rear of an unoccupied apartment building. Aggressive interior attack halted the fire’s progress. Damage was significant to contents and structure. Initial damage reports were put at approximately $20,000.00
Two male juveniles were identified fleeing the building after the fire was reported. A Bakersfield City Arson Investigator responded with the report of fire and was able to take the juveniles into custody before they had left the scene. The two juveniles were booked by the Kern County Juvenile Detention Center.
There were no injuries to fire fighters or residents

Wednesday, February 20th, 2008 at 2036 hrs, multiple fire units from City of Bakersfield FIRE Department responded with the assistance from Kern County Fire Department to a structure fire. Arriving first on-scene BFD Engine Company 6 provided the initial command and reported heavy fire inside a single family residence. BFD Engine Co 6 advanced attack lines and exposure protection with assistance from KCFD Engine 51 providing a water supply. Battalion 2 arrived and assumed command. BFD Truck 7 was assigned interior and provided an “All Clear” for primary search.
After “Knockdown” of the fire was achieved an investigator was requested (AP2) to investigate. The fire origin and cause was determined to be suspicious. Concerned witnesses in the community provided to investigators a description of a person seen fleeing from the structure.
The described individual, female transient, was found remaining at the scene post fire. The suspect was arrested and booked into Kern County Jail for the charge of Arson of a Structure. For further details available please contact the City of Bakersfield FIRE Department.

FULLER INTRODUCES BILL INCREASING PENALTIES FOR GANG MEMBERS
Sacramento – Assemblymember Jean Fuller (R-Bakersfield) introduced Assembly Bill 2562 today in order to give current law more teeth if gang members fail to register with law enforcement when required to do so.
AB 2562, introduced at the request of the Kern County District Attorney’s Office, makes it a felony if a gang member required to register with law enforcement due to a felony conviction fails to register. The measure also makes it a felony for someone previously convicted of not registering to fail to register again.
“Gangs are a growing problem in Bakersfield and Kern County,” said Fuller. “It is vital that law enforcement have every tool necessary in order to address the serious issue of criminal gang activity.
Current law states that any person convicted of actively participating in a criminal street gang must register with local law enforcement where they live within 10 days of being released from jail. Failure to register with local law enforcement is currently a misdemeanor.
Kern County District Attorney Ed Jagels commented on Assembly Bill 2562 saying that “being charged with a misdemeanor will not stop a gang member from failing to register. It is extremely important to have more serious consequences in law when gang members do not register with local law enforcement and I look forward to working with the Assemblymember on this important issue.”
Assemblymember Fuller represents the 32nd Assembly District, which includes Bakersfield, Ridgecrest, Tehachapi, Taft, Kern River Valley and the Frazier Mountain communities.

Details: On February 20, 2008 at 1302 hours, Garrett Sean Farn died while hospitalized at Kern Medical Center. Mr. Farn was taken to Kern Medical Center on February 19, 2008 after being taken into custody by a Frazier Park Sheriff's Deputy.
An autopsy was performed on February 21, 2008 and the cause of Mr. Farn's death is pending medical and toxicology testing. The preliminary autopsy findings do not indicate that trauma, including the use of an electronic control device, contributed in any significant way to his death.
Evaluation of laboratory tests completed at the hospital, toxicology of both hospital and autopsy samples, and a review of the medical records needs to be completed before a final cause of death can be determined.

Armed Carjacking
The Bakersfield Police Department is seeking the community’s assistance in
locating and identifying two suspects wanted in connection with an armed
carjacking that occurred on 2/20/08.
On 2/20/08, at 10:13 p.m., the Bakersfield Police Department received a report of
a carjacking that had just occurred in the parking lot of the Lucky 7 mini-mart,
3232 Stine Road.
The victims, an 18 year old male and 16 year old female, were sitting in a vehicle
in the parking lot when they were approached by two suspects. One of the
suspects opened the driver’s door, pointed a gun at the male driver, and
demanded his money. The second suspect ordered both victims from the
vehicle. The male victim gave the suspects some money and then both suspects
entered the victim’s vehicle and fled.
The suspects were described as:
#1 Hispanic male, early 20’s, 5’9, heavy build, dark mustache and goatee,
wearing a black baseball cap, dark shirt and blue jeans. He was also
armed with a black handgun.
#2 Hispanic male, 18, 5’9, heavy build, shaved head, wearing a dark
checkered flannel shirt, white t-shirt and dark jeans.
The victim’s vehicle was a:
1996 Mitsubishi Eclipse, 2 door, white in color, California license
#4CCK117. The vehicle has not yet been recovered.
A video from the surveillance system is attached. This shows the suspects in
and at the store prior to the carjacking.

On 2-18-08, at about 2050hrs, Rosamond deputies responded to 3207 Rosamond Blvd for a report of utility
theft. On arrival, deputies saw a subject walking around inside the carport of the residence. When deputies
announced their presence, the subject disappeared. Deputies found a spoon containing suspected
methamphetamine laying on top of an air conditioner in the carport.
Deputies learned that the subject who lives there, Armando Gonzalez Jr., 33 years, from Rosamond, is on
active probation for drug charges and is subject to search for drugs. Deputies entered the residence to
conduct a probation search and found Gonzalez hiding in a bedroom. Deputies continued their
investigation and located approximately ∏ an ounce of suspected methamphetamine in the house. Other
pieces of evidence, including over $700.00 in cash, were located and led deputies to believe Gonzalez was
selling methamphetamine from his residence. There was also evidence that showed Gonzalez was a
participant in a criminal street gang. In addition, several items of stolen property and documents were
located in the residence.
Gonzalez was arrested and booked into CRF for suspicion of possession of suspected methamphetamine
for sale, possession of a controlled substance, possession of narcotics paraphernalia, identity theft,
possession of stolen property, and participation in a criminal street gang. Gonzalez is currently being held
on $166,500.00 bail.

On 2/19/08 at 8:21 pm, a Kern County Sheriff's Deputy was dispatched to a peace disturbance at Koko's Motel located at 3225 Mount Pinos Way, in Frazier Park. A caller from the motel reported an adult
male was outside in low temperatures nude. The male was knocking on motel doors and attempting force entry into occupied motel rooms. When the deputy arrived, he contacted 41 year old GARRETT
FARN. FARN was displaying bizarre and aggressive behavior. FARN refused to comply with the deputy's orders and resisted arrest. The deputy deployed his TASER in order take him into custody. The
deputy handcuffed FARN and placed him in the back of his patrol car. FARN continued to resist kicking out the patrol car's window. The deputy transported FARN to Kern Medical Center for examination
prior to being booked into the Jail for resisting arrested.
When FARN arrived at KMC at 9:49 pm, he stopped his bizarre and combative behavior and walked in to the hospital. Once FARN entered the hospital he again became combative and had to be
restrained by several medical staff and deputies. A hold was placed FARN requiring medical staff to notify the Sheriff's Office when FARN was medically clear for booking into the Jail. At 4:41 am, the next
morning, Kern Medical Center notified the Sheriff's Office that FARN'S condition deteriorated and that he was in critical condition. Sheriff's Detectives were called out and they are currently investigating the
incident. Further details will be released as the investigation continues.

Suspect sought in attempted armed robbery
On 2/10/08, at 7:10 p.m., the Bakersfield Police Department received a report of
a robbery at the Bed, Bath, and Beyond, 5000 Stockdale Hwy.
The suspect entered the business as it was closing and employees were allowing
the last customers to leave. The suspect approached a clerk, displayed a note
demanding money, and brandished a firearm. The clerk informed the suspect
that they did not have access to the registers so the suspect fled without any
loss.
The suspect was described as a:
White male, 6’2”, 50-60 years of age, light colored hair and beard,
wearing a tan hat, eyeglasses, green jacket, and dark pants, armed
with a black firearm.
The suspect appears to be the same subject who committed an armed robbery at
the Tri County Bank, 5201 California Avenue, on 2/12/08.

Armed Robbery/Passing Counterfeit Currency
On 2/17/08, at 6:17 p.m. the Bakersfield Police Department received a report of a
robbery that had just occurred at the Mobil station, 101 19th Street.
The suspect entered the business and selected items from the display stand. He
presented the items to the clerk who rang them up. The suspect then handed
the clerk a counterfeit $20 bill, grabbed the items and immediately ran from the
store. The clerk pursued him on foot and demanded that the suspect return the
items to him. The suspect refused and pulled out a large knife and held it toward
the clerk. The clerk, fearing for his safety, stopped his pursuit and the suspect
was last seen running west on 18th Street.
The suspect was described as a:
White male, 22-29, 5’9, 180, slim build, camouflage jacket, black
denim jeans, blue baseball cap, glasses, armed with a large kitchen
type knife.

Details:Over the past weekend, Feb 15-18, the Kern County Sheriff's Office worked the Whiskey Flat
celebration in Kernville Ca. There was an estimated 60,000 people in attendance. During the four-day event
there were 17 people arrested on various charges ranging from public intoxication to sales of illegal drugs.
A carnival worker, James Crook 46 of Clovis Ca., was arrested for annoying a child, kidnapping and false
imprisonment. All suspects were booked into the Down Town Jail.

Shooting and Armed Robbery arrests
On 2/18/08 Bakersfield Police arrested two suspects, Dominique Heinicke (22),
and Michael Townsend (18), both of Bakersfield, for a shooting and an armed
robbery which occurred in southwest Bakersfield during the evening hours of
2/18/08. Both suspects were arrested during a traffic stop at Ming Avenue and
Hwy 99.
On 2/18/08, at 8:22 p.m., the police department received a report of shots fired
from a vehicle at White Lane and Stine Road. According to witnesses, the
suspect vehicle, a white compact, drove through the intersection and a subject
fired several shots from the vehicle. There were no injuries reported in the
incident.
On 2/18/08, at 8:33 p.m., the police department received a report of a robbery to
a person that had just occurred at the Westfair Lounge, 2536 Wible Road. The
victim, a patron in the parking lot, was struck from behind and fell to the ground.
A female, armed with a firearm, struck him several more times with the gun and
robbed him of money. The female suspect and a male suspect then fled in a
white vehicle. The victim sustained minor injuries.
Approximately 3 minutes later, two Bakersfield Police officers observed a white
Toyota Camry occupied by a male and a female getting on northbound Hwy 99 at
Ming Avenue. They affected at traffic stop at that location. Both occupants were
later identified by witnesses as being responsible for both incidents. A .22 caliber
revolver was recovered from the vehicle. The money taken from the robbery
victim was also recovered.
Heinicke was arrested for reckless discharge of a firearm, robbery, assault with a
deadly weapon, and conspiracy. Townsend was charged with robbery, assault
with a deadly weapon and conspiracy. Both suspects were booked into the Kern
County Jail.
The investigation is continuing.

Rescue crews worked after dark Sunday to help hikers and an off-roader in separate incidents:

Rescue crews from the Kern County Fire Department, Kern County
Sheriff and U.S. Bureau of Land Management (BLM) have been busy this
evening performing two separate air and ground rescues in remote
locations of northeastern Kern County.
The first rescue was in a rugged canyon near Nicholls Peak in the Kelso
Valley area southeast of Lake Isabella. While hiking with three
friends, a 43 year old Bakersfield woman fell and injured her ankle.
The fire department received the call at 6:06 p.m. and responded ground
units from Lake Isabella and Helicopter 408 from Keene. With
information received by phone from the one of the hikers, including
Global Positioning System (GPS) coordinates and a description of the
location of the patient, Helicopter 408 proceeded to the area. Using
night vision goggles, the helicopter crew spotted the hiker’s
headlamps from about four miles out. After circling the group and
evaluating the scene, Firefighter Ryan Fox was lowered from the hovering
helicopter by a hoist cable to affect the rescue. After the patient was
stabilized and secured in a rescue harness, Firefighter Fox and the
patient were hoisted into the helicopter and flown to an awaiting
ambulance. After transfer to the ambulance the woman was taken to Kern
Valley hospital for treatment. The remaining hikers safely walked out
of the area.
A combination of good safety preparations by the hikers and the
specialized rescue skills and equipment used by the fire department
helicopter crew contributed to a positive conclusion to this incident.
The second incident, located in the El Paso Mountains northwest of
Garlock Road and east of Highway 14, involved a man who became separated
from his group after his off road vehicle was disabled. Darkness,
rugged Jeep trails and the vague description of the man’s location
made it difficult for rescuers to find him. After about two hours of
searching Kern County Fire Captain John King from the Randsburg Station
made cell phone contact with the man and was able to direct Air-1, the
Sheriffs Department helicopter, to the area. After locating the man the
crew of Air-1 directed BLM Rangers to his location. The man was found
tired and thirsty but had no apparent injuries. The BLM rangers
reunited the man with his group.
Effective inter-agency coordination of these incidents was key to the
successful outcome.

Mojave, CA – Firefighters from Mojave, Rosamond and California City
responded to a structure fire at 12:08 this morning that claimed one
life and caused extensive damage to a Mojave apartment building. When
Engine 14 from the Mojave station arrived at the scene they found fire
and smoke coming from a second floor apartment of the eight unit
building. Local residents were attempting to extinguish the fire and
informed firefighters that the occupant was possibly trapped inside.
Two firefighters made entry into the apartment quickly extinguishing the
fire and initiated a search for the occupant. The female who lived alone
in the apartment was not able to escape the flames and was found in the
kitchen by firefighters.
The fire was confined to one second floor apartment of an eight unit
building; however, two adjoining units received smoke damage. Five
residents of the two adjoining apartments damaged by the fire were
displaced. Three will be staying with nearby family members and two
will be assisted by the American Red Cross.
Kern County Fire Department Arson Investigators are on scene to
determine the cause of the fire. Kern County Sheriff Deputies and
Coroner’s Investigators are assisting.
An unidentified Hispanic man was killed by a pickup truck in Taft late Saturday night.
