Since July, Raw Reports has brought you the latest in raw news, right from the source.
With more and more staff writers blogging, we're going to be redirecting these posts to topic-specific blogs. So you can look for the city manager's weekly report on the City Beat blog. Or you can look for press releases on new businesses on the Money Talks blog.
Most of the posts on police and fire incidents will move to the Breaking News blog.
Not sure where to look? Just want to see what kinds of blogs we have to offer? Check out our staff blog page.

Early this morning, Detectives from the California City Police Department arrested Phillip Ellison, 40 years, for the murder of teenager Jamesha Terry. Ellison a Cal City resident, was located in his apartment in the 8100 block of California City, and was taken into custody without incident. This arrest was a culmination of a year long investigation involving significant forensic evidence analysis and comparison by the Crime Lab of the District Attorney’s Office.
Jamesha, 14 years old at the time of her death, attended Cal City Middle School and was reported missing on March 19th of last year. 13 days later, her badly decomposed body was discovered in a dirt field near the apartment complex that Ellison lived in. Though cause of death was declared “undetermined” by the Kern County Coroner’s Office, the forensic evidence linked Ellison to the body.
Ellison was booked into the County Jail in Bakersfield on the no bail felony warrant for murder and rape. His arraignment is expected for the first of next week in Bakersfield Court.

Participation in a Street Gang
At approximately 1215hrs a CHP air unit which was working with a speed
detail along interstate 5 received a "Lojak" hit on a stolen vehicle
which was in the Shafter area. The vehicle in question is a 2004 Nissan
Titan p/u which was reported stolen by the Tulare Police Department. The
vehicle was currently in the Shell gas station at the intersection of
SR-43 and 7th Standard Rd. CHP ground units responded to the area and
located the stolen vehicle as it left the station and drove e/b on 7th
Standard Rd. A traffic stop was attempted and the suspect attempted to
flee from the CHP officers. The suspect reached speeds of 90-110mph as
he attempted to evade officers. The suspect drove through the out skirts
of Shafter and Wasco using various side roads and open fields. During
the pursuit, the passenger began to throw objects from the vehicle in an
attempt to cause the pursuing officers to crash. Some of the objects
included a t.v. set, a large knife and sheath and several clothing
items. The pursuit was finally terminated by CHP officers in the Wasco
area at the intersection of 7th street and Central by spinning the
suspect vehicle using the "pit" technique. Both suspects (one male and
one female) were then taken into custody without further incident. All
objects that were thrown from the vehicle have been recovered. The
suspects have not yet been identified but both will be charged with
several felony charges including but not limited to evading arrest,
possession of stolen property, auto theft.
This is just a brief run down of the events. More information will
follow once we find out who these two people are and where they are
from.

NEWS RELEASE
Juvenile Halls in California Face Potential Closure
Court order ends lawsuit against state agency that oversees county juvenile halls
(March 12, 2008) – A San Francisco court today approved an order that will close down California county juvenile halls that fail to meet minimum state standards.
The permanent injunction entered by Superior Court Judge Patrick Mahoney settles a 2006 lawsuit brought by legal advocates against the state agency responsible for being a watchdog over juvenile halls – the Corrections Standards Authority. The suit alleged that the CSA failed to meet its responsibilities for many years, while illegal conditions persisted in the juvenile halls. After two years of litigation, the CSA offered to agree to the injunction.
“We initiated this lawsuit to rectify deplorable conditions in California’s juvenile halls,” said Mark A. Chavez of Chavez & Gertler, one of the lawyers prosecuting the case against the CSA. “After years of litigation, the Court’s injunction against the CSA represents a stunning victory. It will force county juvenile halls to comply with the state’s minimum standards designed to protect juveniles, or face being shut down.”
“For too long, the CSA has given the counties a free pass to violate the rights of youth in their care,” said Sara Norman of the Prison Law Office. “This injunction means no more free passes – the agency has now agreed to do its duty and act as a true watchdog.” &nb sp;
“California law expressly requires that a juvenile hall not be treated as a penal institution but rather be ‘a safe and supportive homelike environment,’” said Richard Ulmer, a partner at Latham & Watkins. “But many juvenile halls in the state are more like penitentiaries than homes. The order entered today is a step in the right direction, but many of the halls have a long way to go.”
Lawyers from Chavez & Gertler, Latham & Watkins, the Prison Law Office and Bingham McCutchen participated in the litigation against the CSA and investigated conditions in individual county juvenile halls. In addition to the CSA suit, the advocates have also sued two juvenile halls – in Sacramento County and in San Joaquin County – in litigation that remains ongoing.
Among conditions found in California county juvenile halls were the following:
• Teen-agers held in isolation cells for over 23 hours a day and months straight;
• Hall staff use excessive force, including beatings and pepper spray;
• Violence and gangs are endemic;
• Mental health care and rehabilitative programs are virtually nonexistent;
• Inappropriate administration of medications is a serious health risk.
• School is often the exception rather than the rule; and
• Severe overcrowding, with teen-agers sleeping on floors.
Investigations during the lawsuit confirmed these conditions. They also found that the CSA was permitting juvenile halls to ignore statutory deadlines for “corrective action plans” and for following through on those plans to remedy legal violations. Juvenile halls that failed to meet deadlines for corrective action plans include those in Kern, Los Angeles and San Bernardino counties. Halls that failed to meet deadlines for remedying legal violations include those in Los Angeles, Monterey and San Joaquin counties. The injunction entered today requires the CSA to uphold the statutory deadlines and to find that juvenile halls “shall not be used for confinement of minors” if the halls fail to comply.
This effort to reform California’s troubled juvenile justice system follows on the heels of the successful landmark litigation against the California Youth Authority. That litigation forced the state to sign a consent decree agreeing to transform the CYA into the kind of rehabilitative model that has dramatically lowere

DEPARTMENT
PRESS RELEASE
For Immediate Release Wednesday, March 12, 2008
Residential Robbery Update
Bakersfield Police are continuing to investigate the residential robbery that
occurred last night in the 11000 block of Reagan Road.
Investigation thus far has revealed that the victim, who had just returned home,
was alone inside the residence when he heard a noise near the front door. As he
walked toward the front door he noticed that it was ajar. As he opened it to look
out, the two male suspects, armed with firearms, exited a coat closet, inside the
residence, near the front door and confronted the victim. They began demanding
money. At this same time the victim’s fiancé arrived at the residence. The victim
pleaded with the suspects not to harm his fiancé and told them that if they waited
outside he would drive them to a bank and obtain money. The suspects agreed
to this and waited outside after threatening the victim.
The victim’s fiancé came into the residence and he informed her that he was
leaving but would be right back. The victim drove the suspects to the Save Mart,
9600 Hageman Road, where he went inside and withdrew money. However,
prior to going back to his vehicle, he used the phone of an employee and called
911. He informed police that he was the victim of a robbery and that the
suspects were inside his vehicle in the parking lot.
Police arrived a short time later and after a short pursuit of the suspects, in the
victim’s vehicle, they were arrested.
The two suspects arrested at the Save Mart store are identified as:
Ingo Gonzalez (27), of Bakersfield, and a
17 year old male juvenile, of Bakersfield.
One of the suspects was in possession of a computer power cord that had been
taken from the victim’s residence.
Last night detectives also arrested the 14 year old daughter of the victim. It
appears that she was an acquaintance of the suspects and involved in the
planning of the robbery. The daughter had been a reported runaway and had not
been seen by the family for about 3 weeks. She was arrested after coming to the
police department to be interviewed.
The motive for the incident appears to be robbery. The victim was not injured.
The investigation is continuing.
Anyone with information on the incident is asked to call Bakersfield Police at 661-
327-7111.

The county handled a trio of fires, two in Bakersfield area and one in Tehachapi. Here are the releases.
Northeast Bakersfield: At 10:43 PM on 3/7/08, Kern County Fire crews responded to the report of downed power lines in the alley behind Pike St between Lexington and Rosewood. Upon arrival, the downed power lines were found to be draped over chain linked fences in the alley, and two large palm trees were on fire. Kern County Fire Dept. crews assisted numerous residents to evacuate and others were instructed to shelter in place. The fires were contained to the palm trees, although numerous structures were threatened. However, due to the absence of shake shingles on these homes, none were harmed. PG&E arrived on scene and de-energized the lines, and all residents returned home safely. There were 12 personnel from Kern County Fire on scene. Other assisting agencies included Kern County Sheriff, Halls Ambulance, and CHP.
Oildale, CA: At 11PM on 3/7/08, Kern County Fire crews responded to the report of a structure fire at 216 Hughes St. Upon arrival they found a 1000 sq.ft. vacant structure which was 50% involved with fire. Crews took quick action to protect two other structures nearby. There were nine Kern County Fire personnel on scene. No injuries were reported. Assisting agencies included Bakersfield Fire Dept. and PG&E. Loss is estimated at $70,000. The cause of the fire is under investigation.
Tehachapi, CA: At 7:25 PM on 3/7/08 Kern County Fire crews responded to a reported structure fire at 19185 Rice Dr. Upon arrival a double-wide mobile home, used for vacationing, was found to be 50% involved. The structure was unoccupied and fire crews took quick action to contain the fire. There were 15 personnel from Kern County Fire on scene. There were no injuries to report and the cause of the fire is under investigation. Total loss is estimated at $70,000.
Below is the City Manager's General Information Memo of March 7, 2008.
March 7, 2008
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
1. Congratulations to the B.P.D. on its receipt of a Cal-Grip Grant
to combat gang violence in the amount of $154,052. The award will be
utilized to oversee the purchase, installation, implementation and
management of a data exchange system in partnership with eleven other
law enforcement agencies in Kern County. Please refer to the enclosed
news release for complete information.
2. We have begun a project this week to install a Trunk Sewer Line
on Redbank Road from Fairfax Road to Vineland Road and on Vineland Road
from Redbank Road to Edison Highway. Redbank Road will be closed to
through traffic until April 5th between Fairfax Road to the railroad
tracks, which are approximately ½ mile east of Fairfax Road. Detours
will be posted which will direct all other traffic to alternate routes.
3. Enclosed is an update on the Multi-City Department and volunteer
neighborhood clean up that took place on February 23rd.
4. Mill Creek Update – The brick pilasters have been built and we
are just waiting for the decorative caps to be placed on top. A
prototype of the fence panels may be viewed at the park on Monday.
5. The City of Bakersfield will be celebrating Arbor Day on
Saturday, March 8th at 9:00 a.m. along the bike path near the CSUB
parking lot. Mayor Harvey Hall will kick off the celebration with a
proclamation, and over 50 volunteers will plant 150 trees along the
path. Other agencies involved include the Kern River Parkway
Foundation, the Tree Foundation of Kern and Bike Bakersfield. This is
the 11th year for the Tree City USA designation. All trees were
supplied through a state grant.
6. Several activities for youth at MLK Center are designed to
educate for a lifetime of positive activities, thus deterring them from
entering gangs. The activities include the Build-a-Bike program and the
Master Garden project. The bikes are donated from the Police
Department, and the garden project was funded by the Bakersfield
Californian. Participating youth actually learn how to build and repair
bikes and may keep a bike that they repaired. The Garden project
teaches lifelong gardening and cooking skills along with good
nutrition.
7. The second annual Underwater Eggstravaganza will be held at
McMurtrey Aquatics Center on Saturday, March 15th at 10:00 a.m. Last
year we had over 700 participants, and this year should be even bigger.
8. GHOST “Graffiti” Statistics and Special Enforcement Unit’s
monthly report February are enclosed.
9. The Streets Division work schedule for the week of March 10th is
enclosed.

& nbsp; &n bsp; &nb sp; Fire Crews Gear Up
& nbsp; &n bsp; For the 2008 Wildland Fire Season
PORTERVILLE, CA – The Sequoia National Forest/Giant Sequoia National
Monument Organized Crew (OC) program is again gearing up for this year’s
wildland fire season. “This program has been in existence for nearly 50
years on the Sequoia National Forest. Over 450 crewmembers are recruited
locally and hired by the Forest Service for Œon-call’ national and local
emergencies,” stated Tina Terrell, Forest Supervisor
The recruits are temporary employees, dispatched nationwide to emergency
incidents requiring 365-day availability. The 15 crews hired are organized
into three firefighting sectors called the Cobras, Black Eagles, and
Scorpions. In addition, two to three camp crews are also hired to perform
support duties in fire camp.
“These firefighting crews are well known for their work on wildland fires
and projects throughout California and other parts of the nation. This
temporary workforce is an invaluable supplement to the wildland fire
fighting resources of the Sequoia National Forest/Giant Sequoia National
Monument,” stated Brent Skaggs, Fire Management Officer.
The OC crews are supervised by agency personnel and follow the same
national training requirements for all wildland fire duties. Upon
successful completion of the work capacity test, each crewmember receives
an additional 40 hours of required Annual Fire Safety Refresher training.
Leadership positions, selected from the crews complete additional training.
For more information about the Sequoia National Forest Organized Crew
program, contact Robert Benik at (559) 784-1500.

NEWS RELEASE
Supervisor Michael J. Rubio, Fifth District
1115 Truxtun Avenue, Suite 505
Bakersfield, CA 93301
(661) 868-3690 (661) 868-3645 FAX
Rubio Calls for Stronger Protections from Sex Offenders
Jessica’s Law Prohibitions Inadequate, Immediate Local Fix Required
On Tuesday, Supervisor Rubio will introduce a countywide ordinance that uniformly addresses shortcomings in the Jessica’s Law prohibitions against sex offenders.
In particular, the Supervisor will request that the Board of Supervisors expand the scope of prohibition where sex offenders can live—beyond schools and parks—to day
care facilities, after school environments, or any location where minors or dependent adults congregate.
Since Jessica’s Law was overwhelmingly approved by California voters in November 2006, sex offenders have not been allowed to live within 2,000 feet of specified areas where the threat of re-offense is highest.
Recently, Kern County has experienced an influx of sex offenders from urban areas where the zone of prohibition is most difficult to meet.
For that reason, Supervisor Rubio seeks to expand protections to our rural communities in both metro Bakersfield and the outlying incorporated communities within Kern County, such as Delano and Arvin.
Jim Starkey, manager of the Rose Garden Residential Care facility on Union Avenue, believes that “with a school bus stop down the street, it is a parade of kids in front of these predators. You wouldn’t put a hunter in a zoo.”
Starkey’s facility is adjacent to the El Don Motel where 11 registered sex offenders are currently being housed.
Notably, this ordinance would only apply to unincorporated areas of the County. In order to have the greatest impact, Supervisor Rubio intends to work with the various incorporated cities throughout the county to promote the importance of implementing this vital ordinance within their jurisdictions.
“This ordinance is long overdue here in Kern County. It fixes an oversight on the part of the state and is a logical extension of their thinking to protect all children and people with developmental disabilities from these violent predators” said Supervisor Rubio. “Let us not forget that sex offenders are not the victims. They are the perpetrators and it is our duty, as elected officials, to ensure that public safety remains our top priority.”
