The Cash For Clunkers program is adding to the activity at treasurers' offices all around South Dakota. First, people were asking for proof of ownership, so they could show they owned their vehicle for a full year, allowing them to cash it in. Now, they'll be returning to register their new vehicle.  And when they do, new owners need to bring every bit of paperwork provided to them by their dealer.

"That means they need their title, their damage disclosure, their bill of sale and the dealers have 30 days to get that to them," Minnehaha County Treasurer Pam Nelson said.

But many of those cashing in on the clunkers program are surprised when they get to the treasurer's office windows. That's because the government's rebate of up to $4500 dollars for every clunker is taxable.

"They didn't realize that would be taxable. A lot of people don't realize that. So they're not happy and kind of surprised when they find that out," Nelson said.

For now, the biggest impact of the program hasn't hit this office yet, as most of the paperwork is still in the hands of the dealers. But Nelson expects to see move activity in her office in the next month.

"I'm anxious to see what it's going to be like. I have no idea how many people we're going to see. Hopefully the dealers can process their paperwork in 30 days," Nelson said. 

And that's when the line at this office will give some indication of how many cars the government program moved off of local lots. 

Nelson adds that if you did recently purchase a vehicle, ensure your dealer gets you the paperwork in time because if they don't you could pay extra interest and penalties.

WASHINGTON -- Rep. Charles Rangel failed to report as much as $1.3 million in outside income -- including up to $1 million for a Harlem building sale -- on financial-disclosure forms he filed between 2002 and 2006, according to newly amended records.

The documents also show the embattled chairman of the Ways and Means Committee -- who is being probed by the House Ethics Committee -- failed to reveal a staggering $3 million in various business transactions over the same period.

This week, Rangel filed drastically revised financial-disclosure forms reflecting new, higher amounts of outside income and numerous additional business deals that had not been reported when the reports were originally filed.

In 2004, for instance, Rangel reported earning between $4,000 and $10,000 in outside earnings on top of his $158,100 congressional salary.

But the amended filings show that after the sale of a property on West 132nd Street, his outside income that year was somewhere between $118,000 and $1.04 million.

The forms filed by House members provide for a range of value on such transactions, so the precise number isn't publicly known.

Rangel also lowballed his income by as much as $70,000 in 2002, $46,000 in 2003 and $117,000 in 2006, records show.

Only in 2005 did Rangel reveal his total outside income.

Members of Congress are required to disclose all their assets and outside income in an effort to expose possible undue influences.

Rangel's office insists the Harlem Democrat did not conceal any outside income from the IRS and is paid up on his taxes.

The Post revealed yesterday that Rangel is in arrears on New Jersey property taxes -- for property that for more than 15 years he failed to disclose to Congress and the public.

Another area of wide discrepancy in his financial-disclosure forms is where he's required to list financial transactions.

Every year between 2002 and 2007, Rangel failed to include all his deals for the year, according to records.

On his 2002 and 2003 financial-disclosure statements, Rangel did not include any transactions whatsoever, according to papers on file with the House clerk.

But the amended records filed this month show as much as $310,000 in business deals in 2002 and up to $80,000 in transactions in 2003.

In 2004, Rangel left off his disclosure form as much as $430,000 in stock transactions, amended records show. One of those deals he did include as a transaction on his original disclosure was the sale of the brownstone on West 132nd Street.

But in the same report, Rangel failed to include proceeds from that sale as outside income. That has been revised in the amended report.

Despite the reported sale, city records still show Rangel is the owner of that property.

His nephew, Ralph, who appears to live in the building, wouldn't answer questions yesterday. Rangel's office declined numerous requests yesterday for explanation.

The problems with Rangel's 2004 disclosure report were so glaring that apparently they caught someone's attention, forcing Rangel to write a letter correcting his failure to fully disclose transactions that year.

"I listed only the real-estate transactions in which we were involved in calendar year 2004 on the transactions schedule because I was not aware of such details as the date and magnitude of the transactions involving our securities holding in the Merrill Lynch account," he wrote in a May 2006 letter to House Clerk Karen Haas.

Yup, can't use the word "Victory" around the Obama administration.  They don't like that word when talking about Obamas Afganistan Quagmire Operation  (OAQO).  It is looking more and more like a quagmire of epic proportions.  He still has no exit strategy, or even a maintenance strategy.  And the American bodies keep piling up.  Rather than come up with a plan, the Obama has hired a private PR firm, paid with US tax dollars, to profile individual reporters.........http://www.stripes.com/arti... so that only the "good" reporters are allowed to report on the cluster foxtrot...

But back to the "Victory" thing.... Why would a commander in chief shy away from victory when american lives are at stake????

1,000 Banks to Fail In Next Two Years: Bank CEO

The US banking system will lose some 1,000 institutions over the next two years, said John Kanas, whose private equity firm bought BankUnited of Florida in May.

 

“We’ve already lost 81 this year,” Kanas told CNBC. “The numbers are climbing every day. Many of these institutions nobody’s ever heard of. They're smaller companies.” (See the accompanying video for the complete interview.)

Failed banks tend to be smaller and private, which exacerbates the problem for small business borrowers, said Kanas, who became CEO of BankUnited when his firm bought the bank and is the former chairman and CEO of North Fork bank.

“Government money has propped up the very large institutions as a result of the stimulus package,” he said. “There’s really very little lifeline available for the small institutions that are suffering.”

'While some will be unavoidable emergencies, it is extremely distressing for them and their families to be denied a labour bed because their maternity unit is full.

'It shows the incredible waste that has taken place that mothers are getting this sort of sub-standard treatment despite Gordon Brown's tripling of spending on the NHS.

For the past several months, thanks to our great and wonderful leaders, we have been given the opportunity to express our views on "health care reform" that has been making its way through Congress.  Suffice it to say, not a lot of people are happy with the performance  of our elected "leaders" and their plans for our health.

Several people have  asked the "party of No" just what ideas they have.  Well, although Mr. Mackey is not an elected official of the "party of NO", he did spell out his ideas on health care reform.  http://online.wsj.com/artic...

You would think that differing viewpoints would be celebrated and encouraged, as it is much more productive than the screaming and shouting that has occured at the "townhall" meetings.  But what has the reaction been from the Democratic leadership??

 

Well, for that answer, simply turn to Saul Alinsky's book "Rules for Radicals", Rule 13.  "Pick the target, freeze it, personalize it, and polarize it."

A "profanity-laced screaming match" at the White House involving CIA Director Leon Panetta, and the expected release today of another damning internal investigation, has administration officials worrying about the direction of its newly-appoint intelligence team, current and former senior intelligence officials tell ABC News.com.

Amid reports that Panetta had threatened to quit just seven months after taking over at the spy agency, other insiders tell ABCNews.com that senior White House staff members are already discussing a possible shake-up of top national security officials.

"You can expect a larger than normal turnover in the next year," a senior adviser to Obama on intelligence matters told ABCNews.com.

 

And this coming from an Administration that doesn't believe "victory" is appropriate in warfare....This administration makes the Keystone Cops look like the Marines Drill Squad.

1,200 veterans wrongly told they got fatal disease

CHARLESTON, W.Va. (AP) - At least 1,200 veterans across the country have been mistakenly told by the Veterans Administration that they suffer from a fatal neurological disease.
 

One of the leaders of a Gulf War veterans group says panicked veterans from Alabama, Florida, Kansas, North Carolina, West Virginia and Wyoming have contacted the group about the error.

Denise Nichols, the vice president of the National Gulf War Resource Center, says the VA is blaming a coding error for the mistake.

Letters dated Aug. 12 were intended to notify veterans who have Lou Gehrig's disease of disability benefits available to them.

Calls to the VA were not immediately returned Monday.

Lou Gehrig's disease, or ALS, is a rapidly progressive disease that attacks the nerve cells responsible for controlling voluntary muscles.
