My implication was how does someone get on a plane (presumably) and go to a foreign country with an abducted child when law enforcement is alerted? The alert issued late? Apparently, some sort of alert notified Romanian police.

If you read the SacBee article (before the link went 404), they say that by the time officials started checking flights, they were already on a flight. So I would assume the alert got issued too late as it takes ~2 hours to get from Sacramento to SFO (may take longer or be faster depending on traffic). Or there is a lag time between the alert being issued and airports checking their passenger manifest.
