        <description>Bakersfield City Councilman Ken Weir responded to my questions about the recall proponents. I didn&#039;t ask him about Hillside or Johnson; those have been beaten to death, and will continue to be. Here&#039;s his response:

You have selected four people out of the hundreds of telephone calls and other contacts I&amp;rsquo;ve had over the past 18 months. I hardly believe that is a fair sample.

I make every effort to return calls in a timely manner. Sometimes, the messages are not audible due to a poor connection. Also, there are times when people call and do not leave their name or contact information.

On a rare occasion, what a person wants simply cannot be done or the person does not like the answer that they received. Ninety-nine percent of the time I am able to provide assistance to those who call me and that gives me great satisfaction as their councilman.

As for Mr. Winn, I went to great lengths to meet with him&amp;nbsp;and spent a significant amount of time&amp;nbsp;listening to him one-on-one. Other than he wants taxes raised in the form of a development fee, he was not able to articulate anything substantive that he wanted. So I probably can&#039;t make Mr. Winn happy.
I&#039;ve proven that I am willing to listen and am happy to discuss issues with people.

I followed up with an e-mail asking about what should be used to raise money to build infrastructure if not development fees, especially w/r/t the dev fee city staff is working on for TRIP. This is not an easy question to dash off an answer to, but he did promise to get back to me.
