. The illegal alien remains in his native country and never harms another child for the rest of his life.

FOR THOSE THAT BELIEVE THAT ILLEGALS ARTE ALL JUST HARD WORKING FAMILY ORANATED PEOPLE THAT JUST WANT TO BETTER THEN SELFES .YOU BETTER RETHINK WHAT LIES THAT HAVE BEEN TOLD TO YOU AND SEE ILLEGALS FOR WHAT THEY TRULY ARE.............

More than 9,000 sex offenders have been arrested by Immigration and Customs Enforcement officials through a series of stings called Operation Predator in three years of operation, a 2006 Department of Homeland Security Report says. But some experts are wondering if the efforts are enough to protect innocent American children from being preyed on by returning criminal alien sex offenders.

Foreign nationals account for roughly 85 percent of child sex offenders arrested by the operation, which was launched by Homeland Security Secretary Tom Ridge in July 2003, officials say. And as WND previously has reported, authorities also have linked illegal aliens to a wave of gang-rapes across the U.S.

The program was designed to safeguard children from foreign national pedophiles, human traffickers and international sex tourists, and in the first year alone, ICE arrested more than 3,200 child predators in the U.S. who committed forms of child exploitation.

But Deborah Schurman-Kauflin, a researcher of violent crimes and criminal profiler who consults with FBI, state and local police, told WND, “Illegal immigrants who commit sex crimes first cross the U.S. border illegally, then gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly.”

Re-entering the United States after having been deported is a felony punishable by up to 20 years in prison, but many aliens try and do succeed. Schurman-Kauflin estimates nearly 100 percent of deported illegal immigrant sexual offenders will return to the U.S. and molest again.

“Every expert on sex offenders knows that the likelihood of child predators re-offending is extremely high,” she told WND. “Child molesters in general assault many victims before they are apprehended. And if they can return through an open border, it is very likely that they would. Why not?”

In fact, ICE reported a twice-deported child molester from Mexico was arrested with 25 pounds of marijuana and eight firearms in his possession in May 2004. “Nicolas Sandoval-Medina” first entered the U.S. illegally in 1996 and was deported to Mexico in July 1997. He later re-entered the country illegally and had sex with a 12-year-old girl in a Des Moines motel room, and was subsequently convicted on two counts of Lascivious Acts with a Child in December 1999. He was also criminally prosecuted for re-entering the country after deportation, a felony, and was deported to Mexico again in July 2000.

In another case, an illegal immigrant from Mexico who attempted to abduct a 7-year-old girl from a laundromat was one of 25 arrested in a sting targeting criminal alien sex offenders in Los Angeles last August. Four of the offenders, two Salvadorans, a Honduran and a Mexican, previously had been deported from the U.S. A fifth man, Alejandro Rodriguez Villegas, 50, convicted of lewd and lascivious acts on a child under 14, also faces criminal charges but remains on the loose.

Immigration officials and Border Patrol agents match criminal records databases with Megan’s law directories across the U.S. to apprehend alien sexual predators. However, Americans for Legal Immigration PAC’s president, William Gheen, doesn’t believe the efforts are enough.

“I think that what ICE is doing is the equivalent of putting a band-aid on a shotgun blast,” Gheen told WND. “ICE is attempting to target the worst of the worst illegal aliens when, in fact, we can’t just do that,” he told WND. “We’ve got to address illegal immigration holistically. You can’t just hope the computers are going to tell you which ones to deport and which ones to not.”

He adds that despite some long-needed immigration enforcement efforts, immigration officials may still be doing too little too late while illegal alien child molesters return to prey on more victims.

“Before we start applauding ICE for their scrap enforcement, we need to start thinking about how many American children have already been raped and violated because they failed to do their jobs. Before I start clapping, I want to know where the hell they have been for the last couple of years.”

One of the largest hurdles to effective immigration enforcement has been cooperation between local, state and federal police. Last year, officials of the House Judiciary Committee said that U.S. immigration officers and police are not always on the same page. Police do not always inform immigration authorities about arrests of undocumented aliens, and immigration officers are often too late to identify the aliens before they are released on bail.

Jim Kouri, CPP is fifth vice president of the National Association of Chiefs of Police. He says the problems lie with some larger police departments who have leaders with political ideologies that do not promote department policies to turn illegal immigrants over to ICE.

“Some police departments are prohibited from cooperating with ICE or other federal agencies regarding crimes committed by illegal aliens,” he told WND. “The problem is that these cities have liberal mayors who appoint liberal police chiefs or those who will implement liberal policies in spite of their personal views. However, there are many more police departments that cooperate with ICE than don’t cooperate.”

According to a 2006 Department of Homeland Security Report, since January, ICE has trained an additional 40 state and county law enforcement officers as part of the 287(g) program to provide targeted immigration enforcement by state and local authorities. The Immigration and Nationality Act section 287(g) grants local and state jurisdictions the ability to enforce immigration law with proper training and supervision by federal authorities.

In addition, ICE, in partnership with other DHS entities, is now detaining all illegal aliens apprehended along the borders for removal, effectively signaling the end of “catch-and-release.”

“The best way is to capture them at the border—a proactive approach—rather than catching them after they rape or molest a child—a reactive approach,” Kouri says. “To do that we need to control our borders. Right now they are out of control. When you have Mexican gunmen on U.S. soil chasing away National Guard troops, that should tell you something is very, very wrong.”

Below are just a few of the arrests of foreign national sex offenders by U.S. Immigrations and Customs Enforcement since the beginning of Operation Predator in July 2003. Many of the sex offenders had been deported at least once before they returned to molest children again.

Humberto Gabriel Zamora — On July 10, 2003, ICE agents in Minnesota arrested Zamora, a Mexican who was living under an alias in Willmar, Minn. He had been convicted of first degree sexual abuse involving a 15-year-old girl in March 2001. He was deported to Mexico in April 2001. He subsequently re-entered the country illegally and moved to Willmar, where he began working under another name.

27 child predators arrested in Florida — On July 24, 2003, ICE agents in Miami arrested 25 men convicted of sexually abusing children and 2 women convicted of child abuse or endangerment. ICE agents had targeted for arrest Bayardo Rafael Chamarro, a Nicaraguan national who was a registered sex offender and who had evaded law enforcement efforts to deport him. As they prepared to arrest him, Chamarro was caught groping a 12-year-old girl in a Sears department store. He was subsequently charged with lewd and lascivious molestation on a child under the age of 16. Chamarro had been charged previously with similar crimes against minors and was a registered sex offender under Megan’s Law.

50 alien child predators arrested in Maryland — On August 13, 2003, ICE agents in Baltimore announced the arrest of 50 aliens who had been convicted of sexual offenses involving minors, but had evaded deportation. Among those arrested were a summer camp employee convicted of molesting three pre-pubescent sisters.

13 alien child predators arrested in Colorado — On September 13, 2003, ICE agents in Denver announced the arrest of 13 aliens who had been convicted of sexual offenses against minors, but had subsequently evaded deportation. Among those arrested was Pedro Gutierrez-Lozano, a Mexican national convicted in 1999 of 2nd degree sexual assault on a mentally impaired minor. Gutierrez was deported to Mexico in 2000 after serving his 180-day jail sentence. He returned to the United States illegally and began living in Colorado until his arrest by ICE agents.

Ramon Amador — On September 13, 2003, ICE officers arrested Ramon Amador, 53, a man wanted in Minnesota on charges of raping a 9-year-old, when he applied for U.S. immigration benefits in California. A background check revealed that Amador was a wanted fugitive.

— On September 16, 2003, a federal judge in Newark sentenced Rafael Ruiz, a Dominican national, to 44 months imprisonment for operating a house of prostitution in Plainfield, N.J. He was involved in a ring that smuggled female juveniles from Mexico into the United States and then held them to work as prostitutes against their will. ICE agents closed down the trafficking ring.

Fritz Laguerre –On September 16, 2003, ICE agents in West Palm, Florida arrested Fritz Laguerre based on an outstanding deportation order. Laguerre, a citizen of Haiti, had been arrested by the Palm Beach Sheriff’s Office in July 2002 for raping his 12-year-old daughter. Laguerre had subsequently evaded ICE efforts to deport him.

Julio Cesar Rabago-Magana — In March 2005, ICE deported a Mexican illegal alien who had been convicted of raping a 4-year-old boy in the basement of Mercado Central in Minneapolis. Rabago-Magana asked the boy to help him carry boxes to a basement storeroom. The boy agreed, but when they entered the room, Rabago-Magana sexually assaulted him. Rabago-Magana pleaded guilty to first-degree criminal sexual conduct. After serving his sentence, removal officers deported him to Mexico six days later.

12 criminal alien child sex predators arrested in Calif. — On May 4, 2005, 60-year-old Martin Salgado-Rivera, a Mexican national with a criminal history that spans three decades, was one of twelve foreign child sex predators arrested in southern Santa Clara County, Calif. Salgado-Rivera’s criminal past includes convictions for the rape and molestation of several minors. His arrest was part of a daylong operation targeting convicted alien sex offenders who now face deportation.

47 criminal alien sex offenders arrested in N.Y. – October 25, 2005, thirty–six of the offenders were in the U.S. illegally, and fourteen were legal permanent residents.

The earlier report, from the Violent Crimes Institute in Atlanta, reported about 240,000 illegal-immigrant sex offendersare living in the U.S., and estimated 93 sex offenders and 12 serial sex offenders cross the border illegally into the U.S. each day.

SAN DIEGO – Would illegal immigrants voluntarily surrender to immigration authorities at the federal building in downtown San Diego?

It may seem unlikely, but this is what federal immigration officials hope will happen starting Tuesday. That's when U.S. Immigration and Customs Enforcement will roll out “Operation Scheduled Departure,” a pilot program to encourage people who have outstanding deportation orders to turn themselves in.

San Diego and four other U.S. cities will participate in the program, which is slated to end Aug. 22. The other locations are Santa Ana; Chicago; Phoenix, Ariz.; and Charlotte, N.C.

Some immigration experts are decrying the idea, which is to give immigration “fugitives” an alternative to federal agents coming into families' homes and making arrests.

“We are going to make it as comfortable as possible,” said Lauren Mack, a spokeswoman for U.S. Immigration and Customs Enforcement. “Rather than coming into our custody and facing us in the wee hours of the morning, they can come and sit down with us.”

Mack said the program is open to people with a final deportation order. These individuals cannot have a criminal record and must “have made a decision that they are ready to comply with their order,” she said.

There are about 572,000 immigrant fugitives nationwide, including roughly 5,700 in San Diego and Imperial counties, according to her agency. The majority of them have no criminal record.

People who register for “Operation Scheduled Departure” will have 90 days to get their affairs in order before leaving. They won't be taken into custody, but may have to check in regularly with immigration officials or be monitored in some other way, Mack said.

Those who request assistance with travel to their native countries – such as flights or bus rides – will receive it, she added.

The program is still subject to laws banning illegal immigrants who have been deported from legally returning to the United States until five to 20 years later.

While U.S. Immigration and Customs Enforcement won't turn away illegal immigrants who want to leave but lack a deportation order, they will consider those people case by case, Mack said. Individuals with a criminal record typically are held in custody pending deportation.

Federal officials are planning a series of TV and radio ads to promote the program. There also will be a dedicated Web site and toll-free phone number, although those haven't been announced.

In San Diego, people wishing to turn themselves in should go to the U.S. Immigration and Customs Enforcement office at 880 Front St.

The self-deportation concept has drawn scorn in certain quarters.

“It is a complete exercise in futility,” said Lilia Velasquez, an immigration attorney in San Diego. “What person in their right mind who has been hiding from the government is going to come out of the shadows and deliver themselves on a silver platter?”

Frank Sharry, executive director of the Washington, D.C.-based immigration advocacy group America's Voice, quipped in a news release that the policy seemed to come “straight out of a 'Saturday Night Live' skit.”

Mack said the program was born after the agency received feedback from immigration advocates, attorneys and others critical of a recent wave of sweeps in which agents targeted illegal immigrants' homes, arrived early in the morning and often arrested people in front of their families.

Many of the individuals arrested turned out to be relatives of an illegal immigrant, and sometimes the agents went to an outdated address.

“We heard them ask to please look at alternative ways of dealing with the fugitives, ways of reducing our fugitive list that were more humane,” said Mack, who added that arrests of fugitives will continue.

                <itunes:summary>
Some fear ‘Streamline’ could overburden federal courts

There should be a zero tolerance.....If we show the illegals that we mean bussiness it will go a long way in helping stop illegal immigration.

by Jeremy Roebuck

EDINBURG -- The Rio Grande Valley will be the next place to implement a zero-tolerance policy credited with slashing illegal immigration rates by almost 70 percent in other parts of the state.

Dubbed "Operation Streamline," the plan calls for the criminal prosecution of every migrant caught crossing the border without proper documentation, U.S. Border Patrol officials said Tuesday.

And while the program has had dramatic results in largely rural parts of Texas and Arizona, it remains untested in more populous regions where the number of immigrants apprehended each year is typically higher.

Skeptics fear prosecution of every illegal immigrant could overwhelm local federal courts, which already spend much of their time on immigration-related cases.

"We will prioritize our resources to ensure those who enter illegally are removed expeditiously," U.S. Attorney Don DeGabrielle said in a statement. "Operation Streamline recognizes the critical importance of detention and immediate removal as a deterrence to future illegal immigration."

Denver debates college tuition for illegal immigrants

                <itunes:summary>
think it is terribly wrong to give illegals lower tuition's. Something needs to be done so that Americans and legal immigrants get what they deserve. Illegals should not be allowed lower tuition. It's just plain wrong.

The issue of whether illegal immigrants should receive the benefit of lower tuition's has been the subject of much debate in recent years, writes The Times' DeeDee Correll in this story. Advocates say that out-of-state rates put college out of reach for such immigrants and that children shouldn't be punished for their parents' decisions to enter the country illegally. Opponents argue that illegal immigrants should not receive the same benefits afforded legal residents.

Nowhere is that debate hotter right now than in Denver, where Mayor John Hickenlooper is making good on a pledge to pay college tuition for a group of students who've completed high school.

But the deal has soured for some students in the group: those who are illegal immigrants, writes Correll. Because they would be required by Colorado law to pay out-of-state tuition, it would cost much more to pay for their college educations.

Although the mayor says he will give the students the same amount of monetary support that legal residents will receive, it's far less than what they will need to cover tuition. At least 10 of the 38 who graduated are affected, according to a private group helping the students.

Some now say the mayor has backed away from a commitment that boosted their hopes for the last four years. But Hickenlooper's senior policy advisor, Katherine Archuleta, says the mayor has kept his promise. The decision by the state Legislature to charge out-of-state rates "was not in his control. He's doing everything he can."

"In this case, the students shouldn't receive any aid at all," said Stan Weekes, director of the Colorado Alliance for Immigration Reform. "Aiding and abetting illegal aliens is a felony, and it's my contention that His Honor would be guilty of a felony."

Illegal immigration: A glimpse of the other side.

                <itunes:summary>
Not a bad story.........I still say arrest and deport!

by Michael Rule

I have a good friend from Mexico. He is here illegally. He has a girlfriend and a baby, and the baby is actually quite legal. As a matter of fact, she is a US citizen. A point that I am sure ticks off at least as many of you as remembered me writing previously about my friend in the first place.

We got to talking the other day about his trip up here. His journey to el norte and our land of gringos.

He walked for two nights in the desert, and hid for two days in that same desert. From the immigration patrols is whom he hid from, but I'm sure you figured that out on your own.

At night he could not see where he was going, and a cactus stabbed him in the leg. When he pulled it out in the dark it stabbed his hand. But I'm sure you've been there, too.

When he got to Phoenix the coyote called his girlfriend and told her this was as far as they were taking him, and if she wanted to see him again she would send the money. Even though they were supposed to get him to Denver. I don't doubt for a minute you can relate to that. We've all had coyotes mess with our head, after all. Just like we have all been threatened that we'll disappear if we didn't pay our bills.

So he went to the bus station, very scared because he thought this is where he might get caught, and found the place full of illegal immigrants. When he told me this he laughed just a little, and said something to the effect that if the immigration patrol wanted to find the illegal Mexicanos, they had only to go to the bus stations.

At this point I debated discussing the whole theory behind our law against profiling, but decided against it. It has never made much sense to me anyway. I mean, looking for Latinos at bus stations when you are looking for illegal immigrants makes about as much sense as looking for Middle Easterners at the airport when you are looking for terrorists.

We'd much rather build walls and search grandmothers than offend any one group.

When I asked how much the coyotes are charging these days for their scenic route to the land of the free, he said he thought it was somewhere around $1000.00 to $1500.00.

He also told me he never wants to make that trip again, which is why he hasn't been home in something like 8 years.

The topic of illegal immigrants and what to do about them has kind of hit the back burner since our Congress, in all their wisdom, voted down the one common sense proposal Mr. Bush has put forth in his 7 plus years in office.

Instead we get YourHub bloggers telling us of the great conspiracy of these illegals to reclaim the southwest for Mexico. We get YourHub bloggers complaining that their bank has information in Spanish.

We get proposals and directives from Washington to build walls to separate the two countries, even if the people where the walls are to be located don't want them. I won't even bring up the cost of such a project, because the idea itself is ludicrous enough standing on its own.

We hear the hysteria about how they are stealing our jobs, though I have yet to hear of a parent of a High School or college graduate say they hope their child goes onto a career flipping burgers or working labor on a construction site.

I listen to talk shows where the host tells us we need to crack down on employers. Yeah, let's do that, then we can complain about how we can't get any work done because the contractors have no help.

You want to hear something ironic? In Mexico they complain about the Guatemalans coming across their border and taking their jobs. Those dang peasants will work for nothing, you see.

Here's a novel idea. Offer every illegal immigrant a work visa for $1000.00. Let them apply for it at the border. Sure would beat the scenic trip the coyotes offer, wouldn't you say? Think of the money that could be raised. One thousand dollars x 10 million is a whole lot of pesos, muchacho.

Then you could work with the employers. I am pretty sure most would jump at the chance to get all their help on the books. Then it would make sense to come down on those continuing to use illegals, though I dare say it would become a non-issue.

We could actually treat these dang illegal immigrants like what they are; people trying to better their lives, and making huge sacrifices to do it. People willing to do the bottom rung work for the chance to pull themselves up.

Just tell them right off the bat: you try to reclaim Texas and we're kicking you out. That oughta stop that.

Nah, too simple. Let's just build a wall instead. It's gonna take a lot of labor, though.

I know! Tell every gringo kid in America he/she needs to work on the wall for one year before they can go to college. Make sense to me.

Heck, we could build quite a wall then, don't you think?

Charges To Be Filed Against Anyone Caught Crossing U.S.-Mexico Border

                <itunes:summary>
Less attemts by mexicans to cross the US Mexico border is a GOOD thing......Now lets finish the Fence

Vittorio Hernandez - AHN News Writer

Washington, D.C. (AHN) - There are less attempts by Mexicans to cross the U.S.-Mexico borders for fear of lawsuits. Under Operation Streamline, a lawsuit would be filed against anyone caught cross the border.

Previously, Mexicans caught used to be fingerprinted only and sent back to Mexico without criminal charges. Because of its success in guarding the nation's borders against illegal immigrants, the program will be expanded beyond Texas and Arixona to other parts of the US where it shares a boundary with Mexico.

Apprehensions in the U.S.-Mexico border declined by 20 percent in 2007 to 895,000 incidents only. The Homeland Security Department seeks to further bring the figure down by 15 percent this year. A minimum of misdemeanor charge is filed against those apprehended. If convicted, the erring Mexican would be deported and could put in peril future legal applications to enter the U.S.

Despite the mounting success of the program, criticisms has been aired, particularly its penalizing border crossers, but not U.S. employers who hire illegal immigrants. TJ Bonner, president of the National Border Patrol Council, told the Washington Post, "This strategy pretty much has it backwards... It's going after desperate people who are crossing the border in search of a better way of life, instead of going after employers who are hiring people who have no right to work in this country."

A similar observation was aired by U.S. Rep. Bruce Braley of Iowa. Braley represents Postville, where the Agriprocessors plant was raided which resulted in the arrest of almost 400 illegal foreign workers on May 12. Braley warned the New York Daily News, "Until we enforce our immigration laws equally against bother employers and employees who break the law, we will continue to have a problem with immigration."
