&lt;p&gt;It may seem unlikely, but this is what federal immigration officials hope will happen starting Tuesday. &lt;!-- 8/05 --&gt;That&#039;s when U.S. Immigration and Customs Enforcement will roll out &amp;ldquo;Operation Scheduled Departure,&amp;rdquo; a pilot program to encourage people who have outstanding deportation orders to turn themselves in.&lt;/p&gt;
&lt;p&gt;San Diego and four other U.S. cities will participate in the program, which is slated to end Aug. 22. The other locations are Santa Ana; Chicago; Phoenix, Ariz.; and Charlotte, N.C.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&amp;ldquo;We are going to make it as comfortable as possible,&amp;rdquo; said Lauren Mack, a spokeswoman for U.S. Immigration and Customs Enforcement. &amp;ldquo;Rather than coming into our custody and facing us in the wee hours of the morning, they can come and sit down with us.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Mack said the program is open to people with a final deportation order. These individuals cannot have a criminal record and must &amp;ldquo;have made a decision that they are ready to comply with their order,&amp;rdquo; she said.&lt;/p&gt;
&lt;p&gt;There are about 572,000 immigrant fugitives nationwide, including roughly 5,700 in San Diego and Imperial counties, according to her agency. The majority of them have no criminal record.&lt;/p&gt;
&lt;p&gt;People who register for &amp;ldquo;Operation Scheduled Departure&amp;rdquo; will have 90 days to get their affairs in order before leaving. They won&#039;t be taken into custody, but may have to check in regularly with immigration officials or be monitored in some other way, Mack said.&lt;/p&gt;
&lt;p&gt;Those who request assistance with travel to their native countries &amp;ndash; such as flights or bus rides &amp;ndash; will receive it, she added.&lt;/p&gt;
&lt;p&gt;The program is still subject to laws banning illegal immigrants who have been deported from legally returning to the United States until five to 20 years later.&lt;/p&gt;
&lt;p&gt;While U.S. Immigration and Customs Enforcement won&#039;t turn away illegal immigrants who want to leave but lack a deportation order, they will consider those people case by case, Mack said. Individuals with a criminal record typically are held in custody pending deportation.&lt;/p&gt;
&lt;p&gt;Federal officials are planning a series of TV and radio ads to promote the program. There also will be a dedicated Web site and toll-free phone number, although those haven&#039;t been announced.&lt;/p&gt;
&lt;p&gt;In San Diego, people wishing to turn themselves in should go to the U.S. Immigration and Customs Enforcement office at 880 Front St.&lt;/p&gt;
&lt;p&gt;The self-deportation concept has drawn scorn in certain quarters.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;It is a complete exercise in futility,&amp;rdquo; said Lilia Velasquez, an immigration attorney in San Diego. &amp;ldquo;What person in their right mind who has been hiding from the government is going to come out of the shadows and deliver themselves on a silver platter?&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Frank Sharry, executive director of the Washington, D.C.-based immigration advocacy group America&#039;s Voice, quipped in a news release that the policy seemed to come &amp;ldquo;straight out of a &#039;Saturday Night Live&#039; skit.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Mack said the program was born after the agency received feedback from immigration advocates, attorneys and others critical of a recent wave of sweeps in which agents targeted illegal immigrants&#039; homes, arrived early in the morning and often arrested people in front of their families.&lt;/p&gt;
&lt;p&gt;Many of the individuals arrested turned out to be relatives of an illegal immigrant, and sometimes the agents went to an outdated address.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We heard them ask to please look at alternative ways of dealing with the fugitives, ways of reducing our fugitive list that were more humane,&amp;rdquo; said Mack, who added that arrests of fugitives will continue.&lt;/p&gt;

&lt;p&gt;EDINBURG -- The Rio Grande Valley will be the next place to implement a zero-tolerance policy credited with slashing illegal immigration rates by almost 70 percent in other parts of the state.&lt;/p&gt;
&lt;p&gt;Dubbed &amp;quot;Operation Streamline,&amp;quot; the plan calls for the criminal prosecution of every migrant caught crossing the border without proper documentation, U.S. Border Patrol officials said Tuesday.&lt;/p&gt;
&lt;p&gt;And while the program has had dramatic results in largely rural parts of Texas and Arizona, it remains untested in more populous regions where the number of immigrants apprehended each year is typically higher.&lt;/p&gt;
&lt;p&gt;Skeptics fear prosecution of every illegal immigrant could overwhelm local federal courts, which already spend much of their time on immigration-related cases.&lt;/p&gt;
&lt;p&gt;&amp;quot;We will prioritize our resources to ensure those who enter illegally are removed expeditiously,&amp;quot; U.S. Attorney Don DeGabrielle said in a statement. &amp;quot;Operation Streamline recognizes the critical importance of detention and immediate removal as a deterrence to future illegal immigration.&amp;quot;&lt;/p&gt;

But the deal has soured for some students in the group: those who are illegal immigrants, writes Correll. Because they would be required by Colorado law to pay out-of-state tuition, it would cost much more to pay for their college educations.&lt;/p&gt;

                <title>Illegal immigration: A glimpse of the other side.</title>

&lt;p&gt;&amp;nbsp;I have a good friend from Mexico. He is here illegally. He has a girlfriend and a baby, and the baby is actually quite legal. As a matter of fact, she is a US citizen. A point that I am sure ticks off at least as many of you as remembered me writing previously about my friend in the first place.&lt;/p&gt;
&lt;p&gt;We got to talking the other day about his trip up here. His journey to el norte and our land of gringos.&lt;/p&gt;
&lt;p&gt;He walked for two nights in the desert, and hid for two days in that same desert. From the immigration patrols is whom he hid from, but I&#039;m sure you figured that out on your own.&lt;/p&gt;
&lt;p&gt;At night he could not see where he was going, and a cactus stabbed him in the leg. When he pulled it out in the dark it stabbed his hand. But I&#039;m sure you&#039;ve been there, too.&lt;/p&gt;
&lt;p&gt;When he got to Phoenix the coyote called his girlfriend and told her this was as far as they were taking him, and if she wanted to see him again she would send the money. Even though they were supposed to get him to Denver. I don&#039;t doubt for a minute you can relate to that. We&#039;ve all had coyotes mess with our head, after all. Just like we have all been threatened that we&#039;ll disappear if we didn&#039;t pay our bills.&lt;/p&gt;
&lt;p&gt;So he went to the bus station, very scared because he thought this is where he might get caught, and found the place full of illegal immigrants. When he told me this he laughed just a little, and said something to the effect that if the immigration patrol wanted to find the illegal Mexicanos, they had only to go to the bus stations.&lt;/p&gt;
&lt;p&gt;At this point I debated discussing the whole theory behind our law against profiling, but decided against it. It has never made much sense to me anyway. I mean, looking for Latinos at bus stations when you are looking for illegal immigrants makes about as much sense as looking for Middle Easterners at the airport when you are looking for terrorists. &lt;br /&gt;
&lt;br /&gt;
We&#039;d much rather build walls and search grandmothers than offend any one group.&lt;/p&gt;
&lt;p&gt;When I asked how much the coyotes are charging these days for their scenic route to the land of the free, he said he thought it was somewhere around $1000.00 to $1500.00.&lt;/p&gt;
&lt;p&gt;He also told me he never wants to make that trip again, which is why he hasn&#039;t been home in something like 8 years.&lt;/p&gt;
&lt;p&gt;The topic of illegal immigrants and what to do about them has kind of hit the back burner since our Congress, in all their wisdom, voted down the one common sense proposal Mr. Bush has put forth in his 7 plus years in office.&lt;/p&gt;
&lt;p&gt;Instead we get YourHub bloggers telling us of the great conspiracy of these illegals to reclaim the southwest for Mexico. We get YourHub bloggers complaining that their bank has information in Spanish.&lt;/p&gt;
&lt;p&gt;We get proposals and directives from Washington to build walls to separate the two countries, even if the people where the walls are to be located don&#039;t want them. I won&#039;t even bring up the cost of such a project, because the idea itself is ludicrous enough standing on its own.&lt;/p&gt;
&lt;p&gt;We hear the hysteria about how they are stealing our jobs, though I have yet to hear of a parent of a High School or college graduate say they hope their child goes onto a career flipping burgers or working labor on a construction site.&lt;/p&gt;
&lt;p&gt;I listen to talk shows where the host tells us we need to crack down on employers. Yeah, let&#039;s do that, then we can complain about how we can&#039;t get any work done because the contractors have no help.&lt;/p&gt;
&lt;p&gt;You want to hear something ironic? In Mexico they complain about the Guatemalans coming across their border and taking their jobs. Those dang peasants will work for nothing, you see.&lt;/p&gt;
&lt;p&gt;Here&#039;s a novel idea. Offer every illegal immigrant a work visa for $1000.00. Let them apply for it at the border. Sure would beat the scenic trip the coyotes offer, wouldn&#039;t you say? Think of the money that could be raised. One thousand dollars x 10 million is a whole lot of pesos, muchacho.&lt;/p&gt;
&lt;p&gt;Then you could work with the employers. I am pretty sure most would jump at the chance to get all their help on the books. Then it would make sense to come down on those continuing to use illegals, though I dare say it would become a non-issue.&lt;/p&gt;
&lt;p&gt;We could actually treat these dang illegal immigrants like what they are; people trying to better their lives, and making huge sacrifices to do it. People willing to do the bottom rung work for the chance to pull themselves up.&lt;/p&gt;
&lt;p&gt;Just tell them right off the bat: you try to reclaim Texas and we&#039;re kicking you out. That oughta stop that.&lt;/p&gt;
&lt;p&gt;Nah, too simple. Let&#039;s just build a wall instead. It&#039;s gonna take a lot of labor, though. &lt;br /&gt;
&lt;br /&gt;
I know! Tell every gringo kid in America he/she needs to work on the wall for one year before they can go to college. Make sense to me. &lt;br /&gt;

&lt;p&gt;Washington, D.C. (AHN) - There are less attempts by Mexicans to cross the U.S.-Mexico borders for fear of lawsuits. Under Operation Streamline, a lawsuit would be filed against anyone caught cross the border.&lt;/p&gt;
&lt;p&gt;Previously, Mexicans caught used to be fingerprinted only and sent back to Mexico without criminal charges. Because of its success in guarding the nation&#039;s borders against illegal immigrants, the program will be expanded beyond Texas and Arixona to other parts of the US where it shares a boundary with Mexico.&lt;/p&gt;
&lt;p&gt;Apprehensions in the U.S.-Mexico border declined by 20 percent in 2007 to 895,000 incidents only. The Homeland Security Department seeks to further bring the figure down by 15 percent this year. A minimum of misdemeanor charge is filed against those apprehended. If convicted, the erring Mexican would be deported and could put in peril future legal applications to enter the U.S.&lt;/p&gt;
&lt;p&gt;Despite the mounting success of the program, criticisms has been aired, particularly its penalizing border crossers, but not U.S. employers who hire illegal immigrants. TJ Bonner, president of the National Border Patrol Council, told the Washington Post, &amp;quot;This strategy pretty much has it backwards... It&#039;s going after desperate people who are crossing the border in search of a better way of life, instead of going after employers who are hiring people who have no right to work in this country.&amp;quot;&lt;/p&gt;
&lt;p&gt;A similar observation was aired by U.S. Rep. Bruce Braley of Iowa. Braley represents Postville, where the Agriprocessors plant was raided which resulted in the arrest of almost 400 illegal foreign workers on May 12. Braley warned the New York Daily News, &amp;quot;Until we enforce our immigration laws equally against bother employers and employees who break the law, we will continue to have a problem with immigration.&amp;quot;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;CINCINNATI -- &lt;/strong&gt;Two alleged illegal immigrants were arrested Tuesday night after police said they arranged to provide sex for money.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Violeta Urena-Deluna, 45, was charged with two counts of prostitution and Logan Carrasco-Zambrano, 28, was charged with two counts of promoting prostitution.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;According to investigators, undercover agents arranged to meet with Urena-Deluna at a Hamilton hotel to engage in sexual activity.Authorities said Carrasco-Zambrano, who also used the name &amp;quot;Primo,&amp;quot; also brought prostitutes from New York City and possibly pressed minors into prostitution.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Carrasco-Zambrano told police that he is from Honduras and has been living in the U.S. illegally for two years, according to investigators, and Urena-Deluna said that she is from the Dominican Republic and has been in the U.S. illegally for the last 28 years.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Butler County Sheriff&amp;rsquo;s Office has contacted the Immigration Customs Enforcement, and both may face deportation procedures after they are prosecuted&lt;/p&gt;
