http://people.bakersfield.com/home/Blog/talkofthetown/20559 A happy Bakersfield Police Chief Bill Rector announced that his department has been cleared of any wrongdoing or constitutional issues in a 4 and 1/2 year probe by the U.S. Department of Justice. The probe began with questions of excessive force and racial profiling. Throughout the whole process, no specific examples were cited. That caused  Rector and District Attorney Ed Jagels to question why the probe was started in the first place. Jagels had this to say: "The criticisms were hyper-technical and the scrutiny began because of a barrage of complaints deliberately and unfairly given by the criminal defense bar. I am pleased the review has ended but annoyed it began in the first place." Rector said the department fully cooperated with the probe and did change some of its policies, such as prohibiting shooting at moving cars, discouraging the use of Pepper Spray at close range, adding Internal Affairs to officer shooting investigations, creating a use-of force manual and warning suspects when a K-9 is being let loose. I am glad the probe has ended and pleased the department was commended by the DOJ for its cooperation. Posted by Steve E. Swenson       en-us Gosh I am almost 50 years old and have NEVER been detained by any police offical ever. I suspect that if you are following the law and staying in legal places doing legal activities you probably won't find yourself on the wrong side of law enforcement but if you choose to be in bad places with bad people you will find yourself on the wrong side of law enforcement NO MATTER what race you are. I have no pitty for these folks that find themselves on the wrong side of law enforcement. You don't want to be bothered by the police, then stay out of places that will get you in trouble, it is not brain surgery to figure that out. DUH!!!! I commend the law enforcement in kern county, BPD KCSO CHP you guys/gals do a great job and don't get enough recognition for what you do for us as a community.
