                <description>&lt;p&gt;Sounds like a good case for there being surveilance in jails that is sent as an unalterable feed to an off-site, neutral third-party that can serve as an oversight agency for such incidents. Because I agree with Random that it sounds like murder, committed as a conspiracy between one or more guards and one or more prisoners. But without such surveilance, I doubt we&#039;ll ever know the identity of the guards involved. Nor will those guards face consequences for their actions.&lt;/p&gt;
&lt;p&gt;Did anyone catch the recent news report about the helmet cams for British police? Not only has it helped them prosecute offenses faster because there is a video record, it has also cleaned up the behavior of the officers. The officers know they are being recorded and they cannot alter the recordings or turn off the recorder, so they act more civily. The news report said the complaints against officers had dropped dramatically since the cameras were installed. &lt;/p&gt;</description>

                <description>&lt;p&gt;Doesn&#039;t education (scholastic) keep one out of trouble for the most part?&amp;nbsp; I don&#039;t mean a hit-and-miss education where days or weeks are missed with no follow-up by school or parents; I mean a real education, be it public or private.&amp;nbsp; Also, doesn&#039;t a religious education keep one out of trouble as well?&amp;nbsp; It&#039;s awfully difficult to try to steal cars while you&#039;re at church or with members of a church at recreational functions.&amp;nbsp; I suppose the answer is that the education should begin generations ago.&amp;nbsp;&lt;/p&gt;

Now we&#039;re not saying Guard Smith is guilty, but it&#039;s likely some guard is given that crucial fact that the inmate was killed in solitary.&lt;/p&gt;
